Puppies being rescued in Seattle quickly became rescuers for panicking airline passengers. The dogs were on the way to Detroit when an airline employee stole a plane at Seattle-Tacoma International Airport, resulting in the delay of several outbound flights. A Michigan volunteer was stuck at the airport with the nine puppies, which brought peace to a chaotic situation.“We knew something was happening at the airport, we didn’t really know,” said Steve Heim, a Detroit Metro Airport employee. Heim volunteers with an animal rescue and was in Seattle Friday to bring nine Spanish greyhound puppies to metro Detroit. He was taking a red-eye and quickly realized something was wrong at the airport. An airline employee had stolen a plane on what officials say was a suicide mission. “I said ‘uh-oh this is not good,’” Heim said. He knew his flight and many other flights would be delayed due to the incident. But he was traveling alone, caring for nine puppies at the airport, waiting for the next flight which was more than six hours later. “People were yelling and screaming at all the customer service agents," Heim said. "People were crying. President Donald Trump, after surveying the destruction wrought by wildfires in California, said Saturday that the devastation has not altered his opinion on climate change."No, no, I have a strong opinion. I want a great climate," Trump said when asked whether what he witnessed had changed his view."We're going to have that, and we are going to have forests that are very safe because we can't go through this," Trump continued during a briefing at a command center in Chico, California. "Every year we go through this. We're going to have safe forests, and that's happening as we speak."But later, on Air Force One alongside Democratic Gov. Jerry Brown and Lt. Gov. Gavin Newsom, who is also the state's governor-elect, Trump said that while he disagrees with the state leaders on the issue, their views are "maybe not as different as people think.""Is it happening? Things are changing," Trump said. "And I think, most importantly, we're doing things about. We're going to make it better. We're going to make it a lot better. Prisons across the country have suddenly become ground zero for the coronavirus.In California’s oldest jail, San Quentin State Prison near San Francisco, the number of cases has ballooned from less than 100 to more than 1,000 in two weeks.Attorneys in the area say the outbreak came from a transfer of inmates from the California Institute for Men to San Quentin.In the closed system that is a prison, it can make social distancing a challenge as there is only so much space to house inmates, particularly at a distance.Prison reform advocates say to solve the problem correctional facilities nationwide have turned to solitary confinement."The reports that I’m getting back now is not ‘Hey they put me in solitary for COVID-19.’ It’s, ‘They’re keeping me in solitary because of COVID-19,’” said Johnny Perez.Perez was formerly incarcerated at Riker’s Island in New York City for an armed robbery he committed when he was 21. He served 13 years for the crime, 3 of which were spent in solitary confinement, he says.“[It gave me] thoughts of suicide, volatility in my emotions,” said Perez. “I still need to sleep with the door open at night.”Perez says the experience in solitary can be similar for most people he knows, and thinks it is a dangerous way to combat COVID-19.“[The corrections system] treating you like an animal for the rest of your life says more about our system than it does about our individuals,” he said. “It is creating and lowering this standard of what it means to be put in solitary that is so low that it reverses all the work that we’ve done so far.”Perez is the director of the U.S. Prisons Program for the National Religious Campaign Against Torture, a group that works closely with the ACLU to form Unlock the Box, a national advocacy group fighting to end solitary confinement. Unlock the Box estimates the number of people currently in solitary confinement in U.S. prisons is 300,000; a large jump from the 60,000 it says was in solitary confinement in February.“There is a perpetuation and it is a really terrible cycle,” said Jessica Sandoval, campaign strategist for Unlock the Box. “[Inmates] are not going to report that they feel bad if that’s what the prison is going to do anyway so it’s pretty dangerous.”In an emailed response the Federal Bureau of Prisons did not respond to questions about solitary confinement in response to COVID-19, but it did say other measures it was taking to reduce the spread of the virus in the prison system through universal distribution of PPE, limited visits to those incarcerated, and no inmate transfers between facilities.Sandoval says medical isolation is a better practice, which does not strip inmates of many of their privileges. She also advocates early release for inmates nearing the end of their sentences or in the process of seeking parole."I think there needs to be a reckoning among corrections leaders and governors to say we’re going to do what’s right,” said Sandoval. Restaurant servers dodged a bullet this week with a provision tucked into the .3 trillion federal spending bill.Late last year, the Department of Labor proposed a rule?that would have authorized restaurants to share tips between servers and cooks. That would allow employers to keep some tip money for themselves, as long as each worker made at least the full federal minimum wage of .25 an hour.Workers' rights groups argued the rule change would lower the pay of those who work at restaurants, hotels and bars. Opponents of the rule held splashy public protests. The Labor Department received more than 218,000 mostly negative comments on the proposal.It appeared to have worked. The spending bill, which President Donald Trump signed into law on Friday, includes a section that makes it clear that employers may not pocket any portion of tips that diners leave for workers."We beat them," said Saru Jayaraman, president of the nonprofit Restaurant Opportunities Center. "I think they realized how outrageous what they were proposing sounded to the public, and basically they backed down."Representatives for the restaurant industry, however, are also pleased.The National Restaurant Association said it never asked for employers to be allowed to keep tips in the first place. Angelo Amador, senior VP at the trade group, argued that most employers wouldn't skim tips even if they were allowed to."A decision by a restaurant to retain some or all of the customer tips rather than distributing them to the hourly staff would be unpopular with employees and guests alike, and it could severely damage the public's perception of the restaurant," Amador wrote in his comment on the proposed rule.The left-leaning Economic Policy Institute disagreed, saying that many employers take a portion of tips even in places where it's forbidden, and would do so even more often if it were legal. In a recent report, it estimated that servers would lose some .8 billion in tips annually to their employers.The language in the spending bill also effectively does another big thing: It allows employers to pool tips and distribute them among staff, as long as the employer also pays the full minimum wage. Many owners have long sought to boost the pay of kitchen workers and bussers by forcing servers to share their tips."We want to ensure that servers, bussers, dishwashers, cooks, and others who work as a team to provide great customer service in the industry have access to share in tips left by customers, as this legislation clearly allows," said Amador.That's fine with labor advocates at the National Employment Law Project, who say that pooling tips is a good way to create wage equity, as long workers are paid the full minimum wage and tips aren't shared with managers or any other supervisors. "We enthusiastically support this compromise," said Judy Conti, the group's director of federal affairs.Going forward, however, there may be less agreement between workers' rights advocates and the National Restaurant Association.Currently, the federal minimum wage for workers who get tips is .13 an hour. Seven states have done away with the two tiers and made the minimum for tipped workers the same as it is for employees who earn regular wages.Many cities and states have already raised their overall minimum wages, as the federal level has remained unchanged since 2009. The question of eliminating lower tipped minimum wages will be on the ballot this year in Washington, D.C., and Michigan and New York is considering the proposal.All of these efforts have generally come over the objections of the restaurant industry, which argues that the economy and nature of the jobs have changed."The minimum wage, with all due respect, is a 1938 income support system for a workforce that worked in manufacturing and agriculture," said Cicely Simpson, executive vice president for public affairs at the National Restaurant Association, at a panel discussion?last month. "In our workforce, we have people who drive an Uber during the day and work in restaurants at night.
