The article did not name the attacker.Suspect Sayfullo Habibullaevic Saipov has told authorities that he was inspired to carry out the attack after watching ISIS videos and closely followed the terror group's playbook for an attack.While ISIS did not claim direct responsibility for the attack, it described the attacker as one of its soldiers.Suspect's link to ISISThe 29-year-old Uzbek native was charged with providing material support to ISIS, violence and destruction of motor vehicles, said Joon H. Kim, acting US attorney for the Southern District of New York.Saipov drove a rental truck down a bike path in New York's Lower Manhattan, crashed into a school bus and then jumped out, brandishing imitation firearms, officials said. He was shot by New York police Officer Ryan Nash in the abdomen and taken into custody.He didn't enter a plea Wednesday to the federal terror charges.Saipov was so devoted to ISIS, he wanted to display the terror group's flag in his hospital room, documents show. He had about 90 videos and 3,800 images on a cell phone featuring ISIS propaganda, including video of a beheading, according to the complaint.This is the first time the terror group has put such a claim on its newspaper before releasing it on its media wing, Amaq news agency, which is its first point of publication for claims of responsibility.The wording of the ISIS statement -- not claiming the attack as an outright act of ISIS and saying the person carrying the attack is one of its "soldiers" -- mirrors ISIS' language in statements after an attack in France and the nightclub shooting in Orlando last year.No warning signsThose who crossed Saipov's path are trying to reconcile the man they met and the one they are now hearing about.When approached in the lobby of her Brooklyn apartment building, the suspect's mother-in-law said she was in shock."I don't know what happened," she said.Those who knew him in Tashkent, Uzbekistan, and in at least three states he bounced between since coming to America say they saw no warning signs of Saipov being radicalized."He was happy that he was here, he had a family here, and he was a truck driver and his business was really good," said Makhina Kadirova, a childhood friend.His neighbors described him as a quiet and said his family didn't socialize often.Trump calls for death penaltyOn Twitter, President Donald Trump said Saipov should be executed and added that he "would love" to send him to the Guantanamo Bay detention camp in Cuba."NYC terrorist was happy as he asked to hang ISIS flag in his hospital room. But some local cyclists think the barriers are problematic."There's no way two bikes can pass each other there and the runners as well," New York City resident James Petty told WABC. "There's going to be accidents."Similar concrete barriers were placed in May after a man drove a car onto a crowded sidewalk in Times Square, killing a teenage woman and injuring at least 22 people.  4290

The Environmental Protection Agency has handed documents to Congress that show new travel expenses from agency administrator Scott Pruitt, totaling some ,000 in hotel stays and air travel, The Washington Post reported Tuesday.The documents, which were requested by House Oversight Committee Chairman Trey Gowdy and obtained by the Post, reportedly show that Pruitt traveled on government business dozens of time on first-class and domestic flights from August 2017 through February 2018.The reported expenses include a four-day, ,631 trip to Morocco in December, a series of first-class flights following Hurriciane Harvey totaling ,330, and a two-day domestic trip for media interviews and a visit to Florida that amounted to ,767. Pruitt's travel expenses listed in the records reportedly do not include the costs of his security team or aides who travel with him.The EPA justified the travel spending as necessary to ensure Pruitt's security."EPA's Protective Service Detail identified specific ongoing threats associated with Administrator Pruitt's travel and shifted his class based on certain security protocols that require him to be near the front of the plane," said Jahan Wilcox, a spokesperson for the agency.Previously, CNN reported that from June through August 2017, the EPA justified several expensive charter flights for Pruitt -- including a ,000 bill for a business trip around his home state.In late August, the EPA inspector general announced it would investigate Pruitt's travel practices. Since beginning the probe, the IG has twice expanded its scope, which now encompasses all of Pruitt's 2017 taxpayer-funded travel.According to an earlier Post analysis of other EPA records, Pruitt's travel choices distinguish him from his predecessors in that he brings a larger group of aides with him on trips, he usually flies first or business class on international and domestic trips, and he often flies Delta Airlines even though the government has contracts with certain airlines on specific routes.In response to the travel probes, earlier this month Pruitt said he'll be seeking alternative accommodations -- including potentially flying in coach class -- on his "very next flight."Other Trump administration Cabinet secretaries have attracted scrutiny of their travel spending, including Interior Secretary Ryan Zinke, Veterans Affairs Secretary David Shulkin, Treasury Secretary Steve Mnuchin and former Health and Human Services Secretary Tom Price, who resigned after using private planes for multiple government business trips.Pruitt has also been under scrutiny for the costs the agency has accrued changing EPA headquarters, including a ,000 secure phone booth for Pruitt's calls.Other Cabinet members' spending for office renovations has been criticized recently. Zinke's office doors were to be replaced to the the tune of nearly 9,000. The department later said it would obtain the doors at a reduced price. And last month, Housing and Urban Development Secretary Ben Carson withdrew his request for a ,000 dining room set for his office. But after the vaccine is thawed and administered, those administering the vaccine discovered it is possible to get a sixth, or even seventh dose from the vaccine.This discovery could potentially allow more health care workers to become vaccinated, extending the supply of the vaccine.“However, since the vials are preservative free, it is critical to note that any further remaining product that does not constitute a full dose should not be pooled from multiple vials to create one,” the FDA said.A Pfizer spokesperson said that each dose of the vaccine must contain .3 mL of the vaccine. The spokesperson said that the amount of vaccine in each vial varies, depending on what type of needles and syringes are being used.According to FDA data, the federal government has allocated 2.9 million doses of the vaccine for the first round of distribution. The Florida State Senate passed a bill Monday that would raise the age to buy a firearm from 18 to 21, require a three-day waiting period for most gun purchases and ban the sale or possession of bump fire stocks, which can make it easier for a semi-automatic weapon to function like an automatic rifle.The "Marjory Stoneman Douglas High School Public Safety Act" (SB 7026) would also give law enforcement more power to seize weapons and ammunition from those deemed mentally unfit or otherwise a threat and provide additional funding for armed school resource officers and for mental health services.The Senate measure comes more than two weeks after a gunman killed 17 students and teachers at Marjory Stoneman Douglas High School. Stoneman Douglas students and parents have lobbied lawmakers to pass stricter gun control measures.The bill now moves to the Florida House. It's not immediately clear when the House will take up the measure. 948
