(KGTV) — A woman is dead after she was struck and killed in the East County early Saturday.First responders found the woman at the interaction of Prospect Ave. and Tumbleweed Terrace just after 12 a.m. The woman was pronounced dead at the scene. SAN YSIDRO, Calif. (KGTV) - It’s been two days since 29 year old Frank Stricker drove his truck into a crowd of street vendors near the border in Mexico. Court records from Utah show Stricker should have never been behind the wheel in the first place because he has a suspended license. The court records show Stricker has been arrested six times since 2008 in Utah and has 47 criminal charges, all mostly drug related. RELATED: 'We were fleeing for our lives.' Police say he also had drug paraphernalia in the vehicle when they pulled him over. Mexican authorities tell 10News Stricker is facing charges of attempted homicide and property damages. They expect him to be arraigned Thursday in Mexican court. In the crash Monday afternoon, Stricker hit 17 vehicles, 12 vendor carts and injured three people. SAN YSIDRO (KGTV) - Dozens of migrants filled out paperwork in Tijuana, getting ready to file for asylum ahead of the caravan.The Mexican city already flooded with migrants waiting for their turn to be processed at the San Ysidro Port of Entry.Lilia Velasquez, an Immigration Specialist and Lawyer, said the process could take months or even years. First, she said a group of about 10 migrants get a number. When they're called, they are processed and detained.It could take months to get to that step, which is why a group is given the same number. Velasquez explained many decide not to go through the process, or to find another way over the border.Next an agent is assigned to their case and conducts a credible fear interview, determining whether the migrant falls under 5 classifications; facing persecution for religion, ethnicity, nationality, political opinion, or being a member of a special group.READ RELATED:?First group of migrants from caravan arrive in TijuanaThen, the migrants face a judge. Whether or not they are granted asylum, the migrants then face another judge on charges for entering the country as a foreign citizen. Some are released on bond.Velasquez said humanitarian groups like the ACLU, help finance the bond, and court proceedings. Other groups, like churches, help the migrants once they enter San Diego.One migrant mother who filled out the paperwork Friday morning said she is not afraid, she is filled with hope that they're almost across the border and she thinks it will be easy to get asylum with her son. Two thousand to 3,000 more migrants involved in the caravan are expected to arrive by the end of the weekend.The migrants who filled out paperwork consist of the LGBTQ group who split from the caravan due to discrimination, Central Americans and Mexicans seeking asylum. 1845

  

SAN FRANCISCO, Calif. – Airbnb announced Thursday that it’s banning all parties and events at the listings on its website to comply with limits on gatherings during the coronavirus pandemic.The San Francisco-based company says the party ban applies to all future bookings on Airbnb and it will remain in effect indefinitely until further notice.Additionally, Airbnb says the occupancy at its listings will be capped at 16 people. Though, the company says it’s considering a potential exception process for specialty and traditional hospitality venues, like boutique hotels.“We also understand that 16 is not a magic number, and issues can occur with groups of any size,” wrote the company. “To be clear, we are not sanctioning smaller gatherings with this policy and all community members are expected to comply with local health restrictions on gatherings. We are capping guests at 16 in these large properties as one step amongst several, all designed to mitigate any efforts to misuse an Airbnb for a party.”Airbnb says guests will be informed about its party rules and told that they may be “legally pursued” by the company if they violate the policy.Unauthorized parties have actually always been prohibited at Airbnb listings and the company says 73% of its listings already ban them in their house rules.Over the last year or two, Airbnb has begun imposing stricter limits, starting with a global ban on “party houses,” or listings that create persistent neighborhood nuisance. And when the COVID-19 pandemic hit, a new policy was introduced that required all users to adhere to local coronavirus mandates.“However, in many large jurisdictions, public health mandates on gatherings have changed – and in some places swung back and forth in response to the changing rates of COVID cases – as have regulations on bars, clubs and pubs,” wrote Airbnb. “Some have chosen to take bar and club behavior to homes, sometimes rented through our platform. We think such conduct is incredibly irresponsible – we do not want that type of business, and anyone engaged in or allowing that behavior does not belong on our platform.”Based on these developments, the company says instituting a global ban on parties and events is in the best interest of public health. 2265

  

Security is being questioned after a plane was stolen from the Seattle-Tacoma International Airport on Friday. As officials look into how this happened, investigative reporter Jace Larson finds out more about the man piloting the plane.Richard Russell seemed coherent in his final conversations with air traffic control."I've got a lot of people that care about me, and uhh... it's gonna disappoint them to hear that I did this.”Russell did some aerial stunts while refusing air traffic control’s attempts to have him land.Russell’s final words were captured on radio, and he was apologetic to those he loved."Just a broken guy. Got a few screws loose, I guess,” Russell could be heard saying. “Never really knew it, until now."One of Russell's co-workers was surprised to hear his voice."You could tell he was in pain,” says Jeremy Kaelin, a former co-worker of Russell. “Kind of seemed a little delusional, and I was just shocked to see that someone who was so nice, so helpful and caring, actually he cared about his job, to do such a thing and you know and end his life."Russell had access to secure aircraft areas as a ground service agent and had knowledge on taxiing planes around the airport.Protocol requires two people to be present to tow the plane. Authorities are still unsure how Russell managed to access the plane alone and move it by himself."We believe he was in uniform,” says Brad Tilden, CEO of Alaska Airlines. “His job is to be around airplanes. He is tow certified, so he's meant to be-- airports have a non-secure side and a secure side. He's meant to be on the secure side. That's a part of the fulfillment of his job responsibilities."Once in the air, military jets were sent to follow Russell to make sure he didn't do anything dangerous."Military jets were scrambled from Portland, but it does not appear that the jets were involved in the crash of the Horizon aircraft," says Gary Beck, CEO of Horizon Air.The National Transportation Safety Board says Russell crashed through several lines of 10-foot-high trees. 2050
