SAN DIEGO (KGTV) - A "Day of Service" around Mission Bay will honor Maruta Gardner, the woman killed by a drunken driver while she was painting over graffiti in Mission Beach and Pacific Beach.Half a dozen service projects will take place around the bay all day Friday, Nov. 3."She was just a firecracker," said Dawn Reilly, one of the organizers with Beautiful MB. "She would liven everybody up and boost your morale and make you feel like you could accomplish anything if you just got together and did it."RELATED: Mission Bay activist killed in road rage crashFrom 10 a.m. until 12 p.m., volunteers will clean up the bike path from Rose Creek to Crown Point.The PB Street Guardians will help people do clean up and graffiti patrol around the Pacific Beach Business District from 11 a.m. until 1 p.m. and from 4 p.m.- 6 p.m.From 2 p.m.-4 p.m., the Mission Beach Town Council will lead volunteers on a clean up and graffiti patrol around MB.Volunteers can also spend time at a senior center near the bay all day if they want a non-physical option.Volunteers can also help paint utility boxes along Mission Boulevard.Full details on the activities, as well as links to register, can be found here.Organizers will also unveil a large mural on a wall at Mission Bay High School to memorialize Gardner. "She was so proud and honored of her time here at Mission Bay.""I'm wowed by how many people were inspired by her," Reilly added. SAN DIEGO (CNS) - The San Diego Unified School District announced plans Thursday to offer voluntary in-person learning sessions for elementary school students identified as experiencing learning loss.While the district is preparing to open its 2020-21 school year Monday for remote, online learning for all students, some children who have faced learning challenges due to the COVID-19 pandemic may be offered appointments to take part in the in-person sessions, which could begin as soon as late September, according to the district.Sessions will be held in spaces "with adequate air exchange, including MERV-13 air filters and/or portable ventilation units," according to the district.Students will be identified by their teachers for participation based on several factors:-- Below standard, represented by an average academic mark of a 1 or 2 in Math or English Language Arts strands on their Spring 2020 report card-- Students who do not have a Spring 2020 report card (incoming TK, K or new students to the district) and do not make progress toward grade-level standards once schools open-- Special education students not meeting their IEP goals-- Special education students with intense support needs-- Students who have been recommended for an initial assessment for an IEP or require a triennial assessment, and require standardized assessment that cannot be completed online for eligibility"We remain committed to following the science in designing our response to the COVID-19 crisis, including all of the recommendations we received from our expert panel of UCSD science and health professionals that included a phased return to in-person instruction," said District Superintendent Cindy Marten."This is Phase One, which provides a measured approach to address the very real problem with learning loss, faced by our most disadvantaged students, while maintaining the strict standards put in place to protect the health and safety of all students, staff and community," Marten said."Online learning has created new challenges for every student. It is tremendously encouraging that the virus has receded enough to begin phase one of that effort. SAN DIEGO (KGTV) - As police ramp up their probe, an Otay Mesa dog owner believes his dog may also have been targeted by a pepper spray-wielding mail carrier.The owner of 9-year-old Roscoe didn't want identified, but he tells 10news about two months ago - moments after their mail carrier left - Roscoe started to twitch in pain, which lasted minutes. He say Roscoe was behind a gate and not a threat to the postal carrier. Hours later, the dog's eyes were still red. The dog's owner didn't report it, but says another neighbor complained about a similar occurrence. Both of their homes are just blocks from the Galindo home on Agosto Street."Makes me feel angry and so sad that he's causing so much pain," said Alfonso Galindo.Earlier this week, he spoke to 10news about the strange stains on his patio that prompted him to check his surveillance video. He watched the unbelievable unfold: a postal carrier appearing to hold pepper spray under the mail, as he walked by a metal gate. Behind the gate is his 7-year-old rescue Pupa. At the same time, Pupa begins convulsing for minutes."Sickening. It's scary how nonchalant he is. He's done this before," said Galindo.Galindo says he found nine similar incidents in the recordings on his hard drive, about a month's worth. The Postal Service issued an apology, saying the 'appropriate action' will be taken."That left me with a question. Is this person going to be retrained and put back on my route? That's not going to cut it," said Galindo.There are also more questions about the impact on his two young children, who are constantly touching and hugging Pupa. For months, they've suffered mysterious respiratory issues, requiring frequent trips to the hospital. On Wednesday, both were diagnosed with asthma. Galindo says more tests need to be done, but doctors believe the pepper spray could be the cause, and at the minimum, is an aggravating factor."I'm scared to find out where this could take my children. SAN DIEGO (KGTV) - A San Diego family is pleading for their father back after they say officers with U.S. Immigration and Customs Enforcement apprehended him on June 20. Their father is expected in court on July 18. Gilberto Mayorga's children say it's hard to imagine life separated from him. "He's been here's since he was 17, 16. All he knows is San Diego. All he knows being here," his daughter, Eugenia Mayorga said. They say their father met their mother and started their family. He was deported but quickly came back so he could help their mother, who was struggling to support their family. "As soon as he came back, I remember having a roof over our heads," his daughter Bridgette Rembao, said. "I feel like the only crime he made was to come back and financially support us." ICE painted a different picture of Mayorga. ICE officials say he had previously been removed from the country five times. He served 100 days in federal prison for illegally entering the country. They say he has two felony criminal convictions for drug offenses and was sentenced to more than than five months in jail. He was also convicted of two other misdemeanors. ICE officials released the following statement to 10News:“While no class of alien present in the country illegally is exempt from ICE enforcement efforts, ICE officers do prioritize individuals they seek to apprehend and remove including criminal aliens, especially those who have repeatedly ignored our nation’s immigration laws.” 1500
