SAN DIEGO (KGTV) — City Councilman Scott Sherman's newly announced candidacy will alter the race to become San Diego's next mayor.Sherman, termed out from City Council, is the first household Republican to run to lead America's eighth largest city. Sherman announced he would run just before the Dec. 6 deadline to file for the March 2020 primary. Current Mayor Kevin Faulconer, a Republican, is termed out. In an interview, Sherman said he did not want the mayoral debates to be dominated by two big-name Democrats: State Assemblyman Todd Gloria and City Council President Pro-Tem Barbara Bry. The Registrar of Voters reports as of Dec. 2, there were 324,883 Democrats to 162,979 Republicans. There were 238,221 decline to state voters. "You have to assume that Scott Sherman will get the majority, if not the vast majority of Republican votes, and pick up some independent votes," said political analyst John Dadian. "There's a very good chance that he will get in the runoff."The top two vote-getters, regardless of party affiliation, will move on to the November primary. In September, a 10News-Union-Tribune scientific poll showed Gloria leading Bry by a two-to-one margin, with 31 percent of voters supporting Gloria, and 15 percent supporting Bry. SAN DIEGO (KGTV) — As COVID-19 cases surge, Governor Gavin Newsom says he’s considering the possibility of a statewide curfew that could draw on examples from Europe and the Middle East.The restrictions could also be informed by policies in San Diego County. The state has asked San Diego County to provide information about its 10 pm mandated closure policy for restaurants, a county spokesman said.Starting Friday, Los Angeles County will enact a similar measure it’s calling a “business curfew” that will require restaurants and other non-essential businesses to close at 10 pm.“We have a lot of questions about what [a statewide curfew] looks like,” Newsom said in a press conference Monday. “Who does it impact? Who doesn’t it impact? What does a real curfew mean in terms of certain kinds of industry and business activities? That’s what we’re referring to in this space.”Newsom seemed to suggest a statewide curfew isn’t a foregone conclusion, but said he is reviewing studies on curfews in France, Germany and Saudi Arabia. He later cited Portugal as another potential example.The decision on how to craft a curfew policy will be based on data from those studies, he said.In all four countries, restrictions have changed over time and it is not clear which iterations California is reviewing. In Germany, restaurants previously closed at 10 pm. There are also police checkpoints limiting travel between cities.Restrictions in Saudi Arabia have eased as the country prepares to host the G20 summit, but from March until late June the kingdom imposed a series of curfews that significantly limited movement.At times, police enforced a so-called “24-hour nationwide curfew.” Under this policy, people were only allowed outside their homes from 6 am until 3 pm for essential purposes like getting medicine, food or supplies. Individuals who left home were required to stay within their specific neighborhood; they were prohibited from traveling to other parts of a city.“Areas can be cordoned off to restrict transmission and that can work,” Dr. Oren said. “The degree to which people want to have the government do that is a whole different kind of question.”Dr. Oren said studies have shown links between curfews and lower case rates, but he says compliance and enforcement of those policies can be challenging.Many European countries paired their restrictions with big financial assistance programs to make them more popular. In Saudi Arabia, the kingdom covered 60 percent of employee salaries in the private sector and made healthcare free for everyone in the country.If the upcoming restrictions in Los Angeles County are any indicator, California’s statewide curfew could be very similar to restrictions already in place in San Diego County. But Dr. Oren said there would still be one significant difference: messaging.“I do think some of the words we’ve been using have become kind of stale,” he said, referring to phrases like stay-at-home orders.Simply labeling a policy as a “curfew” might help change the public’s perception of the dangers of the pandemic, he said. 4319

SAN DIEGO (KGTV) - Construction is underway on upgrades to Pacific Beach Middle School. The campus will get a new 2-story building, featuring 26 state-of-the-art classrooms, as part of a "Whole School Modernization" project.Other aspects of the project include renovations to the existing cafeteria and library media enter, as well as a new HVAC system for the auditoriums and science classrooms."We'll have classrooms that represent 21st-century learning spaces," says SDUSD Facilities Communication Supervisor Samer Naji. "You're talking about flexible furniture so that the students and teachers can be creative with the way they use their spaces. You're talking about state of the art technology, voice amplification systems, smart boards that the teachers and students can all use."The administration offices will also be moved to a different part of campus, creating a more easily identifiable entryway for visitors."Right now it's a large priority for the campus that we have a secure entry," says Naji. "This ensures that, during the day when kids are in class, there's only one way in and one way out of campus."Security has been at the forefront of many SDUSD projects in the wake of school shootings across the country. District officials say they want to make sure all campuses only have a single entry for visitors. The new layout at PB Middle School will accomplish that goal.The building opened in 1931. Over the years, upgrades and expansions brought it to its current 13.8-acre footprint.Money for the project is coming from voter-approved Propositions S & Z. As part of the renovation, the current two-story library & classroom building will be torn down. Demolition begins in July. The work will be done in two phases, so the school can keep enough classrooms on site to accommodate students.Unfortunately, some of the murals on the current building will be lost in the demolition. The school's principal says they want to work with students and community members to design new murals for the new building.In 2017, SDUSD completed work on a new joint-use athletic field at the Middle School. SAN DIEGO (KGTV) -- Authorities are investigating a man's death after they say he died following a fight. Police were called to the 5600 block of Imperial Avenue in Valencia Park around 1:12 p.m. after receiving reports of a man having chest pains. After arriving, the 51-year-old man -- identified as San Diego resident Joseph Ives -- was taken to the hospital where he later died.Police later learned that Ives got into a fight shortly before his death. According to police, after an altercation with another man, Ives told a witness that he was experiencing chest pains. Ives "did not have any obvious signs of trauma to his body," police said. Out of caution, San Diego Police homicide detectives are investigating the death.  773

SAN DIEGO (KGTV) — Arthur Soriano didn't have that privilege until the age of 40, and now advocates about the power of voting.Seven years ago, Soriano was released from prison after serving a 19-year sentence for attempted murder."I needed that sense of belonging and I found it in gangs," Soriano said.He grew up in City Heights, with a single mother, and two younger twin sisters. He'd been in and out of trouble since he was a teenager. And of course, lost his opportunity to vote. But he turned his life around in prison."I went to college while I was in there so I self-educated while I was in prison. There was always aspirations of me wanting something better," says Soriano.That something better was a grassroots community organization he created in City Heights called Youth Empowerment. Soriano now helps to provide services for formerly incarcerated men and women.And four years ago at the age of 40, after serving his probation, Soriano voted for the first time."It was exciting, it was new, a new experience. But I felt the power of using my voice, of having that platform of my voice counts," Soriano said of voting in 2016.Now, with the opportunity to have a direct influence on others in his community, Soriano also shares his message about the privilege of voting, and the power it can have."I have a place at the table, I have a voice, I have something I can bring. That's the message that I have for the community. If we come together with your voice, no matter what opinion that may be, you can make a difference," says Soriano. 1556
