SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. SAN DIEGO (KGTV) — California has rejected San Diego County's request for a tier adjustment after the region was moved into the state's purple reopening tier.The county said that "San Diego’s increased cases are not due to the sectors impacted by moving into a more restrictive tier. County has interviewed cases to identify potential exposure settings and tracked community outbreaks."County health officials say businesses that will be impacted by purple tier restrictions saw the following breakdown of COVID-19 cases in October:Restaurant/bars: 7.4% of COVID-19 cases (715 of 9,646)Retail: 6.6% of COVID-19 cases (636 of 9,646)Places of worship: 1.9% of COVID-19 cases (184 of 9,646)K-12 schools: 1.7% of COVID-19 cases (165 of 9,646)Gyms: 0.4% of COVID-19 cases (39 of 9,646)In reference to October's data, the county said that, "outbreak data also show these sectors make up a small percentage of the cases overall ... California officials say regional ICU capacity is calculated based on the total number of adult ICU beds minus neonatal and pediatric ICU beds. Adult ICU capacity includes staffed ICU beds and ICU surge beds.San Diego County said Thursday that it was currently at 16% ICU capacity after adding 2,604 new virus cases. There are 295 ICU cases in the county out of 1,186 hospitalizations. The churro stop gives customers the chance to customize their churro with toppings like bacon, coconut, and even fruity pebbles. Spanish churros, though, are made from just flour, water, salt, and oil."It's vegan and vegetarian. It's good for people who are lactose intolerant or who have a dairy intolerance or with eggs," Tran. "This happens to be a healthy churro. SAN DIEGO (KGTV) — Border officials seized nearly two tons of drugs valued at millions of dollars at San Diego and Imperial Valley ports of entry last weekend.Between June 14 and June 16, Customs and Border Protection says more than 2,638 pounds of marijuana, 1093 pounds of methamphetamine, and five pounds of heroin were seized after being discovered inside doors, flooring, and other areas of vehicles and a tractor-trailer.In one instance, agents at the Calexico Port of Entry stopped a 34-year-old driver on Friday and referred the driver to a secondary inspection. There, canine agents made a positive detection and the port's imaging system discovered anomalies inside the vehicles flooring.Agents uncovered 40 packages of methamphetamine hidden in the vehicle.The same day, a tractor-trailer was stopped at the Otay Mesa Port of Entry, arriving from Mexico with a shipment listed as "watermelons and cactus." An officer referred the driver to a secondary inspection, where a canine officer alerted agents to a positive detection in pallets of watermelons.Agents found 311 packages of marijuana, worth an estimated ,557,000, intermixed with the fruit.During another incident on June 16, agents at the San Ysidro Port of Entry stopped a 35-year-old man where a secondary inspection revealed 86 packages of methamphetamine, with a street value of 3,700.All drivers were turned over to Homeland Security agents for processing and all vehicles and narcotics were seized by CBP. 1494
