SAN DIEGO (KGTV) -- The South Bay continues to be devastated by the coronavirus, with several of the hardest hit ZIP codes in the region.According to San Diego County data, the hardest hit ZIP code is 92154. The area, which includes Otay Mesa and parts of Imperial Beach, has the most cases in all of the county. In the last 30 days, cases have jumped from 3,290 to 4,528. Over 1,200 of the cases in this ZIP code happened in the last month.Other ZIP codes in the region have more than doubled their case rate in recent weeks. These ZIP codes have a large Latino population; Latinos have been disproportionately impacted by the pandemic, making up a majority of the county's positive cases while only making up roughly 34% of the population.INTERACTIVE MAP: CONFIRMED COVID-19 CASES IN SD COUNTYNancy Maldonado from the Chicano Federation said it's no surprise the region continues to see the high number in cases. SAN DIEGO (KGTV) -- This past March, as schools shut down and distance learning started, Richard Cowan and his family were one of hundreds who didn't have internet access."We were actually using mobile hot spots or venturing to the library," Cowan said. Then he learned about Connect2Compete, a program through Cox Communications that gave families free internet to start followed by a low cost plan. "We've been able to enhance, and better be prepared for school and a different curriculum that they're requiring now."Cox Communications Vice President of Government and Public Affairs, Chanelle Hawken, said it's just one of the ways they continued to help students stay connected for the fall. "We've put a lot of resources time and energy to connect kids."Cox also partnered with David Harp's Foundation, a music school for low income and at-risk kids. "For them, its even harder in this distance learning environment. They may not be getting the support of family members to help them stay online," Hawken said. They turned the East Village campus into a digital hub with free wifi for underprivilaged students."It's a new world I'll say and we're looking at ways to be creative. SAN DIEGO (KGTV) — The possibility of Topgolf coming to San Diego took another step forward Tuesday.During a Port of San Diego board meeting, staff were authorized to begin to negotiate and enter into an exclusive negotiating agreement with Topgolf, according to the Port. Once the Port enters into the agreement, staff can begin to refine their proposal for the land, allow Topgolf to conduct its own due diligence, and negotiate terms until the agreement expires on Dec. 31, 2020.According to documents, Port and Topgolf officials are eyeing East Harbor Island's "Elbow Parcel" area along North Harbor Drive as a potential location for a seven-acre site. The facility would face east, allowing golfers to tee off facing the downtown skyline.RELATED: Gaslamp Quarter thoroughfare may become a promenadeAn August economic analysis by London Moeder Advisors said a Topgolf location at the site could support about 500 permanent jobs and provide about million in economic impact once completed. The report goes on to say the project could help ignite future development of the area with more entertainment and hotel options."As an attractor, Topgolf is in that special category or destination activities which are likely to draw patrons to the Port, and who will utilize hotel rooms, restaurants and bars, visitor attractions and recreational boating throughout the Port lands," the analysis said. "While this report details the economic impact of Topgolf, it likely does not do justice to its overall impact as an enhancement to San Diego's front door."Topgolf's proposal includes a facility featuring a driving range, restaurant, bar, meeting space, event and stage area, outdoor patios, three levels of golf bays, and additional games and entertainment, according to the Port. SAN DIEGO (KGTV) - This election fired up voters and one Serra Mesa couple was driven by duty to vote for the first time.Anthony Joiner and Justine Gibson are engaged, and invested in this election."We recently became home owners and in the next few years we'll be parents hopefully so we feel like the future is in our hands and we want to be part of the decisions that are happening," Joiner said, with Gibson adding, "wanted to make it count."FIND YOUR POLLING PLACEJoiner said it felt great to cast his ballot for the first time, "I feel accomplished."Joiner and Gibson filled their ballots out in person. "We wanted the full experience," they said laughing."This year more than ever we felt the importance of voting and having our voices heard, this was primarily driven by the current political environment! I feel like the presidential race without a doubt is important, however equally as important are the local races/props that will have a direct impact on our quality of life," Gibson said.They didn't make their decisions in isolation, "we filled out our ballots together [at home]," Joiner said. "We’re pretty much on the same page on all things political and whatnot so it was a little bit easier," Gibson chimed in."We didn’t want our votes to cancel one another out so if we disagreed on something we would talk about it a little bit and see why," Joiner said laughing.Joiner said he hopes the tension fades after the election, "and I really want everyone to just get along really."Both hope for a positive outcome, "no matter what way it goes people just accept it," Joiner said.
