BEIJING, April 16 (Xinhua) -- China's top legislature will convene its bimonthly session from April 26-29 and review draft amendments to the State Secrets Law and the State Compensation Law.The decision was made Friday at a meeting of the Council of Chairmen of the National People's Congress Standing Committee, presided over by top legislator Wu Bangguo.The draft amendment to the State Secrets Law, which will undergo its third reading during the upcoming legislative meeting, aims to boost citizens' awareness of the importance of safeguarding state secrets.The draft amendment to the State Compensation Law, which will be submitted for its fourth reading, aims to better defend people's rights from being violated by the state. It is also hoped to cover the protection of detainees' rights following a series of deaths in the country's detention houses.The session will also deliberate, for the second time, on a draft law on protection of oil and natural gas pipelines, according to a statement issued by the council.The statement said a treaty on explosives left over from war and a Sino-Indonesian extradition treaty, both submitted by the State Council, or Cabinet, are expected to be ratified at the session.Lawmakers will also discuss Cabinet reports on protection of migrant workers' rights, the development of the cultural industry, strengthening road safety management, the implementation of a law protecting Taiwan compatriots' investment, as well as a motion regarding appointments and dismissals.At Friday's meeting, members of the Council of Chairmen expressed their condolences to victims of a deadly earthquake that hit Yushu Tibetan Autonomous Prefecture in northwest China's Qinghai Province early Wednesday.They also paid tribute to rescuers from the People's Liberation Army, armed police, among others at the forefront of quake relief.

BEIJING, June 2 (Xinhua) -- Monks across China on Wednesday chanted prayers for the victims of the earthquake that struck northwest China's Qinghai Province in April, exactly 49 days after the deaths, which according to Buddhist belief marks the start of the souls' reincarnation. Major temples of the three main schools of Buddhism in China all held prayer rituals for the about 2,700 victims killed in the 7.1-magnitude earthquake that hit Yushu on April 14, a statement from the Buddhist Association of China (BAC) said. About 1,000 Mahayana Buddhist monks attended the prayer session at Beijing's Guangji Temple led by Chuanyin, the BAC president, while the 11th Panchen Lama, the association's vice president, hosted another prayer session at the Lama Temple, an important Tibetan Buddhist temple in Beijing. In southwestern Yunnan Province, monks of Hinayana Buddhism gathered at the Zongfo Temple to pray. Other important temples in Shanxi, Zhejiang, Shanghai and Lhasa also held prayer rituals at the same time. The monks prayed for the victims' souls and for the survivors to overcome the hardships caused by the disaster. Xuecheng, BAC vice president and secretary general, presided over the prayer ritual at the Gyegu Monastery, the main temple in quake-hit Yushu. About 1,000 monks and local residents attended the prayer ritual at the massive cremation site for hundreds of Tibetan quake victims in Gyegu township. Many local residents arrived at the cremation site early in the morning, praying for the dead while turning prayer wheels. Some kowtowed in memory of the dead. "So many eminent monks and living Buddhas attended the prayer ritual and I believe my love is sure to enter the paradise," said Benma, who lost her husband in the quake. "Many good-hearted people have given us support and the monks have been praying day and night," she said. Xuecheng presented to local monks the 2.3 million yuan (338,000 U.S. dollars) raised by the BAC on April 16. According to the State Administration for Religious Affairs, religious circles had donated about 94.52 million yuan (13.72 million dollars) as of Tuesday, of which 70.45 million yuan came from Buddhists.

BEIJING, May 8 (Xinhua) -- To achieve equitable development globally, China adheres to a principle of "common but differentiated responsibility" on climate change, a senior official said here Saturday.Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), made the remarks at the International Cooperative Conference on Green Economy and Climate Change.Xie's comments came a day after Chinese Premier Wen Jiabao said that according to the principle of "common but differentiated responsibility," the international community should further clarify the mandatory reduction targets for developed countries and mitigation actions for developing nations."Developed countries discharged a great amount of greenhouse gases during their industrialization in the previous two centuries. That is the main cause of global warming," said Xie, one of China's leading negotiators for climate change talks. "That's why they should take most of the responsibility to reduce carbon emissions."Developed countries have already overused the earth's atmosphere for emissions, occupying what should be emission quotas for developing countries who are developing to meet their citizens' basic needs, he said."Developing countries are now beginning to industrialize. CHANGSHA, May 13 (Xinhua) -- The body of an elderly man has been recovered from the debris of a landslide, bringing the death toll from rainstorms in central China's Hunan Province to 12, the Hunan flood-control and drought relief headquarters said Thursday.About 42,000 people were relocated to safe areas over the past day as the rainstorms lashed more than 280 townships in Hunan from 2 p.m. Wednesday, said a statement from the headquarters.The latest victim was a 72-year-old man who died in a rain-triggered landslide in Xupu County of Huaihua City, where four bridges collapsed and 68 roads were cut by flooding, said Zhou Shengqi, publicity officer of Xupu.  A strawberry field in Loudi, Central China's Hunan province is flooded on May 13, 2010. BOAO, Hainan, April 11 (Xinhua) -- Entrepreneurs and economists of the Chinese mainland and Taiwan have considered the expected signing of a cross-Strait economic pact as a top priority in further development of their trade relations.The long-awaited Economic Cooperation Framework Agreement (ECFA), aiming to normalize mainland-Taiwan economic ties and bring the two economies closer, is hoped to be signed by the end of June.Fredrick Chien, chief advisor of Taiwan's Cross-Straits Common Market Foundation, said here Sunday the ECFA will be an "extremely important" agreement to strengthen future development of cross-Strait relations."As long as we make this stride, the cross-Strait economic and trade exchanges will get much closer," Chien said at the Boao Forum for Asia annual conference which concluded Sunday in southern island province of Hainan.He jointly presided over a round-table meeting with Dai Xianglong, chairman of the mainland's National Council for Social Security Fund.
