SAN DIEGO (CNS) - San Diego City officials Saturday will rededicate a Skyline-area police substation in honor of a patrolman gunned down nearly four decades ago during a traffic stop two blocks from where the precinct house now stands.The SDPD Southeastern Division headquarters will be renamed the Archie Buggs Memorial Building during a late-morning ceremony on the 39th anniversary of the slaying. Two of the late lawman's relatives -- his sister, Gwen Buggs, and cousin, Pam Jones -- are scheduled to be present for the event.Buggs, 30, came under fire in the early morning hours of Nov 4, 1978, after stopping a 1968 Chevrolet driven by 17-year-old gang member Jesus Cecena in the 7100 block of Skyline Drive.The teen fired five times at Buggs, then paused, walked toward the downed officer and shot him in the head at point-blank range. Buggs died on the street, his hand on his service revolver.Cecena was convicted of murder and sentenced to serve life in prison without the possibility of parole in August 1979. Because of his age at the time of the killing, his sentence was reduced to a seven-years-to-life term in 1982.Three years ago, a change in the law made Cecena eligible for youth offender parole. His release was approved by the state Parole Board in April 2014, but Gov. SAN DIEGO (CNS) - The San Diego Padres are scheduled to face an opponent at Petco Park for the first time in 2020 Monday, nearly four months later than planned, playing the Los Angeles Angels in an exhibition game.The March 26 start to the regular season -- which included the Padres opening day game against the Colorado Rockies at Petco Park -- was all wiped out by the coronavirus outbreak.Under the revised schedule which calls for the regular season to begin Thursday, teams can play up to three exhibition games. The Padres other exhibition game will be on Wednesday, also against the Angels, at Angel Stadium, in preparation for opening day Friday against the Arizona Diamondbacks at Petco Park."I think everybody's excited to play somebody else," Padres first-year manager Jayce Tingler told reporters in a Zoom conference Friday. "We've been banging heads for a while. It's going to be really good getting to see another team and just getting to go compete."The Padres played 16 intrasquad games since beginning "summer camp" July 3.Like most sporting events around the world, fans will be barred from attending Monday's game under public health directives prohibiting public events and gatherings.The game will be different from Padre games in past seasons for several reasons.Major League Baseball has instituted a set of health and safety protocols that will effect the game even before the first pitch. SAN DIEGO (CNS) - San Diego County public health officials have reported 352 new COVID-19 cases and no new fatalities, raising the region's total to 57,102 cases with deaths remaining at 891.Of the 12,879 tests reported Saturday, 3% returned positive with 239 people hospitalized.The county avoided the state's purple tier, the most restrictive, for yet another week on Tuesday, remaining in the less restrictive red tier of the state's four-tiered coronavirus monitoring system.The county's adjusted case rate dropped to 6.5 new daily COVID-19 cases per 100,000 population.According to the California Department of Public Health, the county's unadjusted case rate is 7.4 per 100,000 -- enough to be in the purple tier, which has a floor of 7 per 100,000. However, the high volume of tests the county is able to perform daily allows for an adjustment from the state. This adjustment has kept the county in the red tier for several weeks, saving it from having to shut down nearly all nonessential indoor businesses.The state data, updated every Tuesday, reflects the previous week's case data to determine where counties stand in the state's reopening system.San Diego County did show modest improvement, dropping 0.4 from last week's unadjusted case rate of 7.8. The testing positivity rate continued an upward trend, rising 0.2% from last week to reach 3.5%, but remains low enough for this metric to remain in the orange tier. If a county reports statistics meeting metrics in a higher tier for two consecutive weeks, it will move into that more restrictive tier for a minimum of three weeks.The state's health equity metric, which looks at the testing positivity for areas with the lowest healthy conditions, dropped from 5.5% to 5.1% and entered the orange tier. SAN DIEGO (CNS) - San Diego County's Vector Control Program reminded residents Friday to take precautions against ticks throughout the winter season.Winter is tick season in San Diego County and residents are advised to wear insect repellant and long sleeves and pants when hiking and camping. Ticks are unlikely to be found in the county's metropolitan areas but they can and do appear in nature and back-country areas, according to the county.Ticks spread several diseases, including Lyme disease, tularemia and spotted fever."Our crews are already finding a lot of ticks out there," said Chris Conlan, a supervising vector ecologist for the county. "And even though tick-related diseases are pretty rare in San Diego, nobody wants to be bitten, or have their kids or pets bitten."Residents are advised to stay on designated hiking paths and avoid touching grass, brush and wild rodents. Ticks can also latch onto clothing and bite a host well after leaving a hiking trail or camping area. SAN DIEGO (CNS) - San Diego County reported 513 new COVID-19 infections and no new deaths Sunday, raising the region's total to 60,169 cases with the death toll remaining at 908.Local officials will find out Tuesday whether the county will sink into the most restrictive purple tier of the state's four-tiered COVID-19 reopening plan.State officials reported Wednesday that San Diego County had an unadjusted new daily coronavirus case rate of 8.7 per 100,000. The adjusted case rate had dropped to 7.4 per 100,000, above the baseline of 7, qualifying the state for the purple tier. Last week's unadjusted case rate was 7.8 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.San Diego County has been in the red tier for months, skirting but ultimately avoiding the purple tier, which would necessitate the closure of almost all indoor operations of nonessential businesses. Recent trends have shown a steady increase in infection numbers.If the county cannot drop its adjusted daily case rate below 7 per 100,000, indoor operations in locations such as restaurants, museums, places of worship, breweries and retail businesses will have to either close entirely, move to outdoor operations only or modify in other ways.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.Dr. Wilma Wooten, the county's public health officer, said retail operations, including indoor shopping centers, will be limited to 25% of building capacity, down from the current 50%. Schools, unless they have already restarted in-person learning, will be restricted to distance learning. K-12 schools already in session can continue, Wooten said."Cases are increasing in the region and it is vital that we take this virus seriously and recommit ourselves to the strategies that are proven to work," she said Thursday.
