SAN DIEGO (KGTV) - The coronavirus pandemic, combined with a recently enacted state law, has created a new problem along San Diego's streets and boardwalks.Business owners say they're being overrun by vendors who set up makeshift stores and crowd sidewalks and walkways, while also luring customers out of long-established businesses."It's pretty much a free-for-all," says David McDaniel, the owner of Paradise Cove near Crystal Pier. "Anybody can sell anything, anywhere."He's partially correct. A new state law, Senate Bill 946, went into effect in 2018. Passed by the legislature and signed by Gov. Jerry Brown, it decriminalizes street vending, telling cities that they can create their own guidelines and can only enforce them with tickets for vendors who violate the rules, instead of criminal charges.Several cities in San Diego County, including Carlsbad and Vista, were quick to establish their regulations. San Diego still hasn't.As more vendors set up shop, the Pacific Beach Town Council is asking city leaders to move the process along."We're calling on city leaders to end the swap meet on our boardwalks now," says Brian White, the President of the Pacific Beach Town Council. "We have lots of pedestrian traffic, bicycles, skateboards. There really is no room for this type of vending activity."Earlier this month, the Town Council sent a letter to Mayor Kevin Faulconer and the City Council asking for specific rules.The San Diego City Council started to establish new rules for vendors in 2019. Faulconer sent a draft ordinance to the Economic Development Committee.It would have prohibited vendors on the boardwalk and other high traffic areas. It also would require business permits, set hours for vending, establish distances from public facilities, require vendors to follow health and safety rules, and several other rules.That ordinance passed the committee unanimously on July 25, 2019.The city then held three public forums about it in October. But it never went to the full council for approval."It is an issue that's becoming a real problem. We definitely need to get some regulations going with this," says City Councilmember Jennifer Campbell, who represents Pacific Beach and Mission Beach."It's really up to the mayor's office to bring us these recommendations to City Council," says Campbell.ABC 10News reached out to Faulconer to see why there has been a delay in moving the draft ordinance forward. Father Son Holy Spirit," she said crossing herself, "and I dropped to my knees."Muno had a career in aviation, performing duties from flight attendant to loading the aircraft and working on flight plans. SAN DIEGO (KGTV) — The famed Jessop's Clock that has rested in Horton Plaza since the center opened has been removed.Tuesday, the clock was moved into temporary storage, though the location is not being revealed, according to Jim Jessop, former owner of Jessop's Jewelry, a plaza mainstay for 125 years before closing in 2017.Upon announcing the closing of Jessop's Jewelry, the plaza asked Jessop to move the clock.RELATED: Grocery chain suing Horton Plaza over millions in sales lossesIt's likely the clock, constructed in 1907, will remain in temporary storage for a couple of years until its new location's lease is signed, Jessop says.The fact that its current location is being kept secret may be due to security concerns. SAN DIEGO (KGTV) — The Martin Luther King Jr. Community Choir San Diego has filled the community with music, funded dreams, and kept African American history alive for three decades.The group started with a local alliance of ministers from different denominations who came together for an annual concert to raise funds for students aspiring to a career in visual and performing arts, according to the choir director Kenneth Anderson."I think they are woefully undervalued in our country the power of art and how it can connect and communicate and bring people together when we're so driven apart," 20-year choir member Dale Fleming said.In 1990, the singers decided to created the MLK Community Choir so they could sing year-round.Andersen said, "It was non-audition but somehow all of these different timbres and levels of musicianship come together to make a beautiful sound."The religious tone of the group has changed over the years. "Some don't really believe at all but we all believe in the power of music," Fleming said.They still sing gospel, and write their own hymns to keep Black history alive."A majority of the spirituals that survived were code songs. When they sang about leaders in the bible, especially Moses, but Jesus and God, that was code for Harriet Tubman," Anderson explained.The group has flourished, touring through seven countries, creating and selling CDs, even singing for Pope John Paul II at the Vatican in 2004. You may have also seen them at December Nights."He was alive the next year but not well enough to come out, so we ended up being at his last Easter mass," Anderson said.The next time they perform is at 7 p.m. on Feb. 22 at St. James by the Sea in La Jolla. 1709

SAN DIEGO (KGTV) -- The convention center expansion initiative will not make the November ballot even though San Diego Mayor Kevin Faulconer gave it his best shot.Faulconer's ballot measure proposal to fund the convention center expansion, get homeless people off the streets and fix roads needed five votes to pass.  It only got 4.The vote came after Faulconer asked council to convene a special meeting with just 24 hours' notice.  The mayor requested it after learning there weren't enough valid signatures collected to place the measure on the November ballot. 602
