SAN DIEGO (KGTV) - San Diego is facing an Excessive Heat Warning Friday through Monday night, affecting businesses working outdoors and families working and teaching from home.The state issued a Flex Alert for Friday from 3 p.m. to 10 p.m. to relieve the power grid. SAN DIEGO (KGTV) -- San Diego County leaders Monday announced proposals that would crack down on vaping amid vaping-related illness and death throughout the U.S. At the Monday news conference, County Supervisors Dianne Jacob and Nathan Fletcher proposed a ban on the sale and distribution of flavored tobacco products and e-cigarettes. The recommendations will come to go to the board on October 15 and, if the board follows up with approval, the rules would take effect in the county’s unincorporated area. “Vaping-related illnesses are a grave concern and we must take local action to address this fast-growing public health crisis,” said Jacob, chairwoman of the Board of Supervisors.“Teenagers and young adults have been the hardest hit, and we must stand up to vaping manufacturers that are preying on them for profit.”So far across the U.S., there have been more than 800 confirmed illnesses tied to vaping and 13 deaths. The news conference comes after health officials around the country advise people to refrain from vaping as investigations into the cause of the illnesses and deaths continue. “E-cigarettes, and in particular the flavored products, are erasing years of progress in reducing teens’ use of tobacco and nicotine,” said Supervisor Fletcher.In San Diego County, there have been 22 confirmed probable vaping-related illness cases. SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday signed an executive order that will allow certain businesses and places of worship to operate outdoors.In light of California’s restrictions on indoor operations and activities, the executive order will permit businesses such as gyms, churches, barbershops and hair/nail salons to “expand their operations into private parking lots,” City of San Diego officials said.The order takes effect immediately, although Faulconer said the state will have to amend its regulations for salons and barbershops to operate outside.Faulconer said, “Right now, we need to give our small businesses every tool possible to get through this difficult time or they might shut down for good. By allowing more and more businesses to operate outdoors, we are delivering solutions to help San Diego’s small businesses get to the other side of this pandemic while putting thousands of San Diegans back to work safely and responsibly with proper physical distancing.”The San Diego City Council will vote on the newest executive order into a city ordinance at a later date.On July 13, Gov.
