Scooter company Lime is recalling one of its models from every city after realizing it could break apart while in use. The company says the model occasionally breaks "when subject to repeated abuse."The scooters were manufactured by a Chinese company called Okai, according to a Washington Post interview with Lime representatives. The Washington Post said it could not get in touch with Okai for comment.Lime plans to decommission any Okai scooters in its fleets.Those who experience the breaking scooter are typically leaving them where they break, and it has been difficult for the company to tally how many have broken, the Washington Post reports.This recall follows one issued a couple months ago stating some Lime scooters could catch fire. That recall of 2,000 scooters said some have batteries that smoldered and sometimes caught fire.The recall had a small impact in Lime's west coast markets. 911

Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430

SAN QUENTIN, Calif. (KGTV) - A serial killer and former Camp Pendleton Marine who was sentenced to the death penalty may have killed himself at San Quentin State Prison Friday, prison officials said.Andrew Urdiales, 54, was found unresponsive during a security check of his cell late Friday night, according to staff members. Correctional officers performed CPR but Urdiales was pronounced dead less than an hour later.An autopsy will be performed but his death is being investigated as a suicide, officials said.RELATED: Serial killer convicted of Southern California murdersAn Orange County jury sentenced Urdiales to death one month ago for the murders of five women in San Diego, Mission Viejo, Palm Springs, and Cathedral City in the 1980s and 90s. Urdiales had been previously convicted of killing three Illinois women in the 1990s.Urdiales’ victim in San Diego, 31-year-old Maryann Wells, was shot in the head in a deserted industrial complex on Second Ave. in downtown San Diego in 1988. Investigators said Urdiales had sex with Wells then took back the he had paid her. Urdiales left behind a condom that eventually provided a DNA link, implicating him in the case.Another death row inmate was found dead Sunday night at San Quentin. Virendra Govin was convicted of killing four people by setting their home on fire in 2004. Govin's death is also being investigated as a suicide. SAN YSIDRO, Calif. (KGTV) -- The Department of Defense announced Monday that it plans to move an additional 300 troops to the California border, according to ABC News.The announcement was made after hundreds of migrants rushed the border in a show of force, causing the San Ysidro port of entry to close for hours.The troops were assigned to the Texas and Arizona borders, a spokesperson for US Northern Command tells ABC News.The decision was reached following an assessment by US Customs and Border Protection after the 500 migrants rushed the border.The majority of the 300 troops will be Military Police units as well as engineers. (KGTV) - A Santee family believes their loved one was among the four people killed by mysterious blue pills last week. “That’s the biggest thing is, I’m pissed somebody is out there doing this,” said Dan Steele, the stepfather of Casey Force. Force, 39, said goodbye to his mother as she left for work Wednesday night. The next morning, Force’s three sons woke up and found him dead in his bed. Steele said the family hasn’t received an official cause of death, but deputies told him blue pills were found in the bedroom. Force was nine months sober from his alcohol addiction and appeared to be succeeding as a painter.
