POINT LOMA, Calif. (KGTV) — Some residents in Point Loma are frustrated that they are being forced to remove their family-owned docks off Shelter Island. The mandate is part of the Port of San Diego's new Port Master Plan. Cameron Driscoll Lilley says her family's dock near Scott St and Bessemer Street is more than just an heirloom, it's significant piece of history in the community."This dock was put in by my great grandfather in 1943, and it was completed in 1944," Lilley said. Since then, her family has shared their dock with the public from sunrise to sunset. The deepest end portion of the pier is locked for safety reasons. She said this is an expensive endeavor but well worth the smiles it provides to visitors. "The insurance, maintenance, the upkeep, and the liability that we are exposed to. But it's worth it because it provides an opportunity for people in this community and beyond to interact with the waterfront in a way that they wouldn't get to do," Lilley said. Lilley said there are people from all over San Diego who enjoy walking on their dock to watch the fish and stingrays swim under their feet. But the Port of San Diego says their dock is not technically docked on their residential land, and because of that, it must come down. "They want to tear out a piece of our historical landscape," Lilley said. According to the California Coastal Commission rules, it cannot allow residential uses on land the agency governs. Lilley's only other choice is to make the dock available for the public 24/7. But she sees that as a safety hazard."The most tragic thing would be if somebody was out on the end and fell and or drowned or got hurt in a boating accident off of the pier," Lilley said.The Master Plan has no mention of hiring lifeguards if it becomes public."I think they are driving an agenda of tourism and revenue and of course San Diego needs that. But I am disappointed that the Port Master Plan hasn't prioritized the residents of this neighborhood," Lilley said. The Port of San Diego is welcoming all comments at their next Community Discussion. Donovan State Prison houses some of California’s most infamous inmates but is now getting attention for testing innovative rehabilitation methods.One of the projects is an ambitious, 1,000-foot long mural scaling the concrete walls of part of the prison known as Echo Yard.It’s being spearheaded by inmates Erik and Lyle Menendez. The two gained notoriety in the 1990s for their highly publicized murder trial, when they were convicted of killing their wealthy parents in their Beverly Hills home. But in April of 2018, they were reunited at Donovan State Prison in Echo Yard. 10News got a glimpse at their life together behind bars. Lyle and Erik declined to be interviewed but showed off part of the mural project they’ve been involved in.The mural depicts landmarks across San Diego including Balboa Park, the Point Cabrillo lighthouse and the historic Mission San Diego de Alcala.The project came about thanks to help from Brahman Kyrie, a volunteer who had been running yoga and meditation classes in the prison. “There’s got to be consequences but there also has to be the love,” said Kyrie.She said the idea of the murals came from a conversation with the Menendez brothers.“I spoke to Lyle and Erik who had been thinking about the beautification,” she recalled.WATCH: WHAT IS THE ECHO YARDWith the help of volunteers from SDSU and with outside donations from Visions Quality Coatings and Encore Art Paint, they began the project in 2019.Echo Yard is classified as a “mixed” yard, bringing together inmates of different security levels on the premise that they will coexist peacefully in exchange for some freedoms.“I do it for therapy, it keeps me grounded,” said inmate David Armstrong about the mural project.“It’s giving me a peace of mind,” echoed Ruben Radillo, an inmate who will be getting out of prison at the end of February after a 25-year sentence.“Don’t be afraid of me,” he said. “I’m going to be a good neighbor, thanks to projects like this. Pharmaceutical company Pfizer announced on its website that it had received permission from the Food and Drug Administration that they can enroll children as young as 12 in its COVID-19 vaccine trial.According to CNN, this is the first coronavirus vaccine trial in the U.S. to include children." By doing so, we will be able to better understand the potential safety and efficacy of the vaccine in individuals from more ages and backgrounds," the company said on its website.The Vaccine Research Center at Cincinnati Children's Hospital says teenagers aged 16 and 17 will get the vaccine this week, and children between 12 and 15 years old will be enrolled in the trial later, CNN reported.The drugmaker, which is in Phase 2/3 of its trial, enrolled more than 37,000 participants, and over 31,000 of them have received a second dose of the vaccine.In September, the company expanded its enrollment to 44,000 to begin trials on teenagers as young as 16 and anyone with chronic, stable HIV, Hepatitis C, or Hepatitis B.Pfizer is one of four companies currently in the U.S. to have a vaccine trial deep into Phase 3: Moderna, AstraZeneca, and Johnson & Johnson.Johnson & Johnson had to pause its trial on Monday due to a participant getting an "unexplained illness."AstraZeneca paused its trial on Sept. 8 due to "potential unexplained illness," but the company said on its website that it resumed the trial on Sept. 12. 1433

Police in Connecticut says they've arrested a Jerry Thompson for allegedly decapitating his landlord.Hartford Police Department officials say they were called to a residence Sunday afternoon to check on the well being of Victor King, who neighbors had not seen in over a day.When officers arrived at the house, they found King's body on the kitchen floor, partially covered up with a sheet."It was soon discovered that the victim had sustained severe trauma to several parts of his body by means of a bladed instrument," officials said in a press release to E.W. Scripps.King called police Saturday morning, stating that he and his roommate Thompson were reportedly disputing over rent, CNN reported. But police officials tell E.W. Scripps that "the accused has been non-verbal for the past three months, as claimed by the landlord. There is no record of an 'argument.'""A suspected murder weapon, a samurai sword, was recovered 10 miles away in the Farmington River by members of the HPD Dive Team after the suspect was arrested," officials told E.W. Pinal County Sheriff's Office says an electronic road sign showed an offensive message overnight in Queen Creek. Several viewers of Scripps station KNXV in Phoenix reached out Friday morning regarding a road sign along Hunt Highway that said "Hail Hitler". According to PCSO, the department first received a call about the sign around 2:30 a.m. A private company reportedly owns the sign and Pinal County officials say they were unable to reach the company for help at that time. They also reached out to Pinal County's public works department for help, but they too were unable to turn off the sign. Crews eventually covered up the sign so it could no longer be seen by passing drivers. KNXV crews headed out to the area later Friday morning where workers were on scene and confirmed the sign no longer had the offensive message.KNXV has reached out to the company for comment on the incident but has not yet heard back.  970
