SAN DIEGO (KGTV) -- New data from WalletHub shows how California ranks on a list of best and worst states for military retirees.Overall, California ranked high when it comes to quality of life and health care, but much lower when it comes to the economy and homelessness.WalletHub ranked states on a number of other factors, with one being best and 25 being average.In the quality of life category, California comes in at 10th on the list of 51 states and the District of Columbia.From there, the data starts looking less attractive. When it comes to the economic environment, California ranked low coming in at 48th.California also ranked 48th for veterans per capita, yet ranked 49th for the percentage of homeless veterans.The area where California ranked best was number of VA health facilities per number of veterans where the state took the 3rd spot.The data also found that red states are more friendly towards military retirees than blue states. SAN DIEGO (KGTV) -- People in the South Bay are still angry about a point-and-reward system for drug arrests that police say was never officially implemented.Team 10 broke the story last week, when an officer shared an email detailing the program."It's completely everything that we are against as law enforcement officers," said the whistleblower, who asked to hide his identity for fear of retaliation.READ: San Diego Police Chief launches internal investigation into "rewards for arrests" emailThe program offered points for different kinds of drug-related arrests in San Diego's South Bay. Whichever officers got the most points would be rewarded with better assignments.Activists in the South Bay say a program like that would unfairly target low-income communities, which already have large drug problems.They also say it shows there are still culture problems within the San Diego Police Department, incentivizing officers to discriminate."We don't want them here," says protest organizer Tasha Williamson. "We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. SAN DIEGO (KGTV) — Nearly a week full of films by military veterans, focusing on a variety of topics is coming to San Diego this month.The GI Film Festival runs Sept. 24-29, bringing together a community of passionate filmmakers, the military veteran community, and those who support them to showcase works in cinema and educate and preserve the legacies of veterans.Festival organizers say their mission is to ensure that the stories of military veterans and their families are told and show future generations the triumphs and sacrifices they endure.The festival also works as a bridge, connection military and civilian populations together through cinema and mutual understanding. All of this works as a way to help veterans heals as well.Last year, the six-day film festival opened with a film starring George Takei, about a veteran who spent time in a Japanese-American internment camp, and also featured films by stars like actor Jeffrey Wright. SAN DIEGO (KGTV) -- Neighborhoods near the Miramar Landfill are reporting a resurgence of awful odors they believe are coming from the landfill. "You come out the door in the morning and it just hits you," said Matty Wuest of University City. About a mile away, fellow resident Janis Deady concurs. "Like last night at in the morning," she says, "the smell woke me up out of a dead sleep." So, exactly what does it smell like? The distant neighbors are at no loss for words. "If you take the natural gas smell," said Matty, "Mix that with dog poop and vomit. That's what it smell like." Janis said she'd lived near the landfill for more than 20 years without an issue, but that changed about three years ago. "All of the sudden in the 2016 we started smelling putrid, disgusting, horrid smells."The distant neighbors say complaints in 2016 lead to hearings with the San Diego County Air Pollution Control District; resulting in fines for the City of San Diego and mitigation measures that appeared to solve the problem. But in recent weeks they say the smell is back."You shouldn't have to live like that," said Janis, "Not when we pay these taxes." A public information officer for San Diego said by phone the short story is the rain. That as soon as the Miramar Landfill has a chance to dry out from all the recent rains, the odors will dry up as well. But residents say that's not sufficient. "I hope the city would mitigate this and not blame it on the rain or other excuses." Said Matty. "Bottom line," said Janis, "It's got to stop. This is from 2016 to now.
