OCEANSIDE, Calif. (KGTV) -- In a 5-2 vote Tuesday night, the Tri-City Medical Center's board of directors voted to suspend, indefinitely, care in its inpatient behavioral health unit. The Tri-City Healthcare District has operated a Behavioral Health Unit (BHU) for a number of years and a Crisis Stabilization Unit (CSU) since 2016. The CSU is already closed. According to an administrative staff report, the BHU averages roughly 12 patients per day.The unit provides critical care to a vulnerable population those who are suicidal or suffering from severe mental illness, but the board says keeping it open without making the required building changes could put those patients at greater risk. Tuesday night the Tri-City Healthcare District cited changes in federal regulations as one of the main reasons they will need to suspend services. Those regulations require hospitals to remove all "ligature" risks from rooms - or features that patients could use to hang themselves. The board said that the hospital's "drop" ceilings do not meet the requirements. At least one estimate put the cost to replace the ceilings at million dollars.Upgrading the ceilings is one item on a list of costly projects, a spokesperson for Tri-City Medical Center told 10News.  The overall renovation project will cost .5 million, which include updates to the HVAC system and making other upgrades to the facility to meet current ADA requirements.The board also says there's a shortage of psychiatrists and a budget shortfall in that ward of roughly million. The COO says the move protects the entire hospital from possibly having to close."That is a reason, that is one of the issues that we are facing, lack of psychiatric care for those patients," said Hospital COO Scott Livingstone. "The patients made our argument for us," said Livingstone referring to a patient recently saying she waited 48 hours to be seen.Livingstone went on to say, "You're concerned about a 45 minute drive for a mental health crisis, try a 45 minute drive if you're actively having a stroke and your brain is dying."As the energy in the room grew tense, the board reminded the public that suspending the unit gives the hospital the option to re-open it if a solution is found.The suspension, which could last up to one year, means that any North County residents or "5150 transports"  will be sent to hospitals much farther away. Police and sheriff's deputies say the added time it will take to transport "5150 transports" - or psychiatric patients - to Palomar Hospital in Escondido or San Diego County Mental Health will impact every neighborhood. "With the closure of your facility that will increase probably three to five hours, that's an officer off the street in your city- do you want that?" said La Mesa Police Captain Ray Sweeney.Captain Sweeny told the board roughly one in five adults experiences mental illness each year.A man who battles severe mental illness told the board that the psych unit at Tri-City has saved him countless times. "When I get to the hospital everything changes," he said. "From the moment the first nurse touches my arm, I feel like I'm being touched by an angel."  Some doctors spoke in favor of the move; saying the entire staff supports the decision to suspend the psych ward, but increase outpatient services.The unit is scheduled to close on October 2, 2018. 3558

The best way to change that, she believes, is to become a representative herself."If nothing else I would listen to the people that live in my district, and what they want to do," she told CNN. "And be open to what it is that they want to see happen in Oklahoma, and not necessarily what my own personal standpoint is on things."They say a change is neededGriesel teaches seventh and eighth grade science at El Reno Public Schools. She feels frustrated that there are not enough textbooks for students to take home and study with. She also has to apply for grants and donations in order to get basic lab equipment for her classroom."And it seems insane to me that we have to go to those lengths to get basic supplies. Things that every student across the world should have -- textbooks," the 32-year-old added.With a 3-year-old child and another on the way, Griesel also worries about making ends meet on her and her husband's teacher salaries. They desperately believe a change is needed.So her sister-in-law, a legislative assistant at the Capitol, encouraged her to join the race when a state representative seat opened in District 41. Not many people are wearing formal clothes to work, as a lot of people are still working from home. With not many businesses enforcing a dress code at home, the company Coupon Follow decided to see just how casual people were getting. "For this survey we actually surveyed over 1,000 people that had previously been sitting in an office almost every day working and now, of course, are no longer working at the office. They're all working from home. And it was a broad range of ages from 30s to 70s from all over the country and from a wide range of industries," said Michael Parrish DuDell, Coupon Follow's Chief Strategy Officer.DuDell says the idea was to get a snapshot of how people are dressing these days, how much money they're spending on clothes and what they like to wear. Coupon Follow connects customers with shopping deals around the country. Their survey found one possibly surprising result."We did find that 29 percent of workers work naked when working from home. Did that surprise me? That’s probably one of the words I would associate with my response to that. No, it didn’t surprise me. I think what surprised me is that people were so honest about the fact that they were working naked while working from home. I imagine that people weren’t working the full day naked. My guess is that there were some experiences where perhaps they had to and they answered the question with that in mind," said DuDell.The survey also showed the most popular work-from-home outfit was either loungewear or athletic wear. For the most part, people are really enjoying wearing a more casual wardrobe day to day. So much so, that 28 percent of respondents said they're willing to take a pay cut in order to keep the casual dress code going once they're back in the office."And that pay cut ranges about 15 percent in the dollar amount, was just north of ,000 dollars. "I always feel like if you have an idea and you want to bring it forward, first figure out who best to bring it forward to or what department to do so. Then, come with an idea, something you know will be heard in a sense that does it fit? Walking in with something totally crazy, you’re almost going in with the knowledge that it's not going to work. So, going with a plan," said Frydenlund. She says while some employers have still enforced a dress code policy for their employees working from home, many have relaxed those rules."I think it makes sense, especially in the world that we’re living in today considering that there’s a lot of challenges. So, being more comfortable in our current surroundings and most of us are at home, feels like one less thing to worry about," said Frydenlund. Frydenlund says many employers will have to re-establish their pre-COVID dress code rules once they welcome people back to the office."In general, I think people are asking themselves a really important question, which is, if I am doing something at my office - whether it's putting on a button-down shirt or whether it's doing work that can be done from home, they're thinking about that question. Is there a way to revise this to make it more relevant to the life and world that we live in now?" said DuDell. OCEANSIDE, Calif. (KGTV) — A suspect has been arrested in the hit-and-run death of a 17-year-old girl in unincorporated Escondido on Saturday.Paul Anthony Lissona, 29, of Escondido, was arrested and charged with felony hit and run charges in connection with the death of a teenager early Saturday morning, according to California Highway Patrol.According to CHP, the crash happened on Mesa Rock Road near Mesa Ranch Drive around 12:30 a.m. The teenager was standing outside a vehicle parked on the right shoulder talking with four friends. As three of the individuals, including the teen, crossed the road from east to west a vehicle speeding northbound hit the teen.The teen's friends and nearby residents tried to help her, but she died at the scene. She has not been identified.CHP said at about 2 a.m. Sunday, officers located a white Toyota Highlander matching the description of the vehicle involved in the collision. CHP added that "a conscientious person heard about the incident, observed the vehicle and contacted the CHP leading to the arrest."Additional charges are pending against Lissona, CHP said. 1120
