ESCONDIDO, Calif. (KGTV) — An Escondido restaurant was closed by the county this week after its owner allegedly refused to comply with health orders.County officials issued a notice to Hernandez Hideaway to close until it is able to adhere to coronavirus-related health orders for social distancing and sanitation standards.The order states that shortly after the county authorized restaurants to reopen on May 21, the county's Department of Environmental Health conducted an inspection on May 29 and found social distancing and sanitation protocols were not in place, and employees were not wearing facial coverings.On June 12, 21, and 23, San Diego Sheriff's deputies visited the restaurant and asked for voluntary compliance.Owner Rick Stevens declined to comment to ABC 10News."Mr. Stevens admitted that he was not compliant and state he will continue to operate without these COVID preventative measures and will not require staff to wear face coverings," the ordered stated, referencing a June 23 visit by county officials.In order to reopen, the restaurant will have to prepare a revised reopening plan and submit it to the county for approval.This is the county's second restaurant forced to close in violation of health orders. In May, Pacific Beach's El Prez was closed by the county after social media videos surfaced showing crowds of guests, many not social distancing or wearing facial coverings. Experts say the finalization of a COVID-19 vaccine is in our near future. Dr. William Moss is a professor of epidemiology and the executive director of the International Vaccine Access Center at the Johns Hopkins Bloomberg School of Public Health.“Remarkable progress has been made in the development of COVID-19 vaccines,” Dr. William Moss said.He says it typically takes five to 10 years to develop a vaccine, but with so much money and attention going toward COVID-19, he believes it’s likely we’ll have a vaccine by the end of the year.“I’m pretty confident that there will be a vaccine that will have an emergency-use authorization in the United States by the end of 2020,” Dr. Moss said.According to Dr. Moss, of the dozens if not hundreds of vaccine candidates in clinical trials, there are three vaccine candidates that have reached phase three. Phase three is when tens of thousands of volunteers test the vaccine to make sure it’s safe and effective.As of this week, we have optimistic news regarding phase-three efficacy results from biopharmaceutical company Pfizer – which has been collaborating with German company BioNTech.“Early preliminary results suggests that their vaccine is 90% or so effective in preventing mild to moderate or severe disease.”If the 90% efficacy data holds up after follow ups from participants in late November, Dr. Moss says he expects the FDA will rigorously review the data and approve the vaccine for distribution. That means health care workers and other high-priority groups would get the vaccine in December of this year, or early next year.“Pfizer says that they could have close to 50 million doses by the end of this year," Dr. Moss said. "Now remember their vaccine – as a number of the vaccine candidates do – requires two doses per individual. So, 50 million doses allows you to vaccinate about 25 million people.”Dr. Moss says the unprecedented investment in vaccine manufacturing will make it possible for the vaccine to be distributed so quickly. However, there are still quite a few logistical challenges since he says the Pfizer vaccine requires extreme cold temperatures as low as minus 117 degrees Fahrenheit.“So we need warehouses to store the vaccine that have freezers that can maintain that cold, we need transportation systems – planes, trucks – that can deliver the vaccine and keep it cold. And then at the site of distribution, we need to be able to keep these vaccines cold.”Therefore, he says it will likely take a lot longer for the general population to get the vaccine. (KGTV) - Sheriff's Deputies are on the lookout for the man who jumped out of the bushes and confronted an Encinitas man with a rifle. The attack happened Friday morning on Fortuna Ranch Road when the victim was in his driveway. A neighbor tells 10News the man popped out of the bushes wearing a ski mask and camouflage clothing. He then pointed a rifle at the victim, threatening to rob or shoot him.  Deputies say, somehow, the victim was able to run to his neighbor's home and call 911. The gunman got away before law enforcement arrived, but it's unclear if he ran or drove away. With the gunman still at large, some neighbors are concerned for their safety. Crime Stoppers is offering a ,000 reward for any information leading to an arrest. I have single mothers okay, they need to buy diapers. I have guys that haven't had a job and they're walking out of here with money every night in tips." Locricchio said his 80+ employees are like family.Staying open hasn't come without challenges.He said he was criminally cited by Alcoholic Beverage Control and issued a cease-and-desist order by the City of Escondido.His restaurant on Grand Avenue just opened 17 days ago.When asked what he had to say to critics who think he should close and are worried about the coronavirus killing San Diegans, he said, "listen, my heart goes out to everybody that's passed away, one death is too many. To those critics who have something to say about my decision, listen I respect their decision. I respect that they have the choice to not have to come here they don't have to support me, all I ask is to support my decision."He said strangers have yelled and ranted to him about his decision.He said what is more compelling, is how the community has shown their support, "it's been an overwhelming response. It makes my hair stand up, I'm going to be honest with you, the community has been unbelievable."Other restaurants are staying open too and Locricchio encourages more to follow their lead.This while hospitalizations continue to soar and health officials say it's safest to stay home.Locricchio said the choice is yours.He said the criminal citation means he could have his Liquor License temporarily taken away.
