BEIJING, Feb. 14 (Xinhua) -- "Dear Premier Wen, I'd like to tell you the good news first. The problem I brought up at the seminar last year has been solved in Beijing," wrote 34-year-old, wheelchair-bound Li Nan to Chinese Premier Wen Jiabao on Jan. 20 this year.The problem Li referred to was the high prices of one-off hygiene products that had plagued people with work-related spinal cord injuries for a long time.On Jan. 31, 2010, Wen talked with a group of ordinary people in Chaoyang District in Beijing to get their opinions on the draft of a government work report that will be submitted to the national legislature in March.Wen asked Li to be the first to voice her views at the seminar. Li said that patients with spinal cord injuries had to spend about 2,000 yuan (303 U.S. dollars) a month on one-off hygiene products because of their incontinence."My injury allowance is roughly 2,000 yuan a month. I have to live on my parents' pension," she said.She suggested giving more attention to the employment and mental health of the disabled, and also for some revisions on the catalogue of drug and auxiliary devices for those disabled by work-related injuries. She also proposed more subsidies for these people.Responding to the suggestions, Wen said, "Li Nan's case is far from an individual one. The disabled are a very large group of people in China who need more attention... We need to study, revise and renew the government regulations on work-related injury insurance."Wen also encouraged Li to be optimistic in face of ordeals.Li, who graduated from Beijing Youth Politics College in 1997, was once a prize-winning amateur dancer. However, she became confined to a wheelchair after a traffic accident in 2003.On March 5 last year, Li beamed with pride as she watched TV. Premier Wen was delivering the government work report at the annual session of the national legislature.Wen pledged to "work harder to build the social security and social services system for people with disabilities." The premier also promised that "Workers' compensation will be extended to all of the 1.3 million workers injured in previous jobs who are not receiving benefits.""I am thrilled to see that my advice on improving social security for the disabled was included in the government work report," Li said in her letter, which summarized the changes she experienced in the past year because of the improved social security system.The Beijing Municipal Human Resources and Social Security Bureau announced last year that people would be reimbursed for one-off diapers and urine bags under the municipal work-related injury insurance program beginning June 2010."The Beijing policy has relieved our heavy economic burdens and ensured the quality of our life," Li wrote.Li, however, said that though some places has begun to give living and nursing subsidies for the disabled, the policy needs to be extended to other parts of the country.After reading the letter on Jan. 31, Wen Jiabao instructed relevant organs in the State Council, or Cabinet, and the Beijing municipal government "to conduct research and set down policies to better protect and aid people with serious disabilities, and to help them solve their difficulties and improve their quality of life."

ABU DHABI, Feb. 10 (Xinhua) -- China is willing to deepen friendship, broaden cooperation, and enhance coordination with the United Arab Emirates (UAE) in international and regional affairs, visiting Chinese Foreign Minister Yang Jiechi said Thursday.During a meeting with Abu Dhabi Crown Prince Sheikh Mohammed bin Zayed Al Nahyan, Yang said China and the UAE have witnessed in recent years rapid development in their bilateral ties, with closer high-level contacts, increasingly strengthened mutual political trust, fruitful cooperation in such areas as trade and economy, and broadened cultural exchanges.China has praised the UAE's support in Xinjiang-related and human rights issues, he added.For his part, Sheikh Mohammed said the UAE-China relations are currently at an important period of in-depth development and faced with good opportunities.The UAE attaches great importance to its relations with China and hopes to cement the traditional friendship between the two countries and develop pragmatic cooperation in various fields, he added.Sheikh Mohammed said the UAE expects that China will continue to play a positive role in international and regional affairs.Earlier in the day, Yang also met with his UAE counterpart Sheikh Abdullah bin Zayed Al Nahyan. KAMPALA, May 14 (Xinhua) -- The deadly Ebola hemorrhagic fever has broken out in Uganda, killing one person and leaving over 30 others being monitored by health officials, ministry of health announced here on Saturday.The epicenter of the outbreak is in the central Ugandan district of Luwero located about 50 km north of the capital Kampala.According to Anthony Mbonye, head of the community health department at the ministry of health, a 12 year old girl in Zirombwe Sub-county developed symptoms of Ebola and when she was admitted at a military hospital in the district, laboratory test confirmed that it was Ebola.The Ebola virus is highly contagious and causes a range of symptoms including fever, vomiting, diarrhea, generalized pain or malaise and in many cases internal and external bleeding.The girl died on May 6 and about 30 people who she got contact with are being asked to not get into contact with the public as health officials monitor them for about 21 days.The 30 people have not yet developed the symptoms but if they do, they will be isolated from the public.Mbonye said that preliminary investigations have showed that this Ebola virus is similar to the one that broke out in Sudan, thus named Sudan Ebola.The epicenter of the outbreak is also located along the high way to southern Sudan.This viral subtype has a human case fatality rate of 60 percent meaning that it will kill 60 percent of the infected people.The other subtype is the Congo Ebola which also attacked Uganda in 2007. This one has a human case fatality rate of over 80 percent.The 2007 outbreak which occurred in the western district of Bundibugyo bordering eastern Democratic Republic of Congo claimed 37 lives out of the 148 infected.Mbonye said that there also ongoing investigations to find out whether the index case got into contact with moneys or bats, the known reservoirs of the Ebola virus.Following the outbreak, government has reactivated the National Ebola Task Force (NETF) to coordinate the fight against the disease at the national level.District task forces are also in the process of being formed according to Mbonye, who is the chairperson of the NETF.

DAVOS, Switzerland, Jan. 29 (Xinhua) -- China is ready to push the decade-long Doha Round negotiations for a final success, Chinese Minister of Commerce Chen Deming said here on Saturday.Speaking at the World Trade Organization (WTO) Mini-Ministerial Meeting which brought together representatives from over 20 major trading powers, Chen said that China is ready to collaborate with other WTO members in a practical and proactive manner so as to draw a successful conclusion of the Doha Round talks by the end of 2011.A rapid conclusion of the negotiations, Chen said, will be beneficial to global economic recovery, which is to the interest of all.The commerce minister acknowledged the year 2011 as a "window of opportunity," albeit a narrow one."China will give support to the roadmap proposed by WTO Director-General Pascal Lamy," he said, adding that the country is willing to act vigorously to push forward the negotiation process.To ensure that an early final deal could be in reach, Chen said, parties should set goals in a practical manner, in accordance with the ambition level, and stick to what has been achieved as well as the Doha Development Agenda (DDA), while focusing primarily on pending issues.Held on the sidelines of the annual World Economic Forum, the WTO Mini-Ministerial Meeting is an annual event under the auspices of the Swiss Federal Government.Chen on Friday also joined discussions with his counterparts from the emerging club -- India, Brazil and South Africa, before attending the trade G7 meeting, consisting of Australia, Brazil, China, the European Union, India, Japan and the United States.

BEIJING, Feb. 24 (Xinhua) -- The Standing Committee of the National People's Congress (NPC) will vote on draft laws on vehicle and boat taxes at the end of its bimonthly sessions on Friday.The group is also expected to vote on protecting the nation's intangible cultural heritage and a draft amendment to the Criminal Law.The Chairperson's Council of the NPC Standing Committee adopted the decision at a Thursday meeting presided over by NPC Standing Committee Chairman Wu Bangguo.The three drafts will undergo further deliberation and revision based upon the opinion of the members of the NPC Standing Committee before the laws are put to a vote.Under the draft law on vehicle and vessel taxes, there will be a reduction in taxes for vehicles with engines smaller than 2.0 liters, which accounts for 87 percent of China's cars. Vehicle owners would also be required to submit tax certificates in order to qualify for a road-worthiness certificate.
