VISTA, Calif. (KGTV) - The mother of a 14-year-old girl sexually assaulted by a San Diego Deputy filed a civil lawsuit citing negligence and invasion of privacy.Deputy Timothy Wilson pleaded guilty to lewd acts on a minor and two counts of unlawfully taking computer data. He’s serving jail time. The victim’s mother, Jennifer Tanis, says Wilson accessed her daughter’s police file 44 times. He was able to get her home address, videos, and pictures of her daughter. She tells 10News she’s suing the county, not for money, but change. Currently, all deputies are allowed to access police files, but she thinks the only person who should have access to them is the lead investigator.She says the county failed her.“There was no system in place to protect my daughter, her story or the pictures they took of her during the investigation," Tanis said.Tanis is pushing for change not only in the county but the entire country. She reached out to Congressman Mike Levin’s office for help. San Diego County has said they have the capability of making police reports private, but only in some cases. VISTA (CNS) - A man who allegedly fired a BB gun at an Oceanside business that had put up a sign supporting the Black Lives Matter movement was charged Friday with felony vandalism and a hate crime allegation.Steve Soto, 23, of Carlsbad, allegedly drove by Bliss Tea & Treats around 7:10 p.m. on June 4, then fired a BB gun out the window of his vehicle, shattering a window at the Mission Avenue business and causing more than ,800 in damage, Oceanside police Sgt. (CNS) - The Vista Unified School District fully reopened its schools Tuesday morning, becoming one of the first in the region to do so, even as San Diego County appears poised to slip back toward more restrictive COVID-19 tiers as infections surge.The district, which has 29 elementary, middle and high schools, eschewed the more cautious measures some other school districts are taking, moving into its "Phase 3" reopening plan. The plan, "Vista Classic" allows every school in the district to reopen at full capacity. Instead, they were given PVC pipes and plastic liner to create makeshift protection from students returning to in-person learning.Keri Avila, president of the Vista Teachers Association, said on the first day back they’re already seeing issues that need to be addressed to ensure that everyone stays safe.“The problem is it’s not equitable throughout the district. What other classrooms have others don’t have. And we just want the safety for all of our members and students,” Avila said.The reopening of the Vista district comes as the county is expecting to receive bad news about its reopening status with the California Department of Public Health.
