BEIJING, Sept. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang said Tuesday that China would coordinate its national family planning policy, stabilizing an appropriately low birth rate and improving the quality of its population."The fact remains that China has a large population. The issue of population is always a major issue for China's social and economic development," said Li at a seminar marking the 30th anniversary of the Family Planning Association of China in Beijing.The government must solve the issue in a way that takes into consideration the whole picture of China's long-term social and economic development, he said.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded.The Chinese government adopted a family planning policy in the late 1970s which basically permits most urban households to have only one child.The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.Li said the government would make efforts to improve the quality of the population, optimize the population structure and spur the rational distribution of the people, so as to turn the pressure of the population into an advantage of human resources.He also said the government would launch measures to narrow the widening ratio of men to women and address problems arising with an aging population.The population aged at or above 60-years-old will top 200 million by the end of 2015, government reports showed.

TIANJIN, Sept. 5 (Xinhua) -- Executives from China's auto makers Sunday rejected an official warning that unchecked growth in the industry was leading to excess capacity and could harm the wider economy.Chen Bin, an official with the National Development and Reform Commission, China's top economic planner, Saturday said excess auto capacity threatened sustainable economic development and must be "resolutely" stopped.But industry representatives and the China Association of Automobile Manufacturers (CAAM) Sunday argued car makers were only trying to meet expected demand in the world's largest auto market.Dongfeng Automobile, a major Chinese auto manufacturer, had been running in top gear since last year, said Fan Zhong, a senior manager. "Our problem is not having enough capacity."Most entrepreneurs at the International Forum on Chinese Automobile Industry Development in Tianjin had similar views.Ford China was focusing on expanding capacity as demand kept rising, said CEO Robert Graziano.The overall capacity of China's auto industry might seem excessive, but the market had huge potential for restructuring and growth, said Hu Xinmin, honorary chairman of the CAAM.

BEIJING, Oct. 7 (Xinhua) -- China's water resources imbalances between the north and south may worsen due to global climate changes and economic activities, said Vice Minister of Water Resources Hu Siyi.Typically, China's north is dry while its south has abundant water supplies.China will face unprecedented challenges in saving water in the next five-year plan from 2011 to 2015, said Hu at a national water-saving meeting in Zhengzhou, capital of central China's Henan Province, late September.Compared with the 1956-1979 period, rainfall in the Yellow River, Huaihe River, Haihe River and Liaohe River vallies in the 1980-2000 period had dropped six percent on average and river and lake water resources decreased 17 percent in these areas, according to figures from the Ministry of Water Resources.China's accelerated urbanization has pushed up demand for water.If the population in Beijing keeps on climbing, the water brought by the near completed South-to-North Water Diversion Project would not be enough, Hu said.China's water-saving targets during the 12th five-year plan from 2011 to 2015 include a 30-percent cut in water use for every 10,000 yuan (1,490 U.S. dollars) of gross industrial output, Hu said.

  

BEIJING, Aug. 29 (Xinhua) -- Xie Yun, a 24-year-old new graduate, felt excited when he opened the door of the 50-square-meter apartment he rented in Changzhou city of east China's Jiangsu Province.Starting work in a computer company in July, Xie is one of the lucky few who enjoyed lower rents offered as part of the local government's affordable housing program. He pays 4.5 yuan per square meter for one month, around 10 percent of his monthly income.Also, the apartment is equipped with an air conditioner, a TV set and automatic drying racks."I'm quite satisfied, and I prefer to rent such an apartment rather than buy one," said Xie.Xie's home is one of 133 small-sized public-rent apartments purchased by the Changzhou government and rented to low-income families and the newly employed. Monthly rents varied from 3.5 yuan to 4.5 yuan per square meter, about 30 percent of the average price in Changzhou.In the city's southern section, migrant workers pay even lower costs."I only need to pay one yuan per day for renting a bed in the dormitory-like apartment, sharing a balcony and a toilet with eight people," said Chen Ling, an 18-year-old worker in an electronic firm in Changzhou.The 260,000-square-meter residential community provides 5,000 migrant workers with basic living facilities, including a supermarket, shopping mall, bank, Internet bar and dining hall.The Changzhou government has so far built as well as bought 10,500 units of public-rent housing, and offered 11,400 units of low-rent homes to migrant workers.

  

BEIJING, Oct. 28 (Xinhua) -- China and France expect to sign a number of cooperative documents in civilian nuclear energy and aviation, Chinese Vice Foreign Minister Fu Ying said here Thursday.Fu made the remarks at a news briefing on Chinese President Hu Jintao's visit to France and Portugal from November 4 to 11.China and France have conducted fruitful cooperation in civilian nuclear energy and aviation, Fu said, citing the Daya Bay Nuclear Power Station in south China's Guangdong Province and the Airbus 320 Final Assembly Line in Tianjin.China holds a positive attitude to expanding nuclear and aviation cooperation with France, she said, adding the two sides were discussing how to broaden cooperation in these fields.In reply to a question on whether the nationwide strike in France will affect Hu's visit, Fu said the situation in France would not affect the arranged schedule of the president.Hu's visit to France and Portugal came in the context of the still unstable world economic recovery and the upcoming Group of 20 (G20) Summit in Seoul, Fu said.She said Hu's visit to the two countries was viewed as very significant for promoting friendly relations with the two nations and overall China-EU relations.During his stay in France, Hu will hold talks with French President Nicolas Sarkozy and meet with Prime Minister Francois Fillon and other French leaders.
