ENCINITAS, California — A California woman says she was scammed at a gas station by a performance 'worthy of an Oscar.'"We pull in and my husbands about to pump in the gas," said Alice. An ordinary trip to fill up turned eventful last month at a Shell gas station in North County, California."I see a man pull up in a black SUV, brand new and shiny," said Alice. Alice says a man in his 30s got out of the GMC Yukon and approached them."He was in head-to-toe designer clothes," said Alice. In the backseat were a well-dressed woman and a little girl."He says, 'Excuse me, Sir. I'm here vacationing from Dubai with my family and my wallet was stolen,'" said Alice. The man asked for some money for gas and then took out a ring."Here, take my ring. It's worth 0. I have money and plenty of jewelry at home. I just need money for gas and food," said Alice.Alice told the man to keep the ring and then had her husband put in on a pump with their credit card."I believed their story ... I put myself in their shoes. I would be devastated, and I would want someone to help me," said Alice.Days later, she learned from her cousin in Los Angeles those strangers were scammers."I was the fourth person she knew of personally that this happened to. I was duped," Alice said. Then this past Wednesday, she was back at the gas station and filling up, when she saw something familiar. It was another new GMC Yukon.Inside was a different family. She saw them talking with a young man, before pulling out a ring."I ran over put my hand in front of the guy and said, 'You should be ashamed of yourself. This is a scam!" Alice said. She learned the family had a similar story about vacationing from Dubai. The SUV sped off."It makes me angry. It's the giving season and they take advantage of that. They're actors. They played their part perfectly. They're going to get an Oscars, and I handed them the award," said Alice.Alice believes both vehicles had out-of-state license plates. She says she contacted the sheriff's department but was told this incident would likely be defined as panhandling, which isn't a crime. 2115

EPA Administrator Scott Pruitt's 24-hour security in Washington extends to at least some of his personal trips, according to a letter Democratic Sen. Sheldon Whitehouse sent to the department's inspector general and shared with CNN.The letter, written based on information that Whitehouse says he confidentially obtained from an unnamed source, raises new questions about the cost of Pruitt's unprecedented EPA-funded security, and alleges that Pruitt has used his security detail while on non-official business, including trips home to Tulsa, Oklahoma, a family vacation to Disneyland and the Rose Bowl game.Whitehouse, D-Rhode Island, says the new details should be added to the inspector general's ongoing investigation into Pruitt's travel expenses and use of a 24/7 security detail. The documents, he wrote, raise concern "significant agency resources are being devoted to administrator Pruitt's 'round-the-clock security, even when he is traveling on non-official business."Whitehouse adds, "While I consider matters of personal security to be extremely serious, personal security should never be used as a pretext to obtain special treatment."The letter alleges that six weekly schedules and other explanatory documents that were provided to him show that Pruitt used between two and three dozen different agents during a six-week period.Asked about the letter, the EPA told CNN that "Administrator Pruitt follows the same security protocol whether he's in his personal or official capacity," but declined to further elaborate on those protocols. The EPA has said that Pruitt has faced unprecedented threats, including direct threats on his life, leading to equally unprecedented security measures.CNN reached out to the EPA's Office of Inspector General, which did not comment on the case.Pruitt has been under increased scrutiny for citing security as the reason he flew first class on the government's tab, racking up nearly 0,000 in travel costs. On one trip to Italy, from June 5-12 of last year, his security detail alone amounted to more than ,000.Several Trump Cabinet members have faced criticism for their travels. Interior Secretary Ryan Zinke has several open investigations into his use of private aircraft and attendance at political events. Health and Human Services Secretary Tom Price left after probes of his use of private planes. And recently fired Veterans Affairs Secretary David Shulkin began his downward spiral after an inspector general report found he used agency funds on a trip for his wife.Whitehouse's office would not allow the documents or schedules to be reviewed, saying they contain sensitive security information. In addition to the family trips to Disneyland and the Rose Bowl game, the letter also alleges the security officials accompanied Pruitt on a trip to a December 29 University of Kentucky basketball game in Lexington.Whitehouse's letter also states that "more than one source" says Pruitt "frequently requested per diem lodging expenses in excess of the federal government's established daily rate."Pruitt's travel and security costs have gotten the attention of the EPA's inspector general and his fellow Republicans, including House Oversight Committee Chairman Trey Gowdy, who recently made Pruitt turn over all of his travel records for his first year.In a letter to Gowdy, Pruitt said his security team required him to be near the front of the plane for a quick exit in the case of an emergency. However, Pruitt did not turn over the waivers that are necessary to fly in an upgraded cabin.Whitehouse's letter asks the inspector general to see if Pruitt flies first class on non-official trips, and if so, whether the EPA pays for the security detail's flights, accommodations and per diems.Pruitt told CBS News recently: "There's a change coming" in the way he travels, "including flying coach," and in the way his staff will accommodate security threats. In October, CNN reported the EPA was beefing up Pruitt's 24/7 security, hiring a dozen more agents. At the time CNN calculated salaries alone for the full team would cost at least million per year, according to figures compiled from public documents. Those numbers do not include costs such as training, equipment, and travel.CNN also reported that some agents were pulled from other EPA jobs where they had been charged with investigating environmental crimes, and Whitehouse asks the inspector general to look at the impact of the shift in personnel.The-CNN-Wire 4496

Ever wanted the convenience of an airplane drink cart without the painful smack to the elbow as it passes by? Qantas Airlines lists them for sale on their website. They even come pre-stocked.For just over ,000 U.S. dollars, a full bar cart comes with mini bottles of champagne, white and red wine, snacks like biscuits, cookies and almonds, as well as first class amenities like blankets and four sets of pajamas.Qantas also offers a half bar cart. The carts come from the airline’s 747 planes that are being retired. As such, the carts are a little banged up from hundreds of trips up and down those narrow aisles. The carts were listed for sale Wednesday, and within hours, the full carts and half carts were sold out. While that is really quick, it’s not as quick as Qantas sold tickets to a seven-hour flight to nowhere; a sightseeing flight around Australia. Those were snapped up in just minutes. 909

FALLBROOK (CNS) - A 14-year-old Fallbrook High School student was arrested today for allegedly making an online threat to carry out a shooting at the northern San Diego County campus, authorities reported. The teen was taken into custody early Wednesday afternoon in connection with the menacing social media post, which came to light Monday evening and included a photograph of a gun, according to sheriff's officials.``No weapons were found at the juvenile's residence, and it is believed the suspect had no intention of actually following through with a shooting,'' Sgt. Patrick Yates said. The threat prompted a heightened law enforcement presence at and around the South Stage Coach Lane school Wednesday morning and afternoon, Yates said. The suspect's name was withheld.``It is the policy of the Sheriff's Department not to release identifying information about juvenile arrestees,'' the sergeant said. 924

ENCINITAS, Calif. (KGTV) - California representatives are calling on the government to fund the Storm Damage Reduction Project, hoping to stabilize cliffs along North San Diego County beaches. At Grandview Beach in Encinitas flowers surrounded the beach entrance sign Thursday. Down on the beach caution tape hung around the cliffs, serving as a somber reminder of the three women who died three weeks ago after a bluff collapse. Two days before the tragedy, Representative Mike Levin said he asked for federal funds to stabilize the cliffs from Encinitas to Solana Beach. "It's long past time for the federal government to uphold its responsibility here," he said.He championed the Storm Damage Reduction Project that was approved by Congress in 2016.The project would dredge tons of sand from the ocean and dump it on the beach to protect the cliffs from powerful, eroding waves.Environmentalists are concerned that would destroy tidal ecosystems. A study conducted by researchers at Scripps Institution of Oceanography at the University of California San Diego states invertebrate populations were negatively affected by tons of sand dumped on Imperial Beach.Surfrider Foundation sent 10News this statement:“We understand Solana Beach and Encinitas have been working with the federal government on the San Diego County Shore Protection Project for years and it was approved in 2016 by Congress. While we believe beach replenishment might help slow down wave action, we must also acknowledge our sand supply has been impacted by upland development that is blocking the natural flow of sand to the beaches. When the project was being considered in 2015, the Federal EPA encouraged the Army Corps. to think more deeply about future sea level rise and the efficacy of this project. We encourage the cities and the Army Corps to proactively and progressively analyze future sea level rise. Thorough monitoring is going to be of the utmost importance to see how this project impacts coastal ecosystems (including Marine Protected Areas) and impacts to recreation (such as surfing, snorkeling, etc.). Surfrider highly advocates against future seawalls and other coastal armoring. Even the Environmental Impact Report for this project acknowledges these kinds of structures exacerbate erosion.” "I'm an environmentalist myself; it's what I do for a living. I care very deeply for our coastline. I'll do everything I can to protect it," Levin said. He, Senator Kamala Harris and Senator Dianne Feinstein are asking for 0,000 for planning, engineering and design. They want another 0,000 for an economic update.Levin said it's necessary to "avoid the next foreseeable tragedy, that's why it's so critically important that we move forward." 2744
