SAN DIEGO (KGTV) -- Southwest announced Tuesday that the company is offering Californians a special deal on travel throughout the state. Southwest says travelers can buy one-way tickets as low as , but you better be on your toes. The sale only lasts until August 22. According to Southwest: "Purchase from August 21 through August 22, 2018, 11:59 p.m. in the respective time zone of the originating city."The tickets are for travel from September 11, 2018 through February 13, 2019. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. SAN DIEGO (KGTV) -- San Diego traffic is costing local commuters thousands per year, according to a new report. The Urban Mobility Report compiled by the Texas A&M Transportation Institute takes a look at major cities around the U.S. and just how much time people waste every year stuck in traffic.According to the report, San Diegans spend an average of 64 hours a year stuck in traffic. All that waiting really adds up. The report says those same commuters spend ,440 in congestion cost a year. To come up with those numbers, the report looked at the value of the time wasted, estimated at .29 per hour for the average commuter and .94 per hour of truck time. The report was also compiled using average fuel cost – which is nearly a dollar more per gallon in the state of California. Los Angeles topped the list for most time wasted in traffic at 119 hours per year followed by San Francisco at 103 hours and Washington D.C. at 102 hours. 957

SAN DIEGO (KGTV) — Starting this year, San Diego State University will begin restricting freshmen living on campus from parking their cars on campus.The new policy will go into effect beginning this fall, the university said Thursday. Incoming freshmen students will not be allowed to park on campus for their first year of schooling.SDSU's website says the change reflects the college's stance that the, "on-campus living experience an integral and necessary part of the total education."RELATED: SDSU details plan to avoid flooding at Mission Valley campusIn a statement to 10News, SDSU said the policy follows similar parking restrictions enacted at other California universities, including University of California, San Diego, CSU Long Beach, and Cal Poly, San Luis Obispo.
