SAN DIEGO (CNS) - After hours of public input and deliberation, the San Diego County Board of Supervisors today unanimously approved a .5 billion operating budget for the 2020-21 fiscal year.Previously .4 billion, the revised budget reflects an additional .2 million in recent funding requests, including million for rental assistance, millions of dollars in road projects and an office dedicated to racial equality.Tuesday's vote, held via teleconference, follows two public hearings earlier in August, when board members heard funding requests from residents.Normally held in late June, the budget approval process was delayed due to the COVID-19 pandemic.Supervisors thanked Chief Administrative Officer Helen-Robbins Meyer and her staff for crafting a budget during an especially challenging time.``Putting together a budget is a big job,'' said board Chairman Greg Cox.According to a summary provided by Robbins-Meyer's office, the county is spending .5 billion on health & human services, billion for public safety, 6 million on finance and general government, 2 million on land use and environment, 9 million on various items and 5 million on capital improvements.``I think we can be proud that we have a good, solid and well-balanced budget,'' Supervisor Dianne Jacob said.Supervisor Jim Desmond credited staff members for ``for fighting to do the right thing. She added that center will bring needed jobs, and ``become an economic engine for that community and this region.'' Desmond said that years ago, the county approved the roundabouts in Rancho Santa Fe.The roundabouts are needed to deal with major traffic, Desmond said. ``If we don't build this now, we'll pay more later,'' Desmond said. It will also have a replica of Jerusalem's Wailing Wall and a domed theater featuring biblical films.At a hearing two weeks ago, opponents expressed concerns over the potential for increased traffic in an already congested area.Cerullo's organization plans to add one lane in each direction on Hotel Circle South. Under a permit condition, they plan to maintain a count of vehicles that enter the facility's driveway over the first three years.On its second reading, the item was passed without comment on a 7-2 vote, with Georgette Gomez and Chris Ward dissenting.The council also approved an amendment to council policy that will move up the timeline for receiving ballot submissions from the public.The change does not affect citizens initiatives or referendums that go through the signature collection process.According to City Clerk Elizabeth Maland, the amendment will provide a little more clarity to the public about the process. SAN DIEGO (CNS) - Juvenile arrest rates in San Diego County are the lowest they've been in a decade, according to a report released Friday by the San Diego Association of Governments.City and county law enforcement officers made 13.9 juvenile arrests per 1,000 people in 2017, compared to 56.9 arrests per 1,000 people in 2008, more than four times more.However, San Diego County still has the second highest juvenile arrest rate among large counties in Southern California, with San Bernardino County's rate sitting at 16.7 arrests per 1,000 people.SANDAG's Criminal Justice Research Division prepared the report."The juvenile arrest rate comparison continues a 10-year decline," said SANDAG Division Director of Criminal Justice Cynthia Burke. "This trend also has been seen in other jurisdictions across the state and nation."Arrest rates for adults remained steady at 33.5 per 1,000 people from 2016 to 2017. Adult arrest rates have declined since 2008, though, when law enforcement officers arrested 42.8 adults per 1,000 people.Arrests for violent offenses ticked up for both adults, from 13,924 to 14,356, and juveniles, from 1,138 to 1,183. Property-related offenses fell for both demographics, with adult arrests dropping from 8,642 to 7,862 and juvenile arrests dropping from 1,027 to 829."This decline in property-related arrests for adults may be related in-part to Proposition 47 which was passed in 2014 and reduced several property and drug-related offenses from felonies to misdemeanors," Burke said.According to SANDAG, misdemeanor rates spiked in 2015 after the enactment of Proposition 47 while felony rates dropped.Since then, however, felony rates have stabilized at 8.6 per 1,000 for adults and 4 per 1,000 for juveniles while misdemeanor rates have dropped, especially among youth in San Diego County.Adults in their 20s had the highest arrest rate of any age demographic at 60.3 per 1,000 while residents 70 or older were arrested at a rate of 1.7 per 1,000, the lowest of any age range. Residents 70 or older were more likely than their younger counterparts to be arrested for violent offenses, though, according to SANDAG. 2156

SAN DIEGO (CNS) - A local meal delivery nonprofit began sales Monday for its 15th annual Mama's Pies Thanksgiving Bake Sale, which raises funds to combat hunger among residents with illnesses like cancer and HIV. During the sale, which runs through Nov. 24, residents can order pumpkin, apple, pecan and Dutch apple pies to be delivered Nov. 27, the day before Thanksgiving. Nearly 20 local bakeries and caterers are expected to bake pies for the annual fundraiser and more pie bakers are needed, according to the organization. ``Our annual bake sale is a time-honored tradition that gives community members from around the region an opportunity to give back to our neighbors in need,'' said Mama's Kitchen Executive Director Alberto Cortes. ``Whether you're purchasing a pie, making a donation or volunteering for pie delivery, every hand up counts.'' Mama's Kitchen met its goal of 0,000 raised during last year's bake sale and aims to raise at least 0,000 during this year's six-week sale, which the organization says will fund the delivery of some 51,000 meals for residents with critical illnesses.
