SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months. The Sheriff’s Department sent 10News the following statement on Thursday:“The San Diego County Sheriff's Department investigated the assault on Miguel Lucas and forwarded the case to the District Attorney's Office. Reginald Harmon was charged with one count of aggravated mayhem. Lucas and Harmon were properly classified and housed at the time of the incident. Inmates are assigned to different facilities or housing units for a variety of reasons, including classification, bed space considerations, medical or mental needs, or issues with other inmates. African Americans were denied loans from banks, housing outside of segregated neighborhoods, and refused entrance by some business owners, the authors wrote.Nonetheless, King's presence in town was well-regarded by those who watched him speak at San Diego State College (now San Diego State University) and California Western University (now Point Loma Nazarene University). One witness recalls King, “was very warm … very genuine [and] seemed to be very caring and sincere ... He spoke to me as though I was someone he was very familiar with.”In his CWU speech, King is quoted as saying:"And may I say to you, my friends, that I still have faith in the future. I know these are difficult moments and so many of us are faced with problems day in and day out. And I know that we are still at the bottom of the economic ladder, still the last hired and the first fired. I know that we are forced to stand amidst conditions of oppression, trampled over day in and day night by the iron feet of injustice. SAN DIEGO (KGTV) - The record-breaking heat and drought are forcing animals, including coyotes, out of their natural habitats and closer to humans.Krystal Ruiz lost her two dogs, Millie and Pepe, to coyotes last week.“It's sad; it's very sad. I'm just lost for words. I don't know,” said Ruiz.Her friends and neighbors aren’t surprised.RELATED: Escondido man attacked by coyote“They have said they've seen coyotes wandering around. I'm also on the nextdoor app, and they said they've seen coyotes or a friend has seen coyotes snatch a dog and kill it.”Early August is also pupping season when newly-weaned coyotes venture out on their own for food and water.“Just like us, they're trying to find reprieve from the heat. Their figures for 2018 show coyote incidents are down compared to last year. In 2017, there were 142 coyote attacks. More than halfway through 2018, San Diego is on track to stay below that number, with 64 attacks.According to the website, there have been six reported pet deaths this year.“I believe we were getting one to two calls earlier this season. Another recommendation: don’t leave food or water outside your home. Pet owners should also stay alert in the morning and evening when coyotes are especially active. SAN DIEGO (KGTV) -- The suspect accused of supplying the fentanyl that led to the deadly overdose of a 25-year-old admitted to supplying the drug in court Tuesday. Uriah Odish admitted to selling more than 500 grams of what he knew to be fentanyl between 2017 and the day of the deadly overdose of Tiffany Hansen in 2018. “Every time we have an overdose death, we are going to come looking for the dealer,” said U.S. Attorney Robert Brewer. “We are using every available criminal and civil tool to combat this deadly epidemic and stop these tragic losses.”“We work every day to save lives and we grieve when we lose a precious soul to drugs,” said DEA Special Agent in Charge Karen Flowers. “We will continue to pursue anyone who deals death. Is that you? If so, we are coming and your time will soon be spent behind bars. We are relentless.”The U.S. Attorney’s Office told 10News in a news release it’s working closely with the San Diego County District Attorney’s Office, the San Diego County Sheriff’s Office, the Drug Enforcement Administration to investigate fatal overdose cases. 1094

SAN DIEGO (KGTV) -- The San Diego Police Department is looking for 72-year-old Dania Josefina Lopez, a woman who is believed to be missing and at-risk. Lopez was last seen by her family at 9 a.m. on Monday and has not been heard from since. Family members said Lopez suffers from dementia and has high blood pressure. She did not take her medication with her when she left home in San Diego's South Bay area. Lopez is described as 5'2", 150 lbs with brown eyes and gray hair.
