SAN DIEGO (KGTV) -- San Diego’s City Council Monday approved a key step in turning Horton Plaza into The Campus at Horton. At Monday night’s meeting, the council approved reducing the current retail deed restriction on the property, creating the opportunity to build the office space. The campus would combine employment, entertainment and retail. According to a news release, the office space would be large enough for 3,000 to 4,000 jobs. SAN DIEGO (KGTV) -- Students and staff at Morse High School may have been exposed to tuberculosis, according to the San Diego County Health and Human Services Agency. According to the agency, the periods of exposure were from June 17 to July 26 during summer school, then again from August 26 to September 10. Health officials and the San Diego Unified School District are working to notify those who may have been exposed. Testing will be provided on September 24 from 8 a.m. to 2:30 p.m. at Morse High School for students identified as potentially exposed. The district is providing testing to staff who may have been exposed. Tuberculosis is transmitted from person to person through indoor air during prolonged contact with someone who is infected. “It is important that we identify those who have had prolonged close contact in an enclosed space with the TB case and test them since the initial infection usually has no symptoms,” said Wilma Wooten, M.D., M.P.H., County public health officer. “Early diagnosis and prompt treatment can prevent the infectious form of the disease.”Symptoms of TB include persistent cough, fever, night sweats and unexplained weight loss. SAN DIEGO (KGTV) -- State health officials are working to catch up on a large backlog of COVID-19 tests.According to Marik Ghaly, California'sCalifornia's Health and Human Services Secretary, a server outage on July 25 led to a delay in lab records coming into the reporting system.Ghaly says they also realized they weren't getting data from one of their largest commercial labs for five days, between July 31 and August 4, because the state neglected to renew a certification."We apologize. You deserve better. The Governor demands better of us,"" Ghaly said during a Friday virtual news conference.Ghaly says there are an estimated 250,000 to 300,000 tests that need to be processed, and that will happen in the next 24 to 48 hours.The system accepts results for other reportable diseases, so the records have to sorted, Ghaly said, though adding that a majority will be COVID-19 test samples."We expect that over the next 24 to 48 hours that the backlog that's between 250 to 300 thousand cases will be resolved giving us a better sense of the number of tests that were delayed," Ghaly said. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."Ghaly points out the state froze the county monitoring list last week, so the problem should have affected any decision-making policies. He also says it doesn't change any state trends with case rates, which he says are still trending downwards slightly.However, it's unclear how the delay in reporting will impact contact tracing.The Governor has ordered an investigation into the error. 1629

  

SAN DIEGO (KGTV) — Steve Askin tells the story of a tenant who rented from him for a decade.He charged rent below market - but still made out well."Over those ten years they paid me a quarter million dollars. They paid my mortgage, and then some," Askin said.Askin said he realizes he's way better off today because of his tenants.That's one reason he joined a group called The Property Owners for Fair and Affordable Housing. On Thursday, he and 15 other member landlords announced support of a bill that protects financially struggling tenants from eviction during the Coronavirus era."We as landlords aren't happy if someone can't pay the rent, but we have many more resources than our tenants," said Askin.Assembly Bill 1463, carried by Democrat David Chiu, would ban evictions of tenants who cannot pay rent through April 1, unless the Coronavirus state of emergency ends earlier. Tenants would then have a year to pay back the missed rent. Only then could a landlord take a tenant to court - and eviction would not be one of their legal remedies."It's trying to mandate something that we're already doing," said Kendra Bork, who heads the San Diego Rental Housing Association, which opposes the bill.Bork, CFO of Cambridge Management Group, said 90 percent of her tenants are paying rent on time - and the others are doing payment plans."We're trying to keep people in their apartments. We don't want a bunch of vacancies," Bork said.She said a better option would be rental assistance - which can also help keep the economy going. Bork also raised concerns about mortgage forbearance being deducted from a landlord's owed rent should it go to court.A spokeswoman for Assemblyman Chiu says the bill is being amended to make sure that won't happen. 1761
