Ten people have died after a Florida nursing home failed to evacuate its residents, who suffered for days in oppressive heat with no air conditioning after Hurricane Irma, according to the Hollywood Police Department.A 93-year-old man died on Tuesday, and a 94-year-old woman died on Wednesday -- adding to eight who were found dead last week at the Rehabilitation Center at Hollywood Hills, or who died after being evacuated to a hospital.The exact causes of death have not been reported, but a number of the 141 residents who were evacuated were treated for heat-related issues. An ongoing criminal investigation is underway.Nursing home residents sweltered in hazardous conditions after Hurricane Irma, which felled a tree that knocked out the transformer powering the air conditioning system. Many were moved into the hallways, next to fans and spot coolers. One video obtained by CNN shows a naked woman sitting in the hallway on what appears to be a hospital bed.Despite multiple calls between the nursing home and state authorities, at no time did the nursing home report that their patients were in danger or that they needed to be evacuated, according to a report on Tuesday by Florida Governor Rick Scott's office. The state advised managers "multiple times" to call 911 if such a situation arose."Something they failed to do," the 159-page report said."This facility is failing to take responsibility for the fact that they delayed calling 911 and made the decision not to evacuate their patients to one of the largest hospitals in Florida, which is directly across the street," Scott said in a statement.Last week, the nursing home expressed its sympathy for the families of the deceased and said it is "fully cooperating with all authorities and regulators to assess what went wrong." TERRE HAUTE, Ind. — An upcoming rule change at the U.S. Department of Justice means federal inmate executions, which are currently carried out by lethal injection could happen by other means, such as a firing squad or electrocution.Currently, all federal executions are done via lethal injection unless a court specifically orders otherwise. The rule change gives the federal government greater flexibility to execute people by other means.The change states that federal executions are to be carried out by lethal injection “or by any other manner prescribed by the law of the State in which the sentence was imposed or which has been designated by a court.”According to the Death Penalty Information Center, all states that allow the death penalty authorize a lethal injection method. Nine states allow electrocution, seven allow lethal gas and three allow a firing squad. Most states that allow methods other than lethal injection do so only under the provision that the injection is found to be unconstitutional, unavailable or impractical.The DOJ rule change goes into effect on Dec. 24, before three more federal inmates are scheduled to be executed. Inmates are scheduled to be executed on Jan. 12, Jan. 14 and Jan. 15.If executions by other means will happen, it’s unlikely they will happen at the Federal Bureau of Prisons in Terre Haute, where federal executions typically take place. The DOJ notice states that the Terre Haute complex is equipped for carrying out executions only by lethal injection. The American Bar Association will no longer review its "well qualified" rating of Justice Brett Kavanaugh now that the Senate confirmed him, an ABA official told CNN Monday.The official, who declined to speak on the record, cited an ABA policy of ending its rating process once a nominee is confirmed."Per the published policy and historical practice of the Standing Committee on the Federal Judiciary, once a justice or judge is confirmed, the Standing Committee's rating process is closed," the ABA's website states.The group had previously said that because of the allegations against Kavanaugh of sexual assault and conduct during his September 27 Senate Judiciary Committee hearing, it would reevaluate its rating.
