(KGTV) — In San Ysidro, a popular Mexican restaurant is serving up a big discount amid the ban on on-site dining.Customers at El Rincon restaurant are greeted with a banner hanging from the roof announcing a 50 percent restaurant-wide discount.After coronavirus concerns led to a ban on dining in throughout San Diego County, owners of the family-run restaurant decided to go with a steep discount.RELATED: Grocery stores with hours for seniors amid coronavirus pandemic"We are just happy to see these happy faces in this moment," said manager Silvana Alamiz.Alamiz says business remain down about 60 percent to 70 percent, and they may end up losing money by staying open and offering the discount. Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430

However, more than 200 students aren't returning to the classroom just yet after they were suspended for violating the school's new coronavirus pandemic policy.Ohio State leaders say 228 students broke campus guidelines about social gatherings since returning to campus.Students began moving back to the Columbus campus on Aug. 19. Upon their return, the university told students they needed to wear masks, practice social distancing and limit their get-togethers to no more than 10 people.There's no word on how long the students' suspensions will last, but school leaders hope it will show others how serious they are about controlling the spread of COVID-19 on campus.Several other large universities across the country have been forced to suspend classes after large outbreaks of the virus on campus. Notre Dame shifted to remote learning after 150 students tested positive for COVID-19 after a week on campus. SANTA ANA (CNS) - A Colorado man was behind bars Wednesday on suspicion of killing an 11-year-old girl in Newport Beach in 1973, with authorities saying DNA technology helped them track down the suspect.James Alan Neal, 72, was arrested around 6:30 a.m. Tuesday in Colorado Springs, Colorado, in connection with the death of Linda Ann O'Keefe, who lived in Corona del Mar, Newport Beach police Chief Jon Lewis said.The girl disappeared while walking home from summer school on July 6, 1973, and her strangled body was recovered the following morning in a ditch in the Back Bay area. Police said the girl was last seen standing near a man in a blue or turquoise van.Lewis credited ``the latest in DNA technology'' for helping crack the case that has stymied investigators for more than four decades.``We have never forgotten Linda or the tragic events of July 1973,'' Lewis said at a news conference announcing the arrest. He said the girl's death changed the community, making parents think twice about letting their children outside alone.Neal has been charged with murder and District Attorney Todd Spitzer said the suspect could potentially face a death sentence, although there is some question about whether capital punishment could be applied in the case given the date of the killing and the laws that were on the books at the time.Newport Beach police last July mounted a Twitter campaign releasing information about the killing to try to spur new leads.The tweets detailing the last hours of Linda's life included photographs from the crime scene and a newly created ``snapshot'' of the suspect that was put together by scientists at Parabon NanoLabs.
