BEIJING, May 7 (Xinhua) -- China's policy of actively attracting foreign investment will not change, said vice minister of commerce Ma Xiuhong Friday.The Ministry of Commerce will keep working to maintain a good investment environment for foreign companies, said Ma during a discussion with multinational firms."The ministry will strengthen its communication with multinational corporations and foreign enterprises," she said.China could provide new opportunities for foreign investors as the country is in a process of modernization, urbanization and transformation of its economic development pattern, said Ma.She hoped that while achieving their own development goals, foreign enterprises could play a larger role in China's pursuit of scientific innovation, industrial upgrading, and more balanced regional economic development.Representatives from 64 multinational corporations and four foreign chambers of commerce participated in the discussion. They were joined by officials from a number of Chinese government departments, including the Ministry of Finance and Ministry of Industry and Information.Foreign direct investment to China increased 7.7 percent year on year to 23.44 billion U.S. dollars in the first quarter.

BEIJING, April 22 (Xinhua) -- The Chinese government announced a string of emergency measures Wednesday to provide convenient financial services for people in the quake-hit Qinghai Province and to support reconstruction.The People's Bank of China, the central bank, would lower the deposit reserve ratio for financial institutions in the quake area by 1 percentage point from Wednesday to help increase lending, said a statement posted on the website of the central bank.It would also reduce its rediscount rate for local Rural Credit Cooperatives by 1 percentage point to ease their financial burden.The rediscount rate is the interest rate charged to banks and deposit institutions when they borrow money from the central bank.The return of loans extended before the earthquake was not imperative until June 30, 2011. Residents and companies would be exempted from bad credit records if they could return their loans before the deadline, the central bank said.The statement urged local banks to resume business as soon as possible to meet rising demand for financial services.They should set up temporary outlets in tents, extend office hours and take measures to ensure adequate cash supplies so that residents could deposit and withdraw money conveniently.The measures were jointly introduced by the People's Bank of China, the China Banking Regulatory Commission, the China Insurance Regulatory Commission and the China Securities Regulatory Commission.The 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu on April 14, leaving 2,183 people dead, 84 missing, and 12,135 injured as of Wednesday.

  

UNITED NATIONS, May 4 (Xinhua) -- China on Tuesday spoke highly of the Nuclear Non-Proliferation Treaty (NPT) in promoting non- proliferation, disarmament and peaceful use of nuclear energy.Li Baodong, the head of the Chinese to the 2010 NPT Review Conference, made the statement as he was speaking at the review conference, which entered its second day here Tuesday."Over the last four decades, as the cornerstone of the international non-proliferation regime, the Treaty on the Non- proliferation of Nuclear Weapons (NPT) has played a major and irreplaceable role in preventing nuclear proliferation, advancing nuclear disarmament and promoting peaceful uses of nuclear energy, " said, Li, who is also the Chinese permanent representative to the United Nations."Under new circumstances, to further enhance the universality, authority and effectiveness of the NPT is conducive to safeguarding and promoting international and regional peace and stability, which serves the common interests of all countries," he said."This Review Conference is held at an important historical moment," he said. "The goal of complete prohibition and thorough destruction of nuclear weapons for the establishment of a world free of nuclear weapons is getting widely recognized, and the consensus for non-proliferation is building up in the international community. A growing number of countries have chosen to use nuclear energy for the development of renewable and clean energy.""The success of the Review Conference bears greatly on the prospect of the international nuclear non-proliferation regime and the future of the international nuclear disarmament process," he sad. "It also bears on the sustainable development of nuclear energy and of the economy, and on international peace and security. It is the shared responsibility of all states parties and the international community to make this Conference a success. BEIJING, April 19 (Xinhua) -- China's Vice President Xi Jinping Monday told members and organizations of the Communist Party of China (CPC) they had strict responsibilities in restoring normal life in quake-stricken Qinghai Province and helping the survivors.Xi, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the requirements at a meeting of senior CPC leaders in Beijing on Party building.Party members, officials and organizations responsible for civil affairs should make sure quake-affected people have enough food, clothes, drinking water and shelters, Xi said.CPC members, officials and organizations working in health-care fields should treat the injured and prevent disease outbreaks, while members working in education should work to resume school classes, Xi said.Other CPC officials and members in transport, electrical power and telecommunications should make efforts to repair infrastructure, and restore power, water supplies and road transport as soon as possible.He Guoqiang, head of the CPC Central Commission for Discipline Inspection, who was also present at the meeting, underlined disciplinary rules for quake relief work.
