SAN DIEGO — A new political ad is pushing a proposition it says will eliminate a "tax penalty" on homeowners whose homes burn down in wildfires.That measure, Proposition 19, would allow homeowners who lose their homes in a wildfire or natural disaster to transfer their property tax base to a replacement home anywhere in the state. That's important because in California, homeowners pay their property tax based on the value of a home when they buy it, under 1978's Prop 13. It only increases incrementally after. Therefore, buying a new home could cause a family's property tax bill to skyrocket. A new ad released by the Yes on 19 campaign, funded largely by the California Association of Realtors and California Firefighters Association, emphasizes that point. "It limits property taxes on wildfire victims, so families can move to a replacement home without a tax penalty," the ad says. Truth be Told, the benefit currently exists in California, but only in the county where a governor-declared disaster happened, or counties that accept transfers, which San Diego County only began doing two years ago. Prop 19 opens it to the whole state. Proposition 19 does more than just allow the transfer for wildfire victims. It also allows up to three property tax base transfers for homeowners 55 and older, and those who are severely disabled. They can use it for any property, anywhere in the state. Another change, however, is that inherited properties are reassessed unless the recipient uses it as his or her primary home. Currently, heirs benefit because the property tax base transfers with the property, making for a big tax break. Under the proposition, there would be an adjustment upward, no matter the situation, if a market value of a home is above million. 2184

SAN DIEGO (CNS) - A 20-year-old man was arrested today on suspicion of attempted murder following a SWAT standoff after a shooting in the City Heights area that sent two people to the hospital, police said.The shooting occurred in the 1800 block of Rowan Street at 9:30 p.m. Friday, according to Lt. The suspect shot both victims and fled to a nearby residence.''A SWAT team and emergency negotiators arrived and attempted to talk the suspect into surrendering peacefully, the lieutenant said. After 1:30 a.m. Saturday, the suspect surrendered and was taken into custody. Matatoa Samoata, 20, was booked into San Diego Central Jail on suspicion of two felony counts of attempted murder and one count of grand theft, according to jail records. SAN DIEGO (CNS) - A 26-year-old pedestrian was hospitalized this morning with a fractured pelvis and other internal injuries she sustained when she was struck by a 2015 Honda Accord sedan while crossing a street in the Mt. Hope area of San Diego, and the driver was arrested on suspicion of DUI.It occurred at the intersection of Market and Denby streets at 10:35 p.m. Friday as the victim was crossing Market Street legally, but not in a marked crosswalk, according to Sgt. Michael Tansey of the San Diego Police Department.The victim, identified as Ruth James of San Diego, was taken to a hospital with serious, but non-life-threatening injuries, Tansey said.The driver of the Honda, a 40-year-old woman, was jailed on suspicion of felony DUI, he said. SAN DIEGO (CNS) - A former Navy police officer who engaged in sexual acts with a 14-year-old Oceanside girl after convincing her on social media to send him sexually explicit photos, was sentenced 20 years in federal prison Monday.Isaiah Smallwood Jackson of Vista was convicted last fall of sexual exploitation of a minor and enticement of a minor after he convinced the girl to send him nude photos, then meet for sex outside her home. He was 21 at the time and is now 23.Following his prison term, Jackson will be on supervised released for 10 years and will be required to register as a sex offender, which will preclude him from initiating contact with minors, loitering in places primarily frequented by minors, or using the Internet unless the device can be monitored by U.S. probation officers.RELATED: Jury convicts man of using social media to convince 14-year old to have sex with himProsecutors say Jackson met the girl on an app called "Spotafriend."
