(KGTV) - As parents and children prepare for a new school year, a study shows California schools do not earn top grades compared to other states. California ranked 38th among the 50 states and District of Columbia in 29 categories, according to the Wallet Hub study. Data considered to measure quality included graduation rate, dropout rate, math and reading test scores, Advanced Placement exam scores, student-teacher ratio, and SAT and ACT results. Safety was measured by number of school shootings, share of high school students who were armed, participating in violence, or access to illegal drugs, school safety plans, youth incarceration rates, and safety grades of roads around schools. California was 4th best for the percentage of threatened or injured high school students. The state came in last for its student-teacher ratio. Other key rankings: 44th – Math Test Scores 38th – Reading Test Scores 32nd – Median SAT Score 16th – Median ACT Score 22nd – % of Licensed/Certified Public K–12 Teachers 34th – Dropout Rate 7th – Bullying Incidence Rate Top states for education included Massachusetts, New Jersey, Connecticut, Virginia, and Vermont. (CNN) -- The US believes late al Qaeda leader Osama bin Laden's son Hamza bin Laden is dead, a US official told CNN on Wednesday.The official said the US had a role in his death but did not provide details. The official added that the US government recently received evidence that it believes corroborates his death.The New York Times reported that Hamza bin Laden had been killed in an operation within the last two years.Earlier this year the US State Department called bin Laden, who is believed to be in his early 30s, an "emerging" leader in the terror group al Qaeda, offering a million-dollar reward for information leading to his capture.The New York Times, citing two US officials, said "the United States government had a role in the operation that killed the younger Mr. bin Laden, but it was not clear precisely what that role was."CNN terrorism analyst Paul Cruickshank said one thing is puzzling researchers who are closely tracking al Qaeda: "If Hamza bin Laden has indeed been dead for months, you would expect al Qaeda to have released some form of eulogy before today. The fact they haven't is highly unusual, given his status in the group."When the US government offered the reward it accused the Saudi Arabia-born Hamza bin Laden of seeking to encourage attacks against the US.While The New York Times said the operation that killed him took place prior to the State Department's reward offer, his death had yet to be confirmed by the US government.Hamza bin Laden "has released audio and video messages on the Internet, calling on his followers to launch attacks against the United States and its Western allies, and he has threatened attacks against the United States in revenge for the May 2011 killing of his father by US military forces," the State Department said in its announcement offering the reward.NBC News was first to report that the US government had assessed Hamza bin Laden to be dead.President Donald Trump declined to comment Wednesday when asked about the reports. (KGTV) - Income taxes on military pension is pushing a lot of people out of California. A new study proves that taking those taxes away would actually help both veterans and the state. For the people who served their country, it's tough to make it in California. "My wife just retired," said Matthew Schillingburg. "I just retired and so we're all on disposable income right now."He served in the army for more than 20 years. When his income is taxed by the state it can be hard to get by. "The thing that’s really holding us here, this community right here in San Diego that we grew up and love so much, our kids and our grandkids here," Schillingburg added.He joins 1.8 million military veterans who live in California. Many of them are looking to leave the state for more affordable areas where their pension won't take a hit. Assembly Bill 2394 is trying to change that. "If we can eliminate that, that helps us have more disposable income and we can consume more in the community that we love so much," said Schillingburg.According to a new study, if veterans were exempt from state taxes there would be big changes by the year 2025. More than 12,000 jobs would be added to the economy, along with 0 million in total personal income, million in state and local taxes and billion in total business sales. The bill is currently in committee. If it does pass, it could go into effect as soon as January 2019.  1484

(KGTV) - A group of San Diego lawmakers, water agencies and business leaders are joining forces in opposition of a possible new state tax on tap water.Under the proposed State Senate Bill 623, Californians would see an additional 95 cents per month on their water bills.SB623 is one of two articles of legislation being discussed by state lawmakers that could see residents’ water bills go up by more than per month.The goal of the tax would be to clean polluted groundwater around the state, particularly agricultural areas where water is considered undrinkable -- with arsenic, lead and nitrate levels that have been compared to Flint, Michigan’s crisis.State Sen. Bill Monning (D-Carmel), who authored the bill, said SB623 "will establish the Safe and Affordable Drinking Water Fund to provide an ongoing source of funding to finance water improvement projects throughout California.The USGS map below show various water sites around California.
