DEL MAR, Calif. (KGTV) — Del Mar Fairgrounds and city officials met Tuesday to devise a traffic plan with one of the main arteries to the venue closed.Northbound Jimmy Durante Boulevard has been blocked off since a bluff collapse in late April.The road won't reopen until at least June 4, but the county fair opens May 31. "People are going to start going back through the neighborhood, or you're just going to sit in line," said Del Mar resident Jim Murff. Del Mar City Manager Scott Huth said plans include increased signage to instruct fairgoers to stay on Interstate 5 to the Via de la Valle exit. He said the city would also hire "flaggers" to direct drivers past the stop signs in its beachfront neighborhood, north to Via de la Valle. "Even with the flaggers that delay is not going to be as efficient as getting off (the freeway) at Via de la Valle," Huth said. Annie Pierce, a spokeswoman for the fairgrounds, said the fair would operate at least three days while northbound Jimmy Durante Boulevard is closed. DENVER, Colo. — It's been a long time coming for former Denver officer Daril Cinquanta, but persistence paid off.“I’ve been tracking this guy for 46 years,” Cinquanta said of fugitive Luis Archuleta.Their lives crossed paths almost 50 years ago in Denver, when Cinquanta was a rookie officer for the Denver Police Department. Cinquanta pulled Archueleta over for an ID check. When Cinquanta went to check for weapons, the two began fighting and Archuleta shot Cinquanta. Archuleta got away.“I took it personally, I won’t deny. So what better thing to do than chase him?” Cinquanta said.Eventually, Archuleta was arrested and convicted but escaped prison. Forty-six years later, Archuleta was still on the run and Cinquanta continued to chase him until earlier this summer, when Cinquanta got a tip.“On June 24, I get a phone call. This person says, ‘You know, I’ve been thinking about it, I’m going to tell you where your guy is who shot you.’ Out of the blue,” Cinquanta said.Archuleta was arrested earlier this week. This is what the Department of Justice wrote about the arrest:“Luis Archuleta, (aka Larry Pusateri), a former Colorado resident wanted by the FBI since 1977 on a charge of unlawful flight to avoid prosecution/confinement, has been apprehended and is being returned to Colorado following his arrest in Espa?ola, NM on August 5, 2020."A federal arrest warrant was issued for Archuleta in 1977 on charges stemming from his escape from a Colorado Department of Corrections facility in 1974. At the time of his escape, Archuleta was serving a prison sentence resulting from his 1973 conviction for assault of a police officer with a deadly weapon, which was prosecuted by the Denver District Attorney’s Office. This warrant remained active until 2018.On June 30, 2020, a new federal arrest warrant was re-issued for Archuleta by the U.S. District Court in Colorado for the charge of unlawful flight to avoid prosecution/confinement and his associated escape from a Colorado Department of Corrections facility.Archuleta, now 77 years old, had been residing in Espa?ola, New Mexico, for approximately four decades under the alias Ramon Montoya.FBI Denver Special Agent in Charge Michael Schneider said this arrest should send a clear signal to all violent offenders."The FBI will find you, no matter how long it takes or how far you run, and we will bring you to justice," he said.U.S. Attorney for the District of Colorado Jason R. Democrats now lead Republicans by 52% to 41% in a nationwide generic Congressional ballot according to a new CNN poll conducted by SSRS and released Tuesday. The blue lead has increased slightly from eight percentage points in June of this year to an 11 percentage point difference in the most recent poll.Despite Democrats' advantage on that measure, a plurality (48%) in the same poll believe Republicans will maintain control of Congress after the election, compared with 40% who believe Democrats will gain control.Among those who favor the Democratic candidate in their district, 64% say they think Democrats will ultimately win control of Congress, while among those backing Republican candidates, 83% think the GOP will maintain control.Compared to previous elections, 68% of registered voters say they're more enthusiastic to vote in this election than in the past. Registered Democrats and Republicans report being more excited to vote at similar levels, with 70% and 68% saying so, respectively.However, Democrats have taken a much higher leap in enthusiasm vs. 2016 than Republicans. When CNN last asked the question, in September 2016, only 38% of Democrats said they were "more enthusiastic," while 48% of Republicans said the same. DEL MAR, Calif. (KGTV) - A local woman says that a man posed as a Del Mar plastic surgeon and groped her for several minutes during a consultation exam. Team 10 investigative reporter Jennifer Kastner verified that he is the manager of a cosmetic surgery center, but he is not a licensed medical provider. He denies any wrongdoing.“All I can remember is being in the car and just bawling, just crying,” she tells us. She claims that the crime against her was deeply personal, so we’re not revealing her identity.She says her tears came just minutes after she says she left Del Mar Cosmetic Contouring Surgery. It’s a private business located in a medical office building off of El Camino Real.“He pinched my nipples. He grabbed the side of my chest. He lifted [my breasts] up with both hands,” she tells 10News. She’s talking about Dario Moscoso, who operates the cosmetic surgery business that specializes in fat contouring. “She’s a liar. She’s trying to extort money,” says Moscoso. “Do you touch patients?” we ask him. He replies, “No. I do not touch patients.”She says she visited the office for a full body contouring consultation, when Moscoso allegedly took her to an exam room, alone, had her disrobe, and grabbed her all over without gloves on. She tells us that he had her pull her pants down, too.“Did you think Mr. Moscoso was a plastic surgeon?” we ask. “Yes. He wore a white coat…he had a clip board. He had paperwork that I was signing,” she responds.“Have you ever represented yourself as a plastic surgeon?” we ask him. “No,” he replies.We also ask, “[Do you make] it very clear with each patient coming in that you are not a licensed medical provider?” “Absolutely,” he tells us. “If they try to disrobe, I do not allow it. [I] absolutely do not allow it,” he adds.His Instagram account shows “Plastic Surgeon” under his name.“That is a category,” he explains. He tells us that it represents the industry that he works in, not his profession. The woman who’s accusing him of groping her tells us that the consultation made her extremely uncomfortable, but she was desperate to change her body. So, she put down a deposit, left the office, and called back at a later date.“I was na?ve,” she says.When she later called back, she says she learned that a Doctor Gerald Schneider would be doing the procedure. Schneider is on probation with the Medical Board of California for sexual misconduct with another patient. He is still allowed to practice with Moscoso as a third-party chaperone. Moscoso says that he and Dr. Schneider always follow that rule.Schneider would not do an interview with 10News.He, Moscoso and their cosmetic procedure businesses are now being sued for what the alleged victim says happened to her.“[It’s] an absolute lie. It never [happened]. In all the years that I've been doing this, I have never had that happen before,” Moscoso adds.The alleged victim doesn't buy it. She thinks that other patients have been assaulted, too. “Come forward. Come forward, because he needs to be stopped,” she adds. She's being represented by the Pride Law Firm in Mission Valley.The Medical Board of California reports that it’s looking into these allegations. 3194

But now the object may be a bit less "humerous," because its shape may since have changed.In 2015, the asteroid missed Earth by just 300,000 miles and was visible to those with good telescopes. This year, the closest it will come is 25 million miles -- which is way too far to tell what it looks like."This time it's not coming close enough (to Earth) to be any larger than a dot of light," said Paul Chodas, manager of NASA's Jet Propulsion Laboratory Center for Near Earth Object Studies.The asteroid was previously estimated to be 2,000 feet in diameter. However, asteroids change shape over time, as they smash into other celestial objects and break apart.What's more, the giant rock won't be at its closest until November 11, well after Halloween.NASA says the asteroid is most likely a "dead" comet that once spewed debris across the solar system. In space talk, that means it has "shed its volatiles" that would produce the visible tail seen on some comets.The asteroid was discovered October 10, 2015, by the University of Hawaii's Pan-STARRS-1 (Panoramic Survey Telescope and Rapid Response System) telescope in Haleakala, on the island of Maui. 1401
