CINCINNATI, Ohio — A settlement has been reached after a police officer used a Taser on an 11-year-old girl while working an off-duty detail at a Kroger in Southwest Ohio.The City of Cincinnati and Kroger have agreed to pay the family of Donesha Gowdy 0,000 to settle the claim of excessive force, according to a news release from family attorney Al Gerhardstein.Donesha had been shoplifting from the Kroger on Aug. 6 when Officer Kevin Brown, who was on security duty, ordered her to stop. She didn't. The officer fired his Taser as she walked away. One probe struck her at the base of her spine; the other hit between her shoulder blades.The incident prompted an apology from Cincinnati Mayor John Cranley and a promise from Vice Mayor Christopher Smitherman to review Cincinnati Police Department’s protocol on Tasers.Cincinnati Police Chief Eliot K. Isaac promised “a very thorough review” of Brown's actions, as well as the department’s use-of-force policies as they pertain to juvenile suspects. Officials expect that number to rise as recovery efforts continue.Laura is continuing to bring heavy winds and rains to the south-central United States. Reports say that the system spun off tornadoes in Arkansas on Thursday night, and the storm will bring heavy rains and 30 mph winds to the Missouri Valley and Ohio Valley regions on Friday.As of Friday morning, more than half a million people in Louisiana are still without electricity. About 200,000 people in Texas are also without power, including 94 percent of people in Orange County, a county bordering Louisiana.Among the areas hardest hit by Laura was Lake Charles, a city in southwest Louisiana. Though it's located about 40 miles inland, massive storm surge and heavy rain have caused extensive flooding in the area. The survey found that 76% of shoppers said they would rather do something else on Black Friday than shop, which is a 10% increase from a year ago.Unlike in years past, many major retailers are opting to close on Thanksgiving. The survey found that 71% of shoppers are more likely to support businesses that give their employees the day off on Thanksgiving."The pandemic will have a significant impact on shopping behaviors this year, with more consumers shopping online than ever before," said Joan Giese, CCB clinical associate professor of marketing. "However, despite these changes, we've found that many consumers feel that holiday shopping will provide a sense of normalcy during an unfamiliar holiday season."The National Retail Federation says that the industry has shown some resilience during the pandemic. But eating products so cold comes with risks. On Thursday, the FDA issued a warning for foods cooled by liquid nitrogen. The FDA says consuming products marketed as "Dragon’s Breath," "Heaven’s Breath," "nitro puff," among others could cause serious injury. Liquid nitrogen quickly freezes food, but even after the liquid has completely boiled into a gas, the extreme cold of the food and the displacement of oxygen could cause health concerns. "The FDA has become aware of severe -- and in some cases, life-threatening -- injuries, such as damage to skin and internal organs caused by liquid nitrogen still present in the food or drink," the FDA said in a statement. "There has also been a report of difficulty breathing after inhaling the vapor released by liquid nitrogen when added immediately before consumption. Injuries have occurred from handling or eating products prepared by adding liquid nitrogen immediately before consumption, even after the liquid nitrogen has fully evaporated due to the extremely low temperature of the food."The FDA's warning does not extend to all foods cooled by liquid nitrogen. "Other foods treated with liquid nitrogen prior to the point of sale and before consumption, for example some frozen confections, are treated in such a way that results in the complete evaporation of liquid nitrogen before reaching the consumer and are no longer at an extremely low temperature, and therefore do not pose a significant risk of injury," the FDA says. 1646
