(KGTV) -- Police in Escondido are joining law enforcement throughout the state in cracking down on distracted driving throughout April.Throughout the month, the city is deploying extra traffic officers thanks to grant-funded resources. Violators will be stopped and cited with fines set at 2 for first-time offenders.On April 5 and April 13, law enforcement officials all over the state are set to step up distracted driving enforcement.According to authorities, officers have issued hundreds of thousands of citations over the past three years to those texting or calling while driving.Recent legislation has even gone as far as to make it illegal to use a smartphone’s apps while driving."California’s distracted driving laws have been saving lives for a decade now,” said former State Senator Joe Simitian, who authored the state’s hands-free and no-texting laws. “Every day, somewhere in California, someone is sitting down to dinner with their family who wouldn't have made it through the day without these laws on the books. That’s tremendously gratifying.”Data from 2017 shows that nearly 22,000 were involved in distracted driving crashes throughout California.“Traffic safety has consistently been a top priority in Escondido,” said Chief Craig Carter. “If our enforcement and education campaign to eliminate distracted driving saves even one life, I would consider that a success.” 1420

ENCINITAS (KGTV) -- The Encinitas Environmental Commission is considering a proposal to ban natural gas hookups in all new construction projects as a way to combat climate change.The plan, which will be heard by the commission again next month, was authored by environmental commissioner Jim Wang. Wang spearheaded the city’s bans on plastic bags and polystyrene containers, commonly known as styrofoam.“The problem is that methane is a much more potent global warming gas than CO2, it’s approximately 85 times as potent,” he said. “Even a small amount of natural gas causes a big problem with global warming.”RELATED: Encinitas proposes ban on gas-powered leaf blowersWang’s proposal would impact both residential and commercial construction, but would not affect existing buildings. In July, Berkley passed a ban on natural gas infrastructure in new construction that will take effect next year. Twenty other California cities are considering similar bans, Wang said.“I’ve never seen a restaurant run on electric stove-tops. It would be quite the challenge,” said Daniel England, the corporate chef behind Union Kitchen and Tap in Encinitas and other restaurants.England said he would not consider renting a building for a restaurant if it lacked natural gas.RELATED: Encinitas restaurant fined for allowing customers to dance“As a chef, it’s something we’ve been trained on from day one from culinary school. I couldn’t imagine cooking without natural gas. I’ve tried to cook on an electric stove at home and you don’t get the same consistency,” he said.Michael McSweeney of the Building Industry Association of San Diego County said the cost of electricity is typically about three times more than natural gas, so the cost of home ownership in Encinitas would rise.“It seems that they want to reduce their carbon footprint, which is great, but the biggest source of greenhouse gas emissions in Encinitas is automobile transportation,” he said. “Cutting down on car transportation, they’d get more bang for their buck.”Transportation accounts for 54 percent of the greenhouse gas emissions in Encinitas. Electricity accounts for 23 percent. Natural gas ranks third on the list, at 13 percent, according to the city’s 2018 Climate Action Plan.“Yes, it may be a little more expensive but it’s for the greater good,” Wang said.In addition to cutting greenhouse gas emissions, restrictions on natural gas could provide safety and health benefits, Wang argued, citing the 2010 San Bruno pipeline explosion that killed 8 people.Homes that cook with natural gas at least once per week have air quality that would be illegal outdoors, he said, with levels of nitrogen dioxide and formaldehyde that exceed outdoor federal air quality standards.The Environmental Commission will consider the proposal at its Dec. 12 meeting at 5:30 pm. If the commission approves it, the plan will move to the city council for consideration. 2925

The incident happened Oct. 16 at 4:38 p.m. in the 200 block of W. Washington Ave., police said. A man driving a white Ford F-150 pickup truck struck the motorcyclist and left the scene, according to investigators. Police said the man was in his late 30s, Hispanic, and had a mustache. He was wearing a gray shirt and baseball cap. There was a woman in the passenger seat and a child sitting between them. The first two digits on the license plate may be 8F. Police said the Ford F-150 will have damage to the rear passenger side tail light and tailgate. So, it's certainly a question that gets asked a lot in my wife's pediatric practice, as well,” said Dr. Kenny Banh, an emergency room physician and assistant dean of undergraduate medical education at UCSF-Fresno. “I have to say, I don't want to give a blanket answer, because it really depends on where you are and what the numbers are."Dr. Banh says there are ways to trick-or-treat this Halloween, but you first have to look at your local city and county ordinances."There’s simple things of just maintaining the guidelines. How do you do a mask? There are ways to incorporate masks in a costume and make sure we make or get costumes with masks integrated into them and trying to maintain social distancing,” suggested Dr. Banh. “The good thing about candy is years ago we moved away from homemade candies. Almost all candy is packaged already, so that’s helpful.”Still, limiting the number of people who touch the candy is a good idea along with wiping down the packaging.If you're wanting to pass out candy this Halloween, it's best to do it with a mask on and try to limit the number of trick or treaters handling the candy."Some recommendations are prepackaged candy, give little candy gift bags people can grab as they get by, instead of having kids reach in with their hands and grabbing a bunch of stuff, or you passing out with gloves or getting tongs and just dropping them into or getting a scooper letting kids drop it in," said Dr. Banh.Dr. Banh's biggest concern is with Halloween parties."Having Halloween parties and getting kids from the neighbors or friends all together, that’s really different than you as a nuclear group going as a family going out trick-or-treating and doing it safely,” said Dr. Banh. “Trying to understand that we’re finally making some ground in many states and we can easily go backwards. Labor Day, Halloween all these things sort of letting our guard down on those aspects.”Doctors say it's important to stay vigilant when it comes to protecting yourself from coronavirus so that the only frightening things we're encountering this Halloween are scary costumes and decorations. 2530
