(AP) — The number of reported hate crimes and victims decreased last year in California, although the number of suspects increased, the state's attorney general reported Tuesday.Hate crime events fell 2.5% from 2017, down by about two-dozen reports to 1,066 in 2018, according to the annual report.That follows a 17% jump the prior year.The state defines hate crimes as those targeting victims because of their race or ethnicity, nationality, religion, sexual orientation, gender or a disability. The definitions have been expanded at various times in recent years. Each hate crime event can include more than one related offense against more than one victim by more than one offender.The report notes that hate crimes remain relatively rare in a state of nearly 40 million people. Overall, they have dropped about 3% in the last decade.There were 80 more suspects identified last year than the year before.The report comes a year after Attorney General Xavier Becerra provided more guidance for local law enforcement and created a hate crimes prevention webpage and brochure on identifying and reporting hate crimes. The increased outreach came after a critical state audit largely blamed the department for not requiring that local agencies do a better job in collecting data, resulting in undercounts.Anti-Islamic events dropped from 46 in 2017 to 28 last year, the new report says. But those targeting Jews increased from 104 to 126 last year.Earlier this year, authorities said a 19-year-old gunman told investigators he was motivated by hatred for Judaism when he killed one woman and wounded two others, including a rabbi, at the Chabad of Poway synagogue near San Diego. That shooting in April will be reflected in next year's report.There were no hate-related murders reported in 2018, but one rape, 39 robberies and nearly 800 reports of assaults and intimidation. Yet violent and property offenses related to hate crimes both dipped, with 838 violent and 426 property crimes reported last year. That was down from 860 violent and 451 property crimes a year earlier.Hate crimes based on race or sexual orientation both fell overall. But crimes against Latinos were up from 126 in 2017 to 149 last year, while those against blacks dropped from 302 to 276.There were 238 reports of hate crimes based on sexual orientation, down eight from the prior year.Federal authorities have estimated that more than half of all hate crimes aren't reported to police across the United States.The Associated Press found three years ago that more than 2,700 city police and county sheriff's departments nationwide had not reported any hate crimes for the FBI's annual crime tally during the previous six years, or about 17% of all city and county law enforcement agencies. 2792

(KGTV) - Mexican officials have rearrested two suspects who may be connected to the disappearance of Los Angeles firefighter Frank Aguilar who went missing in Mexico in August.Suspects Santos "N" and Fanny "N" were briefly released from a Baja jail overnight Sunday, according to media partner Televisa which confirmed the update with Mexican authorities.On Monday, ABC10 News interviewed Aguilar’s daughters, 17-year-old Bella and 23-year-old Amaris. “We were extremely devastated last night. It was probably the most hopeless we felt during this entire experience,” said Amaris.They told ABC10 News that their own sources have made significant discoveries about the suspects. They said the female suspect may have been dating their father. Officials have only said that it may have been a kidnapping setup and that the suspects were found in possession of Aguilar’s bank cards which had been used across Baja.“We don't know what happened for sure but after he went missing, between the seven weeks, they have been using his credit cards, his phone and there were blood traces [from] my dad in the location of the investigation,” said Bella.ABC10 News reported last Friday that the two suspects were arrested on Thursday but Aguilar still hasn't been found.Televisa has now learned from Mexican officials that on Sunday a judge allowed for their release but the state investigation agency got another arrest warrant at dawn and the two were apprehended.In September, ABC10 News reported that the 48-year-old's family learned that he may have been violently kidnapped from his second home in a guard-gated community in Rosarito.There were reports that his condo may have been ransacked, his vehicles were missing and Ring video showed a troubling scene.The two suspects reportedly have a new hearing scheduled for Monday night.“These people could be let out on bail and we have no other way of finding information until [they remain] incarcerated so this is our most desperate plea in our most desperate time of need,” added Bella.The San Diego FBI Office told ABC10 News on Monday that their agents are still assisting Mexican authorities with the investigation. 2193

(AP) — Google says Android phones will be used to sense earthquakes around the world and may one day be able to provide global warnings, with the first mass alert system unveiled Tuesday in California. The Android operating system maker says it's using California's network of seismometers to trigger phone alerts. “This announcement means that California’s world-class earthquake early warning system will be a standard function on every Android phone — giving millions precious seconds to drop, cover and hold on when the big one hits,” Gov. Gavin Newsom said in a statement.Android users who have enabled location services and are near a quake of magnitude 4.5 or greater will receive a full-screen earthquake warning, according to ABC News. Authorities say that could give people nearby precious seconds to seek safety. No app is needed. Google also announced that Android phones around the world will begin acting as mini-seismometers to sense tremors. Rocky, the owl recently rescued from the Rockefeller Christmas Tree, was released into the wild on Tuesday, completing a long journey that started from the world’s most famous Christmas tree.The Ravensbeard Wildlife Center showed video of Rocky’s majestic release into the wild on its Facebook page. The center is located about 100 miles north of New York City.The wildlife center said it released Rocky shortly before nightfall so the owl could find safe harbor for the night. It is believed that Rocky will join other owls in the region and head south for the winter.“She is a tough little bird and we're happy to see her back in her natural habitat. We are sure that Rocky will feel your love and support through her journey south,” the Ravensbeard Wildlife Center said in a Facebook post.It is believed that Rocky made the 170-mile trek with the tree.
