SAN DIEGO (KGTV) - San Diego lifeguards towed the remains of a beached whale from Blacks Beach to Fiesta Island Monday, hours after two whales were spotted off Orange County.Lifeguards found the grey whale on the shore about 11 a.m. It was towed from the Torrey Pines area to Mission Bay and arrived at 3:30 p.m.Experts with the National Marine Fisheries will perform a necropsy to determine why the whale died.The discovery came within an hour of a rare sighting in Seal Beach in Orange County.Two whales appeared to be stuck in one spot between a sandbar and the shoreline, near the end of the San Gabriel River Trail.Witnesses called California Department of Fish and Wildlife officials to check on the animals, KABC reported. 752

Customs and Border Protection officials announced the reduction of the commercial lanes at Otay Mesa from 10 lanes to 8 Tuesday. “4 to 5 hours,” said one driver who added another man in his fleet took more than 6 hours to make it across Wednesday. Companies say drivers are missing deadlines or just skipping the day altogether to avoid the delays. “They lose millions,” said driver Benjamin Alfaro on the already cumbersome process taking even longer, “so if they don’t do that in the normal time of course they lose money. SAN DIEGO (KGTV) — San Diego Mayor Todd Gloria was officially sworn in Thursday, marking a historic moment for America's eighth largest city. "Today, I stand in front of you as the first person of person of color and LGTBQ person to ascend to our city's highest office," Gloria said in a virtual ceremony. Gloria and five new council members were sworn in during a virtual ceremony Thursday due to the COVID 19 outbreak. Gloria is a Democrat, as are the five new councilmembers also sworn in. The Democrats now have an 8 to 1 advantage on the City Council. But even if there is political harmony, the challenges facing the city are grand.They are taking over with the region in a mandatory stay at home order due to the virus. Small businesses are shuttering, unemployment is near 8 percent, and the city could face a 4 million dollar budget shortfall next fiscal year."There are some things that people say you shouldn't touch, such as police, fire that type of thing, but if this continues on for another year, this COVID, who knows what the city budget is going to look like," said political analyst John Dadian.But in a brief speech, Gloria expressed confidence in getting San Diego back on its feet."We will be rolling out an aggressive strategy to address the worsening public health crisis in COVID-19, the economic crisis that is impacting San Diego's families, small businesses and our city budget, the housing and homelessness crisis that has become even more dire," Gloria said. SAN DIEGO (KGTV) -- San Diego Fire-Rescue Thursday pulled a man to safety who fell 30 feet into a trench on the grounds of a work site at UC San Diego. According to the department, the incident happened just before 3 p.m. on Voit Drive at Matthews Lane. Crews used a pulley system to get the worker, a man in his 20s, out of the trench. He was then taken to UCSD Medical Center for treatment of blunt-force injuries and burns he received when he landed on a steam pipe. His condition is unknown at this time. RELATED: 1 dead, 4 injured in accident at construction site at UC San DiegoNearby workers and an officer were able to climb down and stay with the worker until he could be safely lifted out of the trench.The incident comes after one of five workers injured in a construction site accident died on the UC San Diego campus in July of 2019. SAN DIEGO (KGTV) - San Diego Police announced Tuesday the arrest of a man suspected of sexually assaulting an elderly woman in a nursing home in Hillcrest. Detectives took Lusean Arline, 48, into custody Monday for the crime which occurred Oct. 27. Police did not release the name of the nursing home, but administrators with Balboa Nursing and Rehabilitation Center confirmed with 10News the attack happened in their facility.Police said the 88-year-old victim was inside the nursing home when Arline illegally entered the facility. He sexually assaulted the woman, who was in her bed, officers said. RELATED: Police arrest man suspected of biting Hillcrest restaurant workerThe victim and other patients in the room began screaming. “When staff members responded, Arline ran away,” police wrote in a news release. San Diego Police Sex Crimes Unit investigators collected evidence at the scene, including male DNA which was processed by the Crime Lab and loaded into the Combined DNA Index System (CODIS). Arline is currently being held on a parole violation.
