XIAMEN, Sept. 7 (Xinhua) -- China's southwestern province of Sichuan needs 1.67 trillion yuan (about 245.6 billion U.S. dollars) for reconstruction after the devastating earthquake on May 12, Huang Xiaoxiang, the province's vice governor, said on Sunday. "Sichuan is still in need of a large amount of fund despite the efforts of the central government, local governments and other social sectors," Huang told a conference held in Xiamen City, in eastern Fujian Province. The total funds, including those the central and other provincial governments raised, overseas donations, and lottery earnings, accounted for less than 25 percent of what the reconstruction work demanded. Quake-sufferers carry the re-found living necessities from the shattered houses at the quake-hit area of Huili County, southwest China's Sichuan Province Sept. 3, 2008 Huang said the province would rebuild 4.5 million urban and rural homes, 51,000 km of highways, 5,500 km of railways, 11,700 schools and 9,700 medical institutions. Apart from that, 2,000 reservoirs, 810 power stations and more than 100,000 hectares of farmland needed to be restored. The reconstruction work was expected to consume 37 million tonnes of steel, 370 million tonnes of cement, 210 billion bricks and 20 million cubic meters of timer.
BEIJING, Oct. 7 (Xinhua) -- Leaders of China's top political advisory body met on Tuesday to call for ideas on rural development and reform. The Standing Committee of the 11th Chinese People's Political Consultative Conference (CPPCC) National Committee will hold its third meeting in mid October. Its major topic is rural development and reform, according to a statement issued after a meeting of CPPCC National Committee chairman and vice chairpersons presided over by Chairman Jia Qinglin. Senior Communist Party of China (CPC) members will meet from Oct. 9 to 12 in Beijing to discuss major issues about promoting reform and development in the rural areas at the third Plenary Session of the 17th CPC Central Committee. Political advisors are expected to discuss the guidelines reached at the Party session, the statement said. "We shall present research findings our political advisors made about rural development and try our best to put forward as many good proposals as possible to the Party." At Tuesday's meeting, Jia called on political advisors to take an active part in a nationwide campaign to learn and implement the Scientific Outlook on Development. The campaign aims to push Party members, especially leading Party members and government officials, to learn how to implement the Scientific Outlook on Development and carry it out effectively. Political advisors should think about how to implement it in the CPPCC's work to improve its supervision on the ruling Party and participation in state affairs, Jia said.

BEIJING, July 1 (Xinhua) -- Industries with high energy consumption and emissions are developing too fast in China, along with the quick economic growth, the State Council, or Cabinet, warned on Tuesday. The traditional industry structure remained unchanged, while the service sector and high-tech manufacturing weighting fell in the national economy, State Councilors heard at a meeting focusing on energy saving and emission reduction, chaired by Premier Wen Jiabao. Meeting the energy saving and emission reduction targets set in the 11th Five-Year Plan (2006-2010) remained an arduous task, they agreed. Chinese Premier Wen Jiabao (C) presides over a meeting of the members of the State Council's leading group on energy saving and emission reduction in Beijing, July 1, 2008 With performances in conserving energy and reducing pollutant emissions introduced into administrative evaluation, those who fail to meet the goals are to be put under public scrutiny. Industries with high energy consumption and pollution should be resolutely curbed, and the land use, energy consumption and environment impact assessment should be considered in approving new projects, the State Council warned. This year should see the closure of small thermal power plants with a generation capacity of 13 million kilowatts. Outdated production capacity in cement, aluminum electrolysis, paper-making, iron and steel industries should be eliminated. The government will fund key environment protection projects, including the construction of the sewage treatment facility network. Environment-friendly construction materials should make up more than 80 percent of projects by the end of 2008. China reported a drop in both sulfur dioxide emissions and carbon oxygen demand, a measure of water pollution, in 2007. Last year, China saw a 3.27 percent year-on-year drop in energy consumption for each 10,000 yuan of GDP, Premier Wen Jiabao said in his government work report to the First Session of the 11th National People's Congress. However, the government has admitted the difficulty of hitting the targets to cut China's total energy consumption by about 20 percent and emissions of major pollutants by 10 percent by the year 2010, a goal the government set in 2006.
BEIJING, April 29 (Xinhua) -- Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, on Tuesday urged Taiwan to work together with the mainland based on four principles: "Building mutual trust, laying aside disputes, seeking consensus and shelving differences, and creating a win-win situation." He called for substantial efforts for the welfare of Chinese compatriots on both sides, to seek peace across the Taiwan Strait and create a new situation for the peaceful development of cross-strait relations. Hu made these remarks in a meeting with Lien Chan, honorary chairman of the Kuomintang Party (KMT), his wife and his delegation, at the Diaoyutai State Guesthouse in central Beijing. Hu Jintao (R), general secretary of the Central Committee of the Communist Party of China, meets with Lien Chan, honorary chairman of the Chinese Nationalist Party, or Kuomintang (KMT), in Beijing, April 29, 2008. Positive changes have taken place in Taiwan and the cross-strait relationship has witnessed sound development, said Hu. He thanked Lien for bringing to the mainland the works of a well-known Taiwan sculptor as a gift to the Beijing Olympics. Hu recalled his first meeting with Lien three years ago, which was the first official summit between the CPC and the KMT in the past 6 decades. At that first summit, the two parties publicized common aspirations for the peaceful development of cross-strait relations, which laid the political foundation for cooperation, he noted. He called for resuming cross-strait talks on the basis of the "1992 Consensus" as early as possible, to resolve problems in a practical manner, make substantial efforts for the welfare of Chinese compatriots on both sides and seek peace across the strait. "The Chinese nationality will realize a bright future in its great rejuvenation, a common glory for the compatriots of the two banks," He said. The compatriots share the same fate and belong to the same big family of the Chinese nationality, Hu said. He expressed the hope that compatriots on both banks will further join hands to create a new environment for the peaceful development of cross-strait relations, realize the great rejuvenation of the Chinese nationality, and promote the lofty cause of peace and development of mankind. In his remarks, Lien agreed with Hu. He said the principles adopted at the KMT-CPC summit in 2005 were "of epoch-making importance" and have since been the guidelines for the peaceful development of cross-strait relations. The welfare of the compatriots on both banks must be built upon the peaceful development of cross-strait relations, Lien said. He called for joint efforts to increase exchanges and cooperation in the fields of economics, culture, education and social security. Also present were senior mainland officials including Wang Qishan, Ling Jihua, Chen Yunlin and Chen Shiju.
