PG&E says the outages were necessary to prevent downed power lines from sparking more wildfires. Last month, more than 2.5 million Californians were in the dark due to preemptive blackouts.Now, state regulators are investigating whether the forced outages were warranted.“Some people in California in October were out for eleven days straight without electricity,” says Mark Toney Executive Director of TURN Utility Reform Network in California. “That is unheard of. Unprecedented.”Public utility companies are regulated state by state. There are no federal laws guaranteeing or giving residents the right to electricity and gas service. Generally, experts say in times of emergencies like hurricanes, earthquakes and wildfires, some utilities can pull the plug on services in the interest of public safety as was claimed in California.“In California, they’re only supposed to do it as a last resort,” says Toney. That’s not to say that customers don’t have any rights. In some colder places, it may be against the law for utilities to turn off electricity or gas if they are needed for heating between November 15th and March 15th even if the bills haven’t been paid. “People only have the rights that they fight for,” says Toney. “That’s how it’s always been.”Investigators in California are looking at whether PG&E properly balanced the need to provide reliable service with public safety.One thing consumer advocates recommend is getting familiar with the consumer utility bill of rights in your state and municipality. If service is shut-off improperly, they say to document financial losses and file claims against the utility companies or with the public utilities commission. 1861

The Trump administration told Congress it intends to dramatically cut the number of refugees it will admit in the next fiscal year, only up to 18,000 refugees, according to the State Department -- marking a historic low and threatening to further erode the nation's refugee resettlement program.Under President Donald Trump, the administration has slowly chipped away at the refugee cap, which dictates how many refugees may be admitted to the United States. The ceiling for fiscal year 2019 stands at 30,000, which, at the time, was the lowest level since 1980.The State Department announced the proposed refugee ceiling as part of a larger number of combined refugee and asylum claims expected for the next fiscal year.In a call with reporters, senior administration officials said the report submitted to Congress allocates admissions by "group of special humanitarian interests to the United States," instead of by region -- including Iraqis who assisted the United States, those who have suffered or feared religious persecution, and nationals of Guatemala, Honduras and El Salvador.The White House also released an executive order Thursday that requires state and local governments to consent to receiving refugees, with some exceptions. Refugee resettlement agencies are charged with placing refugees around the country, but the new executive order could allow states and local jurisdictions to deny refugees entry.The move continues the administration's push to limit the number of people admitted to the US and comes after discussion that some in the White House wanted to let 1597

  

The Trump administration is proposing to restructure its US Forest Service program that trains low-income, rural students how to respond to national emergencies.The National Federation of Federal Employees, the union that represents Forest Service employees, says the move will cut more than 1,000 jobs.The Job Corps Civilian Conservation Centers will be moved from the US Department of Agriculture to the US Department of Labor, and, in the process, nine of the 25 programs' centers will be closed down in states like Wisconsin, Kentucky, Virginia and Oregon."This action creates an opportunity to serve a greater number of students at higher performing centers at a lower cost to taxpayers by modernizing and reforming part of the Job Corps program," the Labor Department said, announcing the restructuring on Friday.The remaining 16 centers will "continue under new contract operator or partnership," the agency said.In a note to staff on Friday, Forest Service Chief Victoria Christiansen addressed what she said will be a "very difficult transition" and acknowledged that they will seek a "reduction in force."Christiansen said the transition is anticipated to be completed by the end of 2019.CNN has reached out to the Labor Department.The National Federation of Federal Employees said it expects 1,065 jobs to be eliminated by September.
