CHANGCHUN, Sept. 2 (Xinhua) -- Chinese Vice Premier Li Keqiang Wednesday said the country's old industrial base should coordinate economic growth and industrial restructuring to revitalize regional development. During an inspection tour in northeastern Jilin Province on Monday and Tuesday, Li urged stepping up innovation, pushing forward industrial restructuring, and improving people's lives, in order to achieve sound economic and social development. BUCHAREST, Oct. 18 (Xinhua) -- Chinese Vice President Xi Jinping arrived here on Sunday to start his official visit to Romania after he concluded a visit to Hungary. In a written statement upon his arrival at the airport, Xi said China and Romania have enjoyed long-term friendship, and they have enhanced political trust, cooperation in various areas, and coordination in dealing with international affairs since they forged diplomatic ties six decades ago. Noting that the Chinese government values relations with Romania, Xi said his visit was to cement traditional friendship and reciprocal cooperation by taking the chance of 60th anniversary of bilateral ties. Chinese Vice President Xi Jinping (1st R) arrives in Bucharest for an official visit to Romania on Oct. 18, 2009 "I expect to exchange views with the Hungarian leaders on bilateral relations and international and regional issues of common concern," he said. He also voiced his belief that the visit would promote traditional friendship and push forward the comprehensive, friendly and cooperative partnership with Romania. BEIJING, Sept. 16 (Xinhua) -- China's State Council, or the Cabinet, issued a new regulation Wednesday targeting prevention and remedies for marine pollution caused by ships. The regulation, which includes nine sections and 78 rules, said transportation departments under the Cabinet should compile emergency plans to deal with pollution caused by ships or related activities. Once the plans are completed and have been approved by the Cabinet, coastal governments above city level should map out emergency plans based on one proved by the State Council. China's transport departments and governments above city level have also been asked to establish emergency mechanisms and plans to prevent and deal with marine pollution. Marine management institutions should cooperate with other departments to improve monitoring and supervision over the activity of ships and pollution caused by them Professional teams to deal with emergencies, specialized equipment and facilities should be organized, according to the regulation. Anyone who is responsible for marine pollution should make efforts to eliminate the pollution hazard and make compensation. The regulation will take effect on March 1, 2010. Official statistics say 733 ship pollution accidents occurred between 1998 to 2008 in sea areas in China's jurisdiction, which led to huge economic and environmental losses. The regulations will apply to every type of shipping, except military.

"Party cadres should withstand tests of the country's reform and opening-up and the Party's ruling status," said Li Yuanchao, head of the Organization Department of the CPC Central Committee. Li, also a member of the CPC Central Committee Political Bureau, made the remarks as the Autumn term started Saturday in China Executive Leadership Academy Pudong (CELAP), China Executive Leadership Academy Jinggangshan (CELAJ) and China Executive Leadership Academy Yan'an (CELAY). "As Party cadres are being surrounded with more and more temptations, the education on resistance against corruption must be a vital task as well as the core content of Party spirit training," Li said. The three schools, approved by the CPC Central Committee, are national training bases in fields such as CPC history and Party building theory, for government officials, enterprise managers and army officials. "Schools should make it an important mission during education and training to strengthen Party spirit, ideal faith and good style, so as to play a unique role in promoting Party cadres' uprightness," he said.
