UNITED NATIONS, June 9 (Xinhua) -- China on Thursday called for governments, organizations and individuals to take active actions, enhance solidarity and establish joint prevention and treatment mechanism to deal with AIDS.Yin Li, vice Health minister of China made the remarks as he addressed the United Nations High-Level Meeting on HIV/AIDS held here."As a responsible developing country, the Chinese government has actively fulfilled its commitments in achieving universal access to AIDS prevention and treatment, eliminating social discrimination, and ensuring rights to prevention, treatment and care of people living with HIV/AIDS and their families," he said.Thanks to the efforts over the years, the spread of AIDS epidemic in China has slowed down, the morality rate considerably decreased and life quality of people with HIV/AIDS has significantly improved, Yin added.In order to achieve the goal of zero new HIV infections, zero discrimination and zero AIDS-related deaths defined by the joint UN Program on HIV/AIDS (UNAIDS), China called for all countries, organizations and persons to be mobilized, further enhance solidarity and clearly define responsibilities and establish a joint prevention and treatment mechanism.Yin said that in the face of the common challenge of HIV/AIDS, the developed and developing countries must assume shared responsibilities."The developed countries should further provide developing countries with generous, unconditional financial and technical support. The developing countries should give the same priority to AIDS control as economic development, explore the models of prevention and treatment consistent with their national conditions, " he said.In addition, the private sector and relevant organizations should assume more responsibilities. BRUSSELS, May 31 (Xinhua) -- Baby bottles containing the substance Bisphenol A (BPA) would have to be pulled from the shelves across the European Union (EU) starting from Wednesday, in a "milestone" move to better protect the health of EU citizens, an official said Tuesday."Due to the fact that there are uncertainties concerning the effect of the exposure of infants to Bisphenol A, the commission deemed it both necessary and appropriate to take action," said John Dalli, EU Health and Consumer Policy Commissioner."The aim is to further reduce the exposure of the most vulnerable part of our population, i.e. infants," he said.The ban, adopted in an EU directive in late January, would prohibit baby bottles containing BPA from placing on the EU market and import into the 27-member EU from June 1.Previously, the bloc had already banned the manufacture of the controversial baby bottles on March 1, and the industry has been withdrawing such products voluntarily.BPA is an organic molecule that is used in the manufacture of polycarbonate plastics, which are used to manufacture plastic materials, such as baby bottles.Traces of BPA can be released from plastic containers into the food they carry if these containers are heated at high temperatures. They may lead to early sexual development of children and could cause cancer, according to health officials.China would also prohibit the manufacture of feeding bottles containing BPA from June 1, while imports and sales of bottles containing BPA would be banned starting from Sept. 1.

RIO DE JANEIRO, Aug. 31 (Xinhua) -- The Brazilian city of Rio de Janeiroe may have an unprecedented dengue fever epidemic next summer, its mayor warned on Wednesday.The increasing number of dengue fever cases in the past few months shows similarities to the months predecing the 2002 and 2008 epidemics, Mayor Eduardo Paes said."Everything points to a new cycle of the disease, certainly the worst epidemic in Rio's history," he said.In 2008, Rio registered some 250,000 cases of dengue fever, with 174 people confirmed dead from the disease. In 2002, Rio had some 290,000 dengue fever cases and 91 people died.In efforts to halt the spread of the disease, Paes has declared a state of alert and is determined to take a series of measures to eliminate the habitat of the Aedes aegypti mosquito, which transmits dengue fever through its bite.Paes also announced an increase in the number of health care units for dengue fever patients. The total cost of a dengue prevention and combat program, which is expected to last until April 2012, will reach 42 million reais (26.25 million U.S. dollars).There is no vaccine against dengue fever, but Brazilian scientists are currently working on one which will immunize against four types of the disease.

BEIJING, Sep. 13 (Xinhuanet) --Experts have called for a national drug-control system after a nationwide deficit of a life-saving drug, which has lasted at least three months.Doctors at a Beijing hospital said some specialized hospitals, which perform hundreds of cardiac operations every month, have been paralyzed by their lack of protamine sulfate, which is commonly administered after heart surgery to reverse the anticoagulant effects of heparin.The earliest report of a shortage was in Hubei province on July 21. This was followed by reports of shortages in Guangdong, Shandong and Liaoning provinces.The Shandong newspaper, Qilu Evening News, quoted a regional sales manager, surnamed Zhuang, as saying the province had been allocated 150 doses of protamine sulfate after Shanghai No 1 Biochemical and Pharmaceutical Co Ltd recently resumed production of the drug."But its monthly use here is usually 10,000 doses," he said.The Ministry of Health has denied it is responsible for supplies of the drug and passed the buck to the State Food and Drug Administration, claiming the latter is responsible for the supervision of medicines.Shen Chen, head of the publicity office of the State Food and Drug Administration, said he was unaware of the shortage, but said the administration is responsible for the quality of medicines, not the supply."Development and reform authorities oversee the medicines' prices, while the industrial and commercial authorities oversee the storage. The food and drug departments only cover the approval and quality of medicines."Industry insiders said one of the reasons for the shortage was the low profit margin, which discourages companies from mass producing the drug."Some companies can't earn enough to recover their costs, therefore it is almost impossible to maintain their enthusiasm for continuing production," said Lu Guoping, secretary-general of the Shanghai Pharmaceutical Trade Association.Lu said the government should issue policies to prevent future shortages of such medicines to avoid possible nationwide public health incidents.Yi Shenghua, a lawyer at Beijing Yingke Law Firm, said the country should have a unified system to guarantee the normal supply of medicines that are widely used and drug manufacturers should fulfill their responsibilities to society, even though there is no law stipulating they should produce specific medicines.He came up with two ways to deal with the problem of companies only producing profitable drugs."The government can order businesses to manufacture a certain amount of cheap medicines. SAN FRANCISCO, July 12 (Xinhua) -- Facebook and Time Warner announced on Tuesday that they are teaming up to launch a wide- ranging, major cross-platform partnership initiative to fight bullying.The multi-media campaign, named "Stop Bullying: Speak Up" after the original anti-bullying initiative by Time Warner's Cartoon Network, will integrate broadcast, print, online and social media to educate parents, teachers and youth about the actions that will help protect young people from the impact of bullying, the two said in a joint statement.As part of the initiative, Facebook is scheduled to launch an interactive application in the back-to-school season this fall, which will enable educators, parents, and kids to make a personal commitment to help stop bullying."We care deeply about the safety of our nation's children and are proud to be partnering with Time Warner to raise awareness of bullying," Sheryl Sandberg, Facebook's chief operating officer, said in the statement."We believe that by working together with parents and teachers, we can teach young people to speak up and stop bullying," she added.Time Warner is also planning to expand its multiplatform efforts to communicate the anti-bullying message to an broader audience.It said in October, three of its magazines -- People, Sports Illustrated and Time -- and their affiliated websites will feature editorial content that highlights the problem of bullying and innovative programs and measures being taken to combat it.In partnership with Facebook, CNN's Anderson Cooper will also host a new town hall, which is scheduled to air in October and will be dedicated to discussing bullying issues confronting kids today as well as discussions with experts to teach adults on coping with the bullying epidemic."I'm confident that through our multiplatform approach and combined resources we can inspire even more people to take action against bullying," said Jeff Bewkes, Time Warner's chairman and chief executive officer.
