SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. SAN DIEGO (KGTV) -- The Metropolitan Transit System has launched an initiative to keep their buses and trolleys clean and their riders and employees safe.MTS officials said their ridership has dropped 75 percent since the start of the coronavirus pandemic. Now, with officials are seeing a recent uptick in riders, the agency is implementing new health and safety measures.Nikki Jefferson has relied on the trolley to get to work for the last three years. When the cases of COVID-19 started popping up around San Diego County, she was nervous about getting back on board.“I still use hand sanitizer after my last stop, anytime I touch the button,” Jefferson said.To help control the spread of COVID-19, the MTS is now cleaning their 800 buses and 135 trolley cars twice a day. MTS is even using the deep-cleaning fogging technique to disinfect high-touch areas.Additionally, hand-washing stations are installed at their 54 transit stops and plexiglass barriers protect bus drivers from passengers.When on a bus or trolley, passengers are urged to practice social distancing whenever possible.Officials said all riders on buses or trolleys, and riders at stops or stations, will be required to wear face masks or coverings.MTS CEO Sharon Cooney said, “We’re going to educate all of our customers so that they know you can’t come on board without as mask for some kind of face covering.”It’s a move Jefferson agrees with as she spends most of her time riding the trolley.“It makes me feel safer and less of a chance that I’m going to catch COVID-19, since I have to go to work, but I don’t want to bring it to work with me or have it around me,” said Jefferson.MTS officials said they will educate the public about the face coverings. Some staff will also have face coverings on hand. But they add if someone refuses to wear one, they’ll look into issuing a citation.So far, 33 MTS employees have tested positive for the coronavirus; 22 have recovered and have returned to work. 1984

SAN DIEGO (KGTV) -- Surveillance video shows a couple at a Kearny Mesa home, targeting an American flag.John Dodds bought his flag two years ago and displayed it with a light outside his home on Atlas Street."My father was a Navy veteran, my brother was very patriotic and instilled it within me," Dodds said. "I want everyone to know how much I appreciate this country and what the veterans of this country do for us."A flag typically flies in front of Dodd's home 365 days a year. On Thursday morning, Dodds walked outside and saw the empty flag holder, before reviewing his surveillance video.Around 8:30 p.m. Wednesday night, two people with backpacks - bandanas on their faces -  walked by. One of them walked up to his porch and yanked out the flag before she took off. Dodds posted the video on the Nextdoor app in hopes of tracking down those thieves - and his flag.        "Maybe it was a big joke to them, but I don't think they know how seriously most of us take the flag of the United States of America," he said. Dodds plans on getting another flag but is still holding out hope for it to be returned.
