(KGTV) --There is another effort to tackle our housing problems in California in the form of Proposition 21.Prop. 21, also known as the Rental Affordability Act, would allow local governments to have more authority over rent control on residential properties over 15 years old.It would exempt individuals who own two homes or less from new rent-control policies.Kimberly Ellis has been renting her current Santee apartment for three years. With rent—plus bills and food—she said everything “is just so expensive.”With her husband facing medical issues and her rent increasing every year, she said rent control is needed. “I live on a budget. It’s hard when the rent goes up,” Ellis said.A television ad for Yes on 21 is sponsored by the AIDS Healthcare Foundation. The organization has committed major funding to the cause.Pt. Loma Nazarene University’s Chief Economist Lynn Reaser said the advertisement “doesn’t even tell us what Proposition 21 even does.”She clarified it for voters.“It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said. She said the ad got two facts right—homelessness is increasing and unemployment is high.According to the California Employment Development Department, unemployment is more than 13 percent. While it is lower than the record from the start of this pandemic, it is still above the mark set in 2010 during the great recession.The AIDS Healthcare Foundation launched a similar rent control ballot measure a couple years ago, which failed.According to the Legislative Analyst’s Office, it is likely state and local entities will lose money if Prop. 21 passes. The report said it could be in the “high tens of millions of dollars per year over time.”“Depending on actions by local communities, revenue losses could be less or more,” the ballot analysis said. 1953

(KGTV) -- The new school year begins Monday morning for the Sweetwater Union High School District, and classes will be very different this time around for students and teachers due to the coronavirus pandemic.Starting Monday, Aug. 3, classes will be taught online, with all students equipped with district-issued computers, laptops or tablets to connect with teachers.SUHSD students will be on a daily block schedule that puts them in three classes per day with 30-45 minutes of virtual face time with teachers. Students’ remaining time will be independent study to complete coursework.District officials said the 2020-21 school year will begin with distance learning through at least Oct. 2. According to the district, the goal is to provide flexibility to begin the school year so adjustments can be made along the way.During the school year, the district plans to evaluate the possibility of a return to in-class instruction on three dates:-- Sept. 21: District will assess whether distance learning will continue after fall break.-- Nov. 30: District will assess whether distance learning will continue into second semester or potentially bring 10% of students back to schools.-- March 1: District will assess whether distance learning will continue through the end of the school year.If in-class instruction is allowed, all schools will have safety protocols in place that will be monitored. 1404

  

(KGTV) — While the North Complex Fire has left hundreds of thousands of acres charred, first responders found a sign of hope buried beneath the rubble last week.Butte County Sheriff's Office deputies and search and rescue personnel were sifting through the rubble of properties in the Berry Creek area on Friday, Sept. 11, when they made the unexpected and miraculous discovery.A puppy was discovered underneath blackened and charred remains of a property, according to the department. The puppy had some minor burns and was taken to Valley Oak Veterinary Center in Chico for treatment.BCSO says that the property owner reportedly had several dogs and was not able to locate the one that was left behind before evacuating in time.Deputies decided it was only appropriate to name the dog "Trooper" after finding it alive.A social media post by the department was filled with gratitude and heartwarming messages, as Northern California has seen the North Complex Fire burn 258,802 acres through Butte and Plumas counties since Aug. 18.
