SAN DIEGO (KGTV) — Evacuees at MCAS Miramar have circulated a petition at the base after a coronavirus patient was mistakenly reintroduced to those under quarantine.The petition, which begins by thanking the Centers for Disease Control and Prevention, suggests several actions be taken at Miramar to mitigate the potential spread of the virus.Samples from three patients brought to UC San Diego Medical Center were not labeled consistently with CDC regulations, leading to results being returned as negative, when in reality, the samples were not tested.RELATED: Mislabeled sample led to release of COVID-19 patientOne of those patients ended up testing positive for coronavirus. She was placed under self-isolation at the base before being brought back to the hospital.The petition:Following the confusion, a petition — written in both English and Chinese by an unknown author — suggested several precautions be taken in the future:"Everyone in the facility be tested;Preventing the gathering of large numbers of people into small, enclosed environments. The alternatives we suggest are the following:In room temperature taking in the morning;Meals delivered to the door;Townhalls through conference calls;Periodic delivery of personal protective gear to each room including masks and sanitizing alcohol for in room disinfection;Provision of hand sanitizer at the front desk and in the playground; andDisinfection of public areas 2-3 times/day including playground, laundry room, door knobs, etc."The petition adds that, "CDC’s current working assumption is the virus won’t spread until symptoms develop. However, we strongly disagree with using that assumption as the basis against broader testing ... As such, we believe testing everyone at the facility would help identify potential suspects as early as possible, so the appropriate treatment could be put in place."RELATED: First case of coronavirus confirmed in San DiegoThe patient who tested positive for coronavirus is said to be doing well at UC San Diego Health. During a press conference Tuesday, officials said there has not been a known breach in the quarantine and there shouldn't be a concern among the general public."When you look at the big picture, the community remains safe, the people on the base remain safe, with the exception of one little laboratory piece," one official told the media.The first flight carrying 167 evacuees arrived at MCAS Miramar on Feb. 5, before a second flight carrying 65 evacuees arrived the next day. Feeding San Diego is helping bridge the hunger gap in hopes of making it easier for active-duty military, their families, and veterans to get the food they need and deserve. Desiree Mieir is a mom of four. Her husband is currently serving his tenth year in the Navy. She says the high cost of living in San Diego makes it tough to survive here. "It's several dollars of a difference as far as gas goes. Milk, eggs, all your basic necessities," said Mieir. "If we want to go on a day trip, we have to make room in the budget for that." Now, every month, the family gets access to free food at Dewey Elementary School, one of Feeding San Diego's distribution sites. The access gives families some financial relief without compromising the kid's nutrition. SAN DIEGO (KGTV) — Empty school busses belonging to the San Diego Unified School District are being driven around even though most students continue virtual learning.While this happens, San Diego Unified sits in Phase One of its reopening plan — meaning many students are still at home. Erin Coller's 5-year-old is in the school district. Right now he's learning from home but Coller says she seen busses in the neighborhood."Every time I see one of those busses I just think who is riding them - where could they possibly be going," says Coller. "It stopped at our house around the time that it used to come to our house and I was loading the kids in the car and I was like are you and angel can you just take them and drive them around please, what are you doing and he was just driving the route."At the end of October, Team 10 followed school busses on several days to see where they're going and what they're doing. After leaving the bus yard in Kearny Mesa, one bus headed north to the Scripps Ranch area. The bus made several stops like it was following a planned route, but no students ever got on or off. About 90 minutes and 31 miles later, the bus was back at the yard.Another bus left the yard later that same afternoon and headed to a school in the Poway area. It picked up one student and then headed south to drop them off.The next week, another bus bus went from the yard to Interstate 805 south. It continued on to State Route 54 east to then over to SR-125 north. The bus then completed the circle on SR-52 west. About 40 miles and 53 minutes later, the bus was back in the yard. It never stopped.Standing outside the school lot, bus movement is constant. SDUSD says for good reason."Just starting them up and running them in the parking lot for 10 minutes is not sufficient. They need to put on several miles to make sure that that transmission is maintained that fluids are at the right levels that seals and gaskets are all working also to make sure that our batteries are all charged," says Marceline Marques, SDUSD's operations support officer.Marques oversees the district's transportation."During a regular school year, you would see busses operating empty. I think it just stands out right now because most of our students are participating in online learning," Marques said.Part of that time on the road is driver proficiency. Right now, along with honing their skills, drivers are doing everything from delivering textbooks, to educational supplies, and computers to students' homes.They are evaluating stops for safety and space with social distancing requirements and evaluating school drop-off areas for physical distancing needs and adjustments among other things. The list of driver responsibilities goes on."If it's diesel it needs to be run or it can have problems but as far as delivering supplies I'm shocked to hear that they are doing that because we have multiple students at our school who can not come pick up supplies," one parent told Team 10.The district says it pays .83 per gallon for renewable diesel. Busses average about seven miles per gallon. So that first 30-mile trip we watched cost a little less than in gas. The bus that didn't stop, about .50 for that trip."I think that the practice of running our buses far outweighs the cost of the fuel or the concern that folks have when they see it running without a passenger," Marques said.Right now, about 150 busses are transporting students. Others are being used to help in other ways and some like we saw are rotating through that maintenance schedule. The district says overall, it needs to be ready for the next phases in reopening. 3654

  

SAN DIEGO (KGTV) — For several months, San Diegans were invited to weigh in on the Port Master Plan proposal. It's the Port of San Diego's first comprehensive update in nearly 40 years, aiming to reflect changes in the needs and priorities of the region. The Port manages 34 miles of San Diego Bay and Waterfront along Chula Vista, Coronado, Imperial Beach, National City, and San Diego. When the Port published the proposed master plan in April, several communities voiced major concerns; two of the most vocal being Coronado and Point Loma residents. "We have this little slice of history, and I think it's our obligation to preserve, so it's enjoyed generations to come," said Cameron Lilley, a multi-generational Point Loma native.For months, Lilley has been garnering community support in opposition to some of the proposals impacting Shelter Island. "We started digging into it and quickly realized that there were so many points that really didn't consider the locals in the restructure of our community," said Lilley. Some of their primary concerns:Up to 1600 new hotel rooms70,000 square feet of retail and restaurant spaceRemoving private and historic docksThe Port received nearly 3,000 comment letters in response to its initial proposal. On Monday Port commissioners listened to public comment and made recommendations to staff.Direction to staff for the Shelter Island Planning District:No new hotel rooms on Shelter Island, move them to Harbor Island 30-foot height limit, consistent with City of San Diego height limitKeep Marlin Club at current location La Playa Piers - keep piers the way they are; open to the public with gangways and floating docks to remain privateLa Playa Yacht Club - no perimeter walkway, pursue other methods to provide public access to the areaScott Street - no reconfigurationAdd clarifying language:While it was never the Port’s intent to build a restroom on the La Playa Trail or at the trailhead, add language to clarify that no restrooms will be built Clarify the Port’s intent for the La Playa Trail to maintain it in its natural stateClarify the Port’s intent to maintain and protect current maritime usesPort staff will bring a revised proposal back to the table in six months, giving the public another opportunity to weigh in. 2289

  

SAN DIEGO (KGTV) - Five people who witnessed a potentially deadly situation were honored by the California Highway Patrol Friday to taking action that helped save a man's life.Dennis McNea is a driver for the Freeway Service Patrol. His job is to help stranded motorists. But Nov. 13, 2019, he was driving on State Route 94 when he suffered a medical emergency. "Almost hit me," said witness Gina de la Torre, a Navy sailor who was on her way home at the time. "And as I saw him, he was hitting the highway barrier and I noticed that he was slumped over in his car."RELATED: Community helps man devoted to keeping park cleanAnother witness, Alberto Robles, used his own truck to make contact with McNea's, slowing them both down to a stop. The other four, including de la Torre, stopped to help. "They just kind of stopped and looked at me like, 'What do we do?'" she told 10News. "So that's when I was like, okay, keep calm and just do whatever you have to do."They performed CPR until medics arrived. "I don't remember what happened to me at all," McNea said. "I woke up in the hospital a couple of days later. "A million thanks is not enough. They gave me a lottery ticket. They gave me life. He says he plans to take CPR training so he can provide the same life-saving support he received to others in need. 1675
