PINELLAS COUNTY, Fla. — Millions of drivers received refunds on their car insurance after the pandemic forced a national shutdown. But the I-Team found out at least one major insurance carrier is asking to raise rates for drivers across Florida.Pinellas County resident Robert Stickler and his wife started working from home after the pandemic shut down Florida in March. “My family hasn't been driving, the cars have been sitting," Stickler said.Their insurance carrier Geico and many other large auto insurers in the nation refunded drivers. The Sticklers were refunded 15 to 20 percent of premium costs after the pandemic delivered a drastic dip in accidents and claims. That credit was reflected on the Stickler family bill.Robert Stickler welcomed the refund but said they suffered sticker shock when Geico socked them with a 0 rate hike to their 6-month policy in June. The increase was approved by the state. “It was going to be over 4 a month for 3 older vehicles,” said Stickler.In a letter from Geico:"There are many factors that affect your insurance premium such as age, driving history, location and the increasing cost of vehicle repairs." But this driver says that explanation does not add up. “There had been no changes what-so-ever,” said Stickler.We reached out to Geico and have yet to hear back. The I-Team checked state records and found Geico petitioned the Florida Office of Insurance regulation between March and August for a separate rate hike of nearly 7 percent after the pandemic hit.Doug Heller is with the Consumer Federation of America, a watchdog group that called on Geico this past May to give back some of its profits the CFA claims the company raked in during the pandemic as drivers stayed off the road. “We are paying premiums as if the pandemic never happened,” said Heller.The I-Team reviewed second-quarter profit earnings for some of the nation’s largest insurance companies. We looked at overall profits which include their auto insurance and found Allstate, Progressive and Geico business shot up by hundreds of millions of dollars for the second quarter of this year compared to the second quarter of 2019.Geico's parent company reported to investors its 2020 overall insurance profits were, ”...largely attributable to unusually high earnings from Geico due to lower claims frequencies. These results are likely to be temporary…"Former Florida Deputy Insurance Commissioner Lisa Miller says there’s a state law that regulates how much insurance can profit. “We have very strict set of factors of what these insurance companies can profit," Miller said. No one is alleging that Geico or any other insurance company made an excessive profit. On Thursday, the United States Air Force Academy announced that President Trump nominated Lt. General Richard M. Clark to become the Academy's first Black superintendent. According to the U.S. Air Force Academy, if the Senate confirms Lt. Gen. Clark's nomination, he will become the second Black general to head up a service academy. He will be in charge of the Academy's undergraduate academic program, cadet military, and athletic training and character development.“I am extremely humbled and honored by the nomination to serve as the Superintendent of the Air Force Academy,” said Lt. Two Miami (Ohio) University students filed a federal lawsuit on Monday claiming the university relied on "erroneous" information when it suspended them for violating Miami's student code of conduct related to COVID-19. Miami suspended the students, identified as Jane Roe and Jane Doe, based on an Oxford police investigation. The party was held Aug. 22 at the off-campus home Doe and Roe shared with eight other students, according to the lawsuit. An Oxford police officer cited Roe and Doe, both juniors, for violating city ordinances that limited noise and mass gatherings, according to records filed by their attorneys. The Oxford City Council passed the "emergency" mass gatherings ordinance in response to concerns about COVID-19. The ordinance limits social events to 10 individuals at the same time. Court records show Miami's administrative hearing officer determined that Roe and Doe violated the university's code of conduct and may have placed students at risk of contracting COVID-19. "I was not found responsible for hosting, planning, inviting, nor even being outside when the “mass gathering” was occurring," wrote Roe in her appeal letter. "I only came outside pursuant to a request from an Oxford police officer to speak with a resident regarding noise."Roe wrote that she took a leadership position by "stepping up" to comply with the officer's request."Now I am the one suspended from my school," she wrote. Doe echoed Roe's comments in her appeal letter."Perhaps most importantly, the timing of this incident is paramount to the case, as the date in question was Aug. 22, 2020, the first week of classes at Miami," Doe wrote. "Students were receiving limited clarifying information as to the exact expectations of the university."Clarifying guidance for Miami's policy on mass gatherings was provided five days after the Aug. 22 party, according to the lawsuit.Roe and Doe both lost their appeals, according to Miami records filed in the lawsuit.The Appeals Board agreed with the hearing officer's finding that there was "reasonable fear" that the party during a pandemic "may have endangered many people," according to Gerald Granderson, chair of the appeals board.
