SAN DIEGO (CNS) - Authorities reached out to the public today for information about an Egyptian man who was found dead under potentially suspicious circumstances off the coast of Mission Beach.The body of 37-year-old Haitham "Max" Elshayeb was floating about two and a half miles from shore when a fisherman on a boat spotted it shortly before 10:30 a.m. Oct. 10, San Diego police said.The body, dressed only in surfer-style shorts, didn't show any obvious signs of traumatic injuries, Lt. Anthony Dupree said. A possibly suspicious circumstance, however, was a chain wrapped around the dead man's waist, though it might have been used simply as a belt or style accessory, the lieutenant said.Homicide detectives were called in to investigate the fatality "out of an abundance of caution," and the death has been classified as suspicious, Dupree said. Gavin Newsom announced Monday the state will send .7 million to support San Diego's proposed purchase of two hotels to provide more than 330 rental housing units for San Diegans experiencing homelessness.The funds -- part of the state's Project Homekey -- will go toward the purchase of the Residence Inn Hotel Circle and Residence Inn Kearny Mesa, to be considered by the San Diego City Council in October.The purchase of the two properties would create 332 permanent supportive housing units, with 72 of the units having two bedrooms, enough to provide housing for more than 400 individuals. According to a city statement, the units were determined to require minimal work before people could move in. The Hotel Circle property was built in 2003, while the Kearny Mesa property was built in 1990 and underwent a renovation in 2013."San Diego has proven we can put state dollars to action on programs and services that reduce homelessness," said Mayor Kevin Faulconer. SAN DIEGO (CNS) - A Tijuana man and his three adult children were indicted by a federal grand jury for allegedly smuggling hundreds of illegal immigrants across the border for profit, the U.S. Attorney's Office announced Friday.Luis Antonio Mendez-Brahan, 55, remains at large, but his children, Christopher Mendez, 28, and Wendy Monserrath Mendez, 24, both of Wasco in Kern County; and Nancy Jacqueline Suarez, 31, of Madera, were arrested at their homes on Thursday, prosecutors said.Mendez-Brahan is accused of leading the smuggling scheme for nearly a decade, which allegedly operated near the Tecate Port of Entry and "used an ever-changing cadre of spotters, guides and drivers" to move "hundreds of illegal aliens into the United States."Mendez-Brahan is accused of charging between ,000 and ,500 for each person smuggled into the U.S., while his children allegedly used family members in both countries to move the money.
