SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. Meanwhile, the Employment Development Department continues to be inundated with people trying call. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills. SAN DIEGO (KGTV) — San Diego County has issued eight cease-and-desist orders to College Area homes, including six affiliated with Greek life organizations, ahead of reported Halloween gatherings.The orders say the eight residences, "intends to hold large gatherings on October 30, 2020 - November 1, 2020 in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."If the residences hold large gatherings, the cease-and-desist letters say they may face, "actions necessary to enforce the orders and the gathering guidance," which can include criminal misdemeanor citations and a ,000 fine for each violation.RELATED: Stay-at-home advisory issued for San Diego State students over HalloweenGatherings in the state's Oct. 9 health order must include no more than three households.In a statement, County Public Health Officer Dr. Wilma Wooten said the county's livelihood is directly tied to the actions of all residents."We were compelled to take this action because there is a great deal at stake. SAN DIEGO (KGTV) - San Diego Police are investigating Monday the discovery of a woman's body in a car parked in the Crown Point neighborhood of Pacific Beach.The decomposed remains were found in a black Acura SUV in the 3700 block of Yosemite Street, a residential area three blocks west of Crown Point Park.Neighbors had called to report the vehicle due to a foul odor.The window on the passenger side of the vehicle was broken by police, according to our 10News crew.Officers said the death did not appear to be suspicious, however they did not release details about the circumstances. 595

SAN DIEGO (KGTV) - Ralphs grocery stores are extending their hours to help seniors and provide greater flexibility for the general public, according to Director of Corporate Affairs John Votava.All stores will open at 6 a.m. - 7:30 a.m. for shoppers 60 years and older. "They're the most vulnerable population out there today, so we want to make sure they have time to come into our stores and shop uninhibited," Votava said.Locations will remain open to the public until at least 10 p.m., some will stay open later.Ralphs is also offering free pharmacy delivery for most locations and free pickup service for most grocery orders. Families took advantage of the pickup service Sunday at the Ralphs in Mission Valley. "I think it's going to make people feel comfortable shopping in a different way. If you can order online or call it in for sure," Tim Earp said through a mask.Votava said they're working on other safety features to protect customers and their employees. Plexiglass will be installed next week at checkout counters, and decals are already on the floor to encourage social distancing at checkout.Votava also said employees are allowed to wear masks and gloves while they work.He does have one request for anyone in the store, "if you see a senior who is shopping throughout the day, please let them cut to the front of the line so they can get in and out of the store safely."Votava said this is the new normal for now, and the store hours will reflect that indefinitely.
