LANZHOU, July 10 (Xinhua) -- Local governments should promote the spirit of quake relief to carry out reconstruction work and economic and social development, said a senior Chinese official.     Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said this during his inspection tour to quake-affected Shaanxi and Gansu provinces from Sunday to Thursday that there have been heavy tasks for local governments in terms of relocating quake survivors and rebuilding damaged or destroyed facilities. Wen Jiabao paid an inspection tour to Guangdong on Saturday to investigate and research the province's economic situation.The premier visited steel, shoes, digital machinery and high-tech enterprises in Guangzhou, Dongguan and Shenzhen to know their production, sales and products development.     More efforts should be made in the research and development and improvement of technological levels to create home-made brands and increase competitiveness, he said.     Just as with the whole nation, Guangdong has a good social and economic situation, but also faces many new difficulties and problems, Wen said. Some exports-oriented small and medium-sized enterprises in the Pearl River Delta area have felt the increasing impact of the world's economic growth slowdown and shrinking foreign demands, he noted.     The fundamental way to deal with the challenges is to deepen reform and opening up and promote development in a scientific way, said the premier.     During the visit, Wen talked with staff and managers of enterprises and urged them to attach importance to innovation.     The key to the development of a country, a nationality and an enterprise is innovation, Wen said. Only continuous innovations can enable the Chinese nation stand up in the world and enterprises become leaders of their industries, he said.     Guangdong has made great achievements in economic and social development in the past 30 years, realized a historic jump and contributed a lot to the country's reform and opening up and modernization construction, Wen said. The province should continue to take the lead in the country's reform and opening up, he added.

BEIJING, May 16 (Xinhua) -- Chinese President Hu Jintao Friday went to Beichuan County of Mianyang City to visit people affected by the southwest China earthquake, encouraging them to be confident in overcoming hardships caused by the disaster.      Hu first visited quake victims in Shengli Village, Leigu Town of Beichuan. More than 1,000 out of the 18,000 population in Leigu Town died or were missing in the quake. We feel your anguish.     "The whole Party, army and all the people have been mobilized to support the quake relief work," he said.     Hu went out the tent and said to people standing along the road, "We will make every effort to rescue stranded people, treat the injured and make proper arrangements for the victims, as well as helping you to rebuild your homes." He thanked the volunteers for their contribution to the rescue work.     He also visited the Mianyang City Central Hospital, telling the medics to make every effort to treat the injured. In the meeting room of the airport, he and Premier Wen Jiabao, who had been directing relief work in the disaster-hit areas since Monday, discussed the quake-relief work.     The meeting said "rescuers must reach not only towns but also all villages." The survivors who had been rescued must be transferred to safer places in time, and children who lost their parents and elders who lost their family members in the quake must be properly cared for.     Also Friday morning, Premier Wen Jiabao told Chinese media on a train in Sichuan that saving lives remained the top priority almost four days after the quake.     "We won't give up if there is even the slightest hope of finding more survivors," he said.     The death toll from the powerful earthquake rose to 22,069 nationwide as of 2 p.m. Friday, while 168,669 people were injured, according to the emergency response office of the State Council.

  

BEIJING, June 6 -- Shareholders of China Vanke Co, the country's largest publicly traded property developer, have approved a decision to spend 100 million yuan to rebuild homes in quake-stricken Sichuan.     The company has been under fire from netizens since the earthquake after Wang Shi, its high-profile chairman, announced the real estate giant would donate 2 million yuan to the quake-hit areas and told his employees not to donate more than 10 yuan.    In the face of the ensuing barrage of criticism by the media and netizens, Wang apologized on his blog. At yesterday's meeting, he apologized to shareholders as well: "I want to apologize unconditionally to all shareholders, I won't try to defend myself."     Wang also admitted his comments about quake donations have damaged Vanke's brand image and he was sorry for that.     As a lesson from this episode, Wang said, Vanke would have a spokesperson in the future and try to desist from doing anything that hits its share prices, as it did this time. Workers rebuild a road between quake-hit Dujiangyan city and Wenchuan county."If Vanke's performance suffers because of my personal comments, I will resign immediately," said Wang.     Some shareholders, however, worry the apology may have come too late. "As a public figure, he should learn from this experience," said a shareholder who preferred not to be named.     Analysts said the meeting and Wang's apology will take some pressure off Vanke.     "It is not easy for a public figure like Wang Shi to apologize - either in public or in front of shareholders," said Zhang Luan, an analyst from Haitong Securities. Zhang said the decision of the shareholders to clear the funding also reflects the company's determination to contribute to the relief work in a big way.     Vanke's investments in Sichuan will be made over the next three to five years, Vanke had said in a previous statement to the Shenzhen Stock Exchange.     The May 12 earthquake in Sichuan province destroyed 5.4 million homes and damaged 21.4 million, according to the Ministry of Civil Affairs. More than 12 million people left homeless by the earthquake will have to be relocated.     "Vanke may build anti-quake homes there to broaden its property development," Bloomberg quoted Liu Xihui, a real estate analyst at Pingan Securities Co, as saying. "More developers may follow suit."     Vanke rose 4.7 percent to 20.5 yuan in Shenzhen trading on Wednesday. The stock has dropped 29 percent this year after almost tripling in 2007. Trading was suspended yesterday because of the meeting.

  

BEIJING, Oct. 7 (Xinhua) -- Leaders of China's top political advisory body met on Tuesday to call for ideas on rural development and reform.     The Standing Committee of the 11th Chinese People's Political Consultative Conference (CPPCC) National Committee will hold its third meeting in mid October. Its major topic is rural development and reform, according to a statement issued after a meeting of CPPCC National Committee chairman and vice chairpersons presided over by Chairman Jia Qinglin.     Senior Communist Party of China (CPC) members will meet from Oct. 9 to 12 in Beijing to discuss major issues about promoting reform and development in the rural areas at the third Plenary Session of the 17th CPC Central Committee.     Political advisors are expected to discuss the guidelines reached at the Party session, the statement said. "We shall present research findings our political advisors made about rural development and try our best to put forward as many good proposals as possible to the Party."     At Tuesday's meeting, Jia called on political advisors to take an active part in a nationwide campaign to learn and implement the Scientific Outlook on Development.     The campaign aims to push Party members, especially leading Party members and government officials, to learn how to implement the Scientific Outlook on Development and carry it out effectively.     Political advisors should think about how to implement it in the CPPCC's work to improve its supervision on the ruling Party and participation in state affairs, Jia said.
