SYLMAR, LOS ANGELES (KGTV) -- Crews are battling a rapidly-spreading brush fire in northern Los Angeles County late Thursday night amid a statewide Red Flag Warnings.News station ABC7 is reporting that the 15-acre blaze, named Saddleridge Fire, is burning near homes and power lines.The fire erupted around 10 p.m. near the westbound 210 Freeway near Yarnell Street, according to the Los Angeles Fire Department.Flames stopped traffic along the 210 when the fire jumped from the westbound side to the eastbound side. The Army Criminal Investigation Division (CID) has confirmed that a soldier who was wanted in connection with the disappearance with Pfc. Vanessa Guillen shot and killed himself during an interaction with police Wednesday morning.In their statement, CID also confirmed that a civilian suspect had been taken into custody by the Texas Rangers in connection with Guillen's disappearance. The civilian, an estranged wife of a former Fort Hood soldier, is currently being held in the Bell County jail.The Army did not identify either suspect in their statement.The announcement came as Guillen's family delivered a powerful press conference in Washington, calling on Congress to investigate her disappearance and sexual harassment in the military.During that press conference, the family said they believe that remains that were found in Texas on Tuesday were Guillen's.Family members also said her superior officers sexually harassed Guillen before her disappearance. They said that before her disappearance, Guillen told family members and other soldiers that she was being harassed by her superiors. However, she did not report the abuse to her superior officers because she feared retribution.Guillen's sister gave an impassioned speech in which she accused Army officials of "lying to her face" throughout the investigation into Guillen's disappearance.Rep. Tulsi Gabbard, D-Hawaii, appeared at the press conference along with the family and echoed calls for a Congressional investigation."We need to know why she did not get the help when she needed it," Gabbard said.Guillen, 20, was last seen around 11:30 am in the Regimental Engineer Squadron Headquarters' parking lot at Fort Hood on April 22.It wasn't until late June that the Army said it suspected foul play in connection with Guillen's death. TALLAHASSEE, Fla. — A Florida judge sided with a state teacher's union Monday in ruling that the Florida Department of Education could not require all brick and mortar schools to open by the end of the month or lose funding.Leon County Circuit Judge Charles Dodson ruled in favor of the Florida Education Association (FEA), in a lawsuit meant to stop the Education Department's order that would require all schools in the state to reopen for in-person classes by Aug. 31 or face loss of funding. The union filed their lawsuit shortly after the mandate was issued on July 6, claiming the order was in violation of the constitution's safe and secure public education guarantee.The FEA said Monday's ruling is a victory for schools all around the state of Florida."It is a pushback on reckless disregard on human life," said Randi Weingarten, the president of the American Federation of Teachers. "It is a pushback on politics overtaking safety and the science and the well being of communities."Fred Piccolo, a spokesperson for the governor's office, said the state intended to appeal the ruling."We intend to appeal this ruling and are confident in our position and in the authority of the Commissioner and the Governor to do what is best for our students," Piccolo said.The legal team for the FEA says the state can appeal, which would mean an automatic stay in the ruling given Monday. Statistics released by the U.S. Consumer Product Safety Commission on Friday claimed that 10,000 Americans were injured from firework mishaps in 2019, resulting in 12 fatalities.The agency says that 73% of the incidents occurred between June 21 and July 21. While seemingly more harmless than other fireworks, sparklers accounted for a plurality of the injuries, resulting in 900 injuries, half of those were from children under the age of 5.The CSPC said that fireworks killed at least 12 Americans in 2019, several of the deaths happened when victims held and ignited fireworks.With many local firework shows canceled or postponed this summer, there is concern over even more mishaps occurring this summer."Many Americans will not get to see the grand, professional fireworks displays this 4th of July given the cancellations of public celebrations and stay-at-home orders across the country. As an alternative, people are purchasing their own fireworks in an effort to recreate that tradition at home," said CPSC Commissioner Dana Baiocco. "The need for safety awareness regarding fireworks is greater than ever," she said, "and anyone who plans to use consumer fireworks this year should review and follow CPSC's simple safety tips to prevent injuries and incidents."The CSPC issued the following tips for a safe celebration:Never allow young children to play with, or ignite, fireworks, including sparklers. Sparklers burn at temperatures of about 2,000 degrees Fahrenheit—hot enough to melt some metals.Keep a bucket of water or a garden hose handy, in case of fire or other mishap.Light fireworks one at a time, then move away quickly.Never try to relight or handle malfunctioning fireworks. Soak them with water and throw them away.Never place any part of your body directly over a fireworks device when lighting the fuse. Tacked onto the coronavirus stimulus bill is new legislation tackling one of the most controversial practices in health care – surprise medical bills.That's when you go to the hospital or have an elective procedure and then later find out some of the doctors or facilities were out of network, meaning you could owe tens or hundreds of thousands of dollars.The most impactful part about the legislation is that patients would no longer get those surprise out-of-network bills for emergency care or for a planned procedure. They will instead be billed an in-network rate.Out-of-network providers would have to give patients a heads up on estimated charges, at least three days.Air ambulance companies would also not be able to charge more than in-network costs. Ground ambulances were not included.Insurance and providers have to go to arbitration to work out the final payment. It's a complex solution advocates say could end up costing Americans more in the long run.“So, a mediation process that some states have put in place, but research has shown that it increases the likelihood that consumers face higher premium costs on the back end,” said Clare Krusing with the Coalition Against Surprise Medical Billing.That Coalition had been pushing for policies that, in their simplest form, would have essentially made in and out-of-network rates the same. Savings that in-part would have funded community health centers.“Not only is that approach the cleanest way of dealing with this, but it also saves the patients and taxpayers the most money, who are going to save billion over 10 years.The group plans to continue to push for more terms around that arbitration process to prevent abuse, driving up costs.None of the new surprise medical bill legislation takes effect until January 2022. 1803
