(KGTV) - The death of actor Luke Perry from a stroke is raising awareness about the health issue among younger patients. Strokes, which are typically associated with the elderly, are appearing more in people under 50 years old, according to Sharp Health Care. According to the American Heart Association, a stroke happens when a clot in a blood vessel stops blood from reaching the brain. Doctors believe the increase is due to higher rates of obesity and diabetes, and poor management of blood pressure and cholesterol levels. Risk factors include smoking, high cholesterol, and high blood pressure. The early warning signs can be remembered as F.A.S.T.:- Face drooping- Arm weakness- Speech difficulty- Time to call 911 “There is this ‘golden window,’ usually within the four and a half hours after the onset of stroke symptoms where people who receive medical treatment during this time have a better chance of survival than those who don’t,” says Dr. Amirhassan Bahreman of Sharp Grossmont Hospital. The only FDA-approved treatment for ischemic strokes dissolves the clot and improves blood flow, according to the American Stroke Association. However, it must be administered within three hours. (KGTV) — Saturday, California reported that the San Joaquin Valley region, which includes 12 counties, ran out of space in its ICUs as COVID-19 cases climb.The state's website says the region, which has been under the new regional stay-at-home, has hit 0% ICU capacity. The region includes Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, and Tuolumne counties.The region's capacity sat at 4.5% a day earlier.Last week, the San Joaquin Valley and Southern California regions were placed under the state's stay-at-home order for falling under 15% ICU capacity.The Southern California region, which includes San Diego, Imperial, Inyo, Los Angeles, Mono, Orange, Riverside, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties, was at 5.3% ICU capacity on Saturday. A 22-year-old Kansas City, Missouri, man has been charged in the shooting death of 4-year-old LeGend Taliferro, the Jackson County prosecutor announced Thursday. During an afternoon press conference, authorities announced that Ryson B. Ellis, 22, has been charged with LeGend's murder. He faces one count each of second-degree murder and unlawful use of a weapon and two counts of armed criminal action.Ellis was arrested shortly before 3 p.m. on Thursday and booked in the Tulsa County Jail in Oklahoma.A woman who was in the apartment at the time of the shooting, identified in a KCPD probable cause statement as the sister of LeGend's father, told police she had a child with Ellis, who she alleged had assaulted her a few days before the deadly shooting.After that incident, which didn't involve LeGend, the woman's brothers, including LeGend's father, confronted Ellis at his residence, where an altercation ensued.The woman also told KCPD investigators that she received threatened messages from Ellis through social media after Legend's murder.LeGend's family was on hand at a press conference to announce the charges.Charron Powell, LeGend’s mother, said that she is “grateful that we are in the steps to justice,” but also expressed remorse for her son’s suspected killer and the culture of violence in Kansas City.“This is a lose situation, for my family, and including his,” Powell said of Ellis. “We have to take it a step farther and calm the violence down.” BREAKING: 22-year-old Ryson B. (KGTV) - The Republican-led effort to repeal California's controversial gas-tax has gathered enough signatures to land on the 2017 ballot.The effort says they have gathered nearly 900,000 signatures, though they only needed 585,000 signatures to qualify for a spot on the ballot.Former San Diego City Councilmember Carl Demaio, who led the effort, slammed the gas-tax, noting the signature support is a message to state leaders.RELATED: Gas tax could pay to repave hundreds of county roads"That outpouring of voter disgust with the car and gas tax hikes should be a message that Sacramento politicians should hear loud and clear," Demaio said.California's gas-tax was passed by Gov.
