SAN DIEGO (KGTV) - Ring doorbell video could provide the break in the strange disappearance of rent checks in North Park.A noise caused Ken Frederick to scramble from his home just past midnight Saturday, downstairs to his business, a property management company on 30th Street. He found junk mail - removed from his mailbox - coated with a sticky substance. He ended up near the front door and found a lone check that a tenant had dropped into the overnight mail slot. He checked his surveillance video, which showed a man in a hoodie appearing to jam some sort of stick-like object into the mail slot, before he removes it and takes off."We feel violated, like someone coming into your home," said Frederick.Frederick dug into his other Ring videos and found one from early last Wednesday morning. It appeared to be the same man, same hoodie, and same stick. This time, after he takes the stick out, he appears to put something in his pocket."If you know somebody's been in your business, it makes you feel insecure," said Frederick.Frederick is checking with his tenants to see if any rent checks put in the slot have disappeared. Another property management company nearby tells 10News they have had about ten rent checks vanish since June.As for the sticky substance, it's a familiar one. In the past year, 10News has reported on thieves 'fishing' checks with glue traps out of local postal collection boxes. SAN DIEGO (CNS) - The state Supreme Court Thursday ruled that a San Diego citizens' initiative that cut back city employee pensions was illegally placed on the ballot, and ordered an appeal court to consider a remedy.Proposition B, initially approved by voters in 2012, eliminated guaranteed pensions for new city employees, except police officers, and replaced those benefits with 401(k)-style retirement plans.In 2015, one of the city's largest public sector unions challenged the benefit system, alleging former Mayor Jerry Sanders and other officials illegally placed the measure on the ballot without conferring with labor groups. The Public Employees Relations Board ruled with the union, but the Fourth District Court of Appeal reversed the decision in April 2017.Now, the appeal court's decision is overturned."We reverse the Court of Appeal's judgment and remand for further proceedings to resolve issues beyond the scope of this opinion," wrote Associate Justice Carol A. Corrigan in Thursday's decision, in agreement with the other five justices.A city spokesperson couldn't be reached for comment.The court ruled that although it was a citizens' initiative, Sanders' support of Prob B as policy warranted engagement with the unions under the Meyers-Milias-Brown Act, which gave city and county employees the right to collective bargaining in 1968.Governing bodies "or other representatives as may be properly designated" need to engage with unions "prior to arriving at a determination of policy or course of action," according to the act.Sanders had said he supported the measure as a private citizen, not a public employee. SAN DIEGO (CNS) - Two pregnant women in San Diego County have been hospitalized due to flu complications, the county's Health and Human Services Agency announced Wednesday. A 40-year-old woman spent 16 days in the intensive care unit and a 30-year-old woman spent nine days in the ICU. Both women were unvaccinated, in their third trimesters and contracted influenza A. According to the Centers for Disease Control and Prevention, pregnant women have some of the highest risk of developing flu complications if they remain unvaccinated. “That is why they're one of the groups for which vaccination isextremely important," said Dr. Wilma Wooten, the county's public health officer. "Changes in the immune system, heart and lungs during pregnancy make pregnant women (and women up to two weeks after delivery) more susceptible to severe illness from the flu, which could require hospitalization." Officials from the CDC and the Health and Human Services Agency suggest that pregnant women receive the flu vaccine at any point in their pregnancy. However, the nasal spray flu vaccine is not recommended for pregnant women. Flu cases in the county ticked up during the week of Dec. 9-15, according to the county's weekly influenza report. Confirmed flu cases totaled 290 compared to 199 the previous week. The county's overall total of confirmed flu cases is at 940, well behind the 1,641 cases at this time last flu season. Everyone 6 months or older is recommended to get the flu vaccine each year.
