SAN DIEGO (KGTV) -- Lifeguards are responding after several people got stuck while hiking above Blacks Beach. The three hikers could be seen in video just below the Torrey Pines Gliderport. It appeared the hikers didn't know whether to go up or down the cliff. At this time, it's unknown if anyone is inured. Sky10 is live over the cliffs. Watch the live stream in the player below:  416

SAN DIEGO (KGTV) - Mesa Biotech, based in San Diego, has received FDA approval for its rapid COVID-19 tests that can produce results in about half-an-hour.“Our first kits are going out today to some of the health systems, county health departments, to validate the performance against the existing testing,” said Laura Dullanty, a marketing manager at Mesa Biotech. She said it will still take a few weeks before they will be able to deploy them widely to the health care providers who have requested the tests. RELATED: Will you qualify for a ,200 COVID-19 stimulus check? One of the issues has been purely logistical.“In a typical manufacturing line there are a lot of people really close together. Even that's been a challenge to plan that,” said Dullanty. “We’re staggering shifts, taking time in between, cleaning the area well.” Right now, most tests are performed on-site then sent to a lab for processing. It can take several days or longer before a patient knows the results. RELATED: Dyson designs ventilator in 10 days, plans to make 15,000 of them to combat pandemicThe Mesa Biotech rapid test is based on the same PCR technology, but can be performed and processed at the point of contact, such as a hospital, urgent care clinic or a cruise ship infirmary. “We’re estimating having 5,000 - 10,000 a week,” said Dullanty on their production estimates. “Our discussion now that we are authorized is how do we scale that up?” The first batch should be shipped to providers in the next few weeks but it’s up to the health care systems to decide how and when to use them. RELATED: Company working to get FDA approval for fast COVID-19 test“There are some critical patients that maybe need the answer sooner. They are going to screen them in the ER. If it's a negative, they can release them and free up the hospital bed a day sooner,” Dullanty explained. 1871

SAN DIEGO (KGTV) -- Like most people who’ve worked decades towards retirement, Danielle Schulte has some ideas on how she’ll spend it."Initially I’m going to sleep in late, read the newspaper, yes, I still read paper!”Schulte is an Employee Relation Specialist for UC San Diego and hopes to retire in about six years. While she's been saving since graduating college, Schulte wishes she'd saved more, especially watching the market plunge in recent days.“Because I am getting close to retirement, I don’t have as much comfort in giving it time to even out,” said Schulte. She hired a financial advisor 13 years ago and continues to fine-tune her plan, currently looking into annuities."He has been really good in helping me not to panic, helping me invest my money in stable securities as best you can, given the market," said Schulte.Dennis Brewster is a financial advisor for SagePoint Financial. He too says it's not the time to panic.“Right now we’re down about 10 percent, that’s normal, it’s just that we haven’t had anything for so long, I think that's what makes it a little tougher, we haven’t had any declines," said Brewster. "We’ve been spoiled a little bit the last few years, on average [the decline] is usually 14 percent a year.”However, Brewster says those looking to retire soon need to pay attention and plan ahead with their 401(k)."The last thing you want to do is get too aggressive going into retirement, so somebody getting closer to retirement should be concerned, they don't want to get too extreme but do want to be a little more careful because you don't have 30 years to make it up."Schulte remains confident in the groundwork she’s laid on her retirement plan and is hopeful she can turn off the alarm clock for good in six years.  1772

SAN DIEGO (KGTV) — Lifeguards say a swimmer who disappeared early Saturday in Pacific Beach has been found safe.San Diego Lifeguards say four friends went into the ocean around 1:30 a.m. across from the Ocean Blvd. and Garnet Ave. beach entrance. But one of the friends did not return, prompting searches throughout the morning by U.S. Coast Guard and lifeguard crews.Later Saturday, the missing person was located safe at a friend's house, the Coast Guard told 10News.The swimmer was reportedly celebrating his 21st birthday at the nearby Waterbar before the group went for a swim, according to San Diego Lifeguard Lieutenant Rich Stropky.Though the group told lifeguards the water was only waist deep in the area they were swimming, the swimmer somehow became separated. The person's clothes, wallet, and phone were also left behind when the group returned to shore, Stropky said.Saturday morning, a U.S. Coast Guard cutter and helicopter assisted in the search. 972

SAN DIEGO (KGTV) - Interstate 15 Express Lane signs are being changed from white to green, with other improvements, at a cost of .5 million, the San Diego County Association of Governments said Thursday.A research effort determined that the existing signs could be difficult for drivers to read, and that information about toll rates and permission to use the lanes was unclear, according to SANDAG."There's quite a bit of confusion on the motorists part, trying to understand, can I actually get in there as a carpool or not?" said Ray Traynor, SANDAG's director of operations. "Having a system that's clear to the end users is vitally important so that the lanes operate effectively."A spokesman for Caltrans says research showed a green sign with white text was more difficult to read, with the amount of information on the sign. The I-15 Express Lanes stretch for 20 miles between SR-78 in Escondido and SR-163 in Kearny Mesa. There are more than 16 access points where drivers can move in or out of the lanes.WHAT WILL CHANGEThe upgraded signs were designed to address the concerns from I-15 commuters.Improvements include: 1153
