NEW YORK (AP) — A judge has denied President Donald Trump's request that the United States replace him as the defendant in a defamation lawsuit that alleges that he raped a woman in a Manhattan luxury department store in the 1990s.The decision Tuesday by U.S. District Judge Lewis A. Kaplan came after the Justice Department argued that the U.S. and by extension American taxpayers should replace Trump as the defendant in the lawsuit filed by E. Jean Carroll.The judge ruled that Trump's public denials of the rape allegation came outside the scope of his employment as president.The Washington Post obtained Kaplan’s 59-page ruling, which said Trump didn’t qualify as a federal “employee” and that he wasn’t acting “within the scope of his employment” when he denied Carroll’s rape allegation during 2019 interviews.During those interviews, Trump claimed Carroll was “totally lying” to sell a book and denied ever meeting her, though they were photographed together in the late 1980s.Carroll’s lawsuit claims the president harmed her reputation when he denied the allegation and branded her a liar, The New York Times reports. 1136

NEW YORK — Travelers from states with a high rate of coronavirus transmission are now required to provide contact information upon entering New York, or they could face a hefty fine.New York Gov. Andrew Cuomo announced the emergency order during a coronavirus briefing on Monday in an effort to enforce the state’s travel advisory, which mandates travelers from designated states to self-quarantine for 14 days when they arrive in New York.Travelers who do not comply could face a ,000 fine and a hearing for a court-ordered quarantine.Cuomo, New Jersey Gov. Phil Murphy and Connecticut Gov. Ned Lamont announced the travel advisory in late June as the number of coronavirus cases began to surge in other parts of the country.“We worked really hard to get the viral transmission rate down, and we don’t want to see it go up,” Cuomo had said of the decision to implement the advisory.The travel advisory applies to states that have an infection rate above 10 cases per 100,000 people or if 10% of the total population tests positive. Newly released police body cam shows Waffle House shooting suspect Travis Reinking in East Tennessee two months before the Antioch attack.It's video from a motel in Alcoa, where Reinking was staying in February while working on a construction project. Full Coverage: Antioch Waffle House ShootingOne clip showed one of his several run-ins with the law. One of those run-ins happened just two months ago.Reinking told the officer someone kept knocking on his window and yelling. However, it was a woman who called police on him for allegedly threatening her in a violent manner. "They'll be talking loud at night, knock on the windows and walk off, and I don't know who it is,” Reinking said in the clip. Samantha Veals said she was trying to put her kids to sleep when she heard Reinking yelling.She told him to be quiet, at which point he allegedly charged inside her motel room, balled up his fist and laughed at her when she screamed.  Reinking admitted to police that he yelled at Veals but denied charging at her. He checked out of the motel that night and Veals opted to not press charges. Reinking?was arrested Monday and charged with four counts of criminal homicide, four counts of attempted murder and one count of unlawful gun possession in the commission of a violent felony.  The Waffle House reopened Wednesday and for the next month, is donating 100 percent of its proceeds to the victims of the attack.  More:  1514
